A preliminary review of your project was conducted on October 7, 1999. Listed".below are the
issues raised by staff. Please note that the purpose of a preliminary review is to provide you with
direction and comments on the overall concept of your project. The preliminarv review does
not represent an in-depth analysis of vour project. Additional issues of concern mav be
raised after vour application is submitted and processed for a more specific and. detailed
review.
On sheet PW 001 please add to the note regarding the new employee parking to be
located in the Service and Administration Area so that the note reads as follows: "New
location for 8 employee parking spaces."
The following items should be revised in the Site Plan data table on sheet PW 001:
~ Change the assessor parcel number to 211-100-09.
A) Revise the e~isting and proposed land use.
/c) ' Under the site notes delete or modify the note, "All facilities are proposed U.N.O".
On Sheet PW 002 the adjusted setback dimensions fo~ landscape setback between
Aqnada Drive and the parking lot do not scale out to the dimensions noted. In addition,
O!Je of the relocated parking spaces encroaches into the increased landscape setback and
l1ln existing parking space encroaches into the increased Palomar Airport Road landscape
setback. Please adjust the plan to meet the standard.
Please improve the legibility of the finish surface elevation provided on sheet EE-103 for
the Caterpillar.

/s. For the project application note on sheet EE -301 that the support columns for the
Technic Track Ride will be painted green to blend in with the landscaping. The color
used should be the same as was used on the Castle Coaster.
Please provide information on the Castle Coaster and the Technic Track Ride so that ride
speed and the G force attained can be compared between the two rides. This information •
and any other relevant facts you think appropriate are needed to make a determination
concerning whether the proposed attraction could be considered a high speed thrill ride
(those rides typically oriented towards the teenage and young adult audience) which is
not permitted by the Carlsbad Ranch Specific Plan.
The proposal requires the approval of a Site Development Plan Amendment and Coastal
Development Permit Amendment. The proposal V{ill require a hearing before the
Planning Commission and the City Council because of the requested increase in building
height. Enqlosed is a copy of the application checklist for the required permits. Items
that need to be added to the plan or are additional submittal materials are circled to assist
you in putting:.together a complete applieation submittal.
The Engineering Department staff has indicated that the project would require a grading
permit. Should this be confirmed after proposed grading quantities are available grading
activity is prohibited during the rainy season from October 1st to April 1st of each year
by the Mello II Segment of the Local Coastal Program and grading in advance of project
approvals cannot be authorized.
I. . Based on the conceptual grading plan and the earthwork quantities submitted on
October 16, 1999, a grading permit will be required for the proposed work. The
applica~t should also state how they propose to dispose of the 215,000 cy of
export.
2. Indicate how the proposed drainage system complies with NPDES and BMP
requirements and how it interfaces with the existing systems.
3. Analyze the sewer requirements for the expansion and compare to the projections
made during the original development of the park. •
4. Analyze the traffic generation for the expansion and compare to the projections
made during the original development of the park. Be aware that the intersection
of Palomar Airport Road and El Camino Real is at capacity and additional
mitigation could be required to develop this site.
5. This preliminary review does not constitute a complete review of the proposed
project, additional items of concern may be identified upon formal project
application submittal.

Fire:
1. All buildings and enclosed accessory structures shall be protected throughout by
automatic fire sprinklers, including, but not limited to, restaurants, retail stores, trash
enclosures, and attached shade structures having solid roof systems.
2. . Building shall be identified on their exteriors in accordance with requirements of Phase 1.
