SENIOR COMMISSION
CALL TO ORDER: 3 p.m.
ROLL CALL: Rangus, Ross, Schouwe, Fitz-Patrick, Dillon.
PLEDGE OF ALLEGIANCE: Commissioner Fitz-Patrick led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on Feb. 27, 2025.
Motion by Commissioner Ross, second by Commissioner Dillon, to approve the Minutes as
presented. Motion carried, 4/0/1 (Fitz-Patrick – Abstain)
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. DEPARTMENT REPORT ON SENIOR ACTIVITIES AND PROGRAMS – Receive a report on
recently completed and upcoming Adults 50+ activities and programs, as well as other
topics of interest. (Staff Contact: Eric Biggin, Parks & Recreation Department)
Recommendation: Receive the report.
Recreation Area Manager Eric Biggin and Recreation Supervisor Andi Koller presented a
PowerPoint presentation (on file in the Office of the City Clerk) on recently completed and
upcoming Senior Center activities and programs, as well as other topics of interest.
The Commission received the report.
2. BIANNUAL REPORT ON THE 2025 SENIOR COMMISSION WORK PLAN – Receive a status report
on the Parks & Recreation Department Master Plan - Strategic Action Plan support references
to the 2025 Senior Commission Work Plan. (Staff Contact: Eric Biggin, Parks & Recreation
Department)
Recommendation: Receive the report.
Recreation Area Manager Eric Biggin presented a PowerPoint presentation (on file in the
Office of the City Clerck) on the 2025 Senior Commission Work Plan. The Commissioners
received updates on the Strategic Actions from the Parks & Recreation Department Master
April 24, 2025, 3:00 p.m.

Plan that are used as reference items in the 2025 Senior Commission Work Plan. A matrix
system was provided to give a status update on those specific items.
The commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Ross expressed the desire to understand where his contribution as a
commissioner has effectively impacted the community and facilities.
Chair Rangus expressed where the committee’s hard work takes place when they advise the City
Council of the special needs and concerns of seniors, including the creation, operation,
maintenance and management of senior programs. The contribution to the extensive Age
Friendly Carlsbad Action Plan, which took months to develop, is being implemented by the city.
The contribution to the Parks & Recreation Department Master Plan, which was shown in the
matrix system provided at today’s meeting, was also noted. Chair Rangus articulated the role of
a committee member and how it serves as a voice for the seniors to present ideas and advise on
new ideas that would improve the advancement of senior programing.
ANNOUNCEMENTS: None.
STAFF COMMENTS: Parks & Recreation Director Kyle Lancaster acknowledged the request of
Chair Rangus for an update of the Age Friendly Carlsbad Action Plan. Mr. Lancaster wants to
ensure we provide a quality, well-prepared presentation at the upcoming meeting, as staff
presents updates on city-wide initiatives supporting the Age Friendly Carlsbad Action Plan. With
contributions from other department members, it’s essential that the presentation is cohesive,
informative, and reflects the effort and dedication of the thoughtful work behind the plan.
Effectively communicating the plan’s value and demonstrating the city’s commitment to
advancing age-friendly initiatives was emphasized.
The Volunteer Recognition Brunch is approaching, and Mr. Lancaster hopes everyone will be in
attendance and enjoy themselves.
