Subject: Economic Development Strategic Actions Update
Recommended Action Receive an informational report on the implementation of current economic development strategic
actions, discuss and provide recommendations.
Executive Summary
The Economic Development Strategic Plan is a roadmap that guides the city’s economic
development activities over a five-year period, which began in 2023. The Economic Development
Strategic Actions Plan is the annual implementation of the tactical steps to achieve the goals and
objectives of the Economic Development Strategic Plan and outlines the progress on actions that are
taken to achieve its goals and objectives. This report provides an update on economic development
activities and the implementation of the approved strategic actions.
Explanation and Analysis
Current Trends
Ongoing changes in federal and global policy continue to create uncertainty as businesses work to
understand how new rules may affect their operations. Discussions around tariffs, in particular, have
raised concerns for Carlsbad manufacturers that rely on international supply chains to import and
export goods and services.
To better understand the impact, staff have explored collaboration with the County Economic
Development Department to lead a countywide survey assessing how tariffs and trade policy shifts
are affecting operations at the regional level. This collaboration with the County and other partners
aims to identify real impacts on businesses and provide a more comprehensive view of challenges
facing key industries.
Meanwhile, interest in commercial real estate continues to rise across Carlsbad, with businesses
exploring new locations, particularly in the industrial and retail sectors. These inquiries are coming
from companies relocating within the region, as well as out-of-state and international firms
considering expansion or onshoring operations.

City staff remain committed to supporting businesses during this period of change, whether by
connecting them with workforce development programs, advancing housing affordability efforts, or
helping them navigate financial and regulatory challenges to ensure long-term resilience.
Progress on Current Actions
The following items highlight recent progress on the implementation of the Economic Development
Strategic Plan and outline current and planned activities.
Small Business Liaison Program Development
The Small Business Liaison Program continues to expand its efforts to support Carlsbad’s small
business community by providing direct assistance and streamlining connections to city resources.
As the program evolves, the city remains committed to ensuring small businesses have access to the
tools and support they need to succeed.
Direct Business Support – Office Hours
To improve access to city resources and provide tailored support to small businesses, staff
launched a new pilot program under the Small Business Liaison Program, offering publicly
accessible office hours. During these sessions, staff provide one-on-one assistance to local
entrepreneurs and small business owners navigating city processes and services.
Beginning July 8, the Small Business Liaison began offering in-person, 30-minute appointments
every Tuesday between 9 and 11 a.m. at Carlsbad libraries. Initial sessions are taking place at
Dove Library and will shift to Cole Library between August 5 and August 26. In September, staff
will evaluate program success and make adjustments to hours and locations as needed.
This three-month pilot is designed to increase access to staff and resources, helping business
owners with permitting questions, site selection, classification issues, and more.
Appointments may be booked online, or businesses can walk in, pending availability. More
information and the booking link are available at carlsbadca.gov/business/digital-resource-
hub/business-office-hours.
Topics covered during these sessions include:
•Navigating city processes
•Business license questions
•Understanding permitting requirements
•Clarification on zoning
•Determining correct business classifications and usage
•Guidance on home-based vs. commercial operations
•Assistance with signage regulations
•Support with commercial code enforcement-related issues
•Access to incentives, grants or other financial-related support
•Connection to external organizations or networking events
•General navigation of city departments or contacts
To tailor support, businesses are encouraged to complete a short intake form at

carlsbadca.gov/SBL prior to their appointment. This allows staff to provide customized resources
and follow-up assistance.
If a business cannot attend in person, staff remain available via phone or virtual meetings.
Businesses can reach out anytime at business@carlsbadca.gov.
Digital Resource Hub
Staff continue to see strong engagement with the City’s Digital Resource Hub, which has received
over 1,500 page views. Through the platform, businesses have accessed over 13,000 data points,
each contributing to custom reports tailored to individual operations. The most commonly
downloaded reports include customer discovery insights, supply chain evaluations, and
performance benchmarks.
Many businesses use the tool to benchmark their performance within the market, with top
searches including average revenue, workforce salaries, and employee data. Other popular
topics include market research, business plan development, and customer acquisition strategies.
To support users, the platform vendor offers direct assistance, including weekly live sessions
every Wednesday at 11:00 a.m. PT, where businesses can ask questions and learn how to
maximize the platform’s benefits.
City Business Page
In support of the city’s business community, staff are redesigning the Business section of the city
website to improve navigation, update content, and better support businesses at all stages.
The redesigned page will feature:
•Streamlined navigation tailored to common business needs (e.g., starting a business,
renewing a license, or applying for permits)
•Customized content based on business stage or type
•An expanded Digital Resource Hub for centralized access to city resources
•Quick links to signage guidelines, permitting info, and department contacts
Business Signage
Signage remains a frequent concern for small business owners, particularly in designated village or
commercial zones. In response, staff are increasing efforts to provide accessible guidance on signage
regulations to help businesses stay compliant and avoid delays.
Small Business Workshop Series
As outlined in the FY 2025–26 budget, staff are launching a new Small Business Workshop Series to
provide timely resources and expert-led discussions. The first two workshops will focus on export
opportunities and zoning regulations—two key areas affecting business growth.
Workshop 1 – Export Opportunities & Foreign Trade Zones (July 29)
In partnership with the City of San Diego (which administers the FTZ for the region) and
World Trade Center San Diego, this session will highlight export marketing, global expansion
strategies, and how the FTZ program can help reduce costs and boost competitiveness. Given
the ongoing uncertainty around tariffs, this session will support businesses currently

operating in or exploring FTZ participation. A recording will be made available online.
Workshop 2 – Zoning & Land Use (August 26)
Held in person at the Carlsbad Chamber of Commerce, this session will focus on zoning and
allowable uses. Tailored for brokers and business owners, it will clarify which business
operations are permitted in which zones, address common site selection pitfalls, and offer
guidance to reduce permitting delays and mismatches between use and location.
Carlsbad Employer Open House
Included in the FY 2025–26 budget, staff have begun coordinating with the Chamber of Commerce
to plan the inaugural Carlsbad Employer Open House, scheduled for March 2026. This event will
allow local employers to welcome students and community members to learn about Carlsbad’s
diverse industries and career paths.
By partnering with local high schools and colleges, the event will help showcase workforce needs
and encourage career exploration, especially among students preparing to enter the job market.
Life in Action Website and Recruiting Tools
The updated Life in Action website (CarlsbadLifeInAction.com) launched on July 15 with a refreshed
design, improved content, and full ADA compliance. As the backbone of the city’s talent attraction
efforts, the site highlights why Carlsbad is a great place to live and work.
The site’s Talent Hub—formerly known as Life in Action Recruiter and Candidate Marketplace—
connects job seekers and employers more directly, helping companies identify talent they might
otherwise miss.
Industry Gatherings
In May, Carlsbad cohosted an event with Naturally San Diego and San Diego Sport Innovators for
companies in the lifestyle and wellness sectors. Held at the Museum of Making Music, the event
drew 80 attendees and showcased Carlsbad’s growing role in this dynamic industry cluster.
In June, staff hosted a small coffee meetup with representatives from the gaming industry to discuss
future collaboration opportunities. Attendees toured the former Warner Bros. Gaming Studio on
State St., a site currently being evaluated as a potential incubator or coworking space.
Also in June, Carlsbad hosted the Connect Summer Social, which featured 25 “Cool Companies” and
more than 400 attendees. Held at The Flower Fields, the event positioned Carlsbad as a vibrant hub
for startups and innovation. This was the third time Carlsbad has hosted the event.
Economic Development Strategic Action Plan
The attached Year 3 Action Plan (Exhibit 1) provides a comprehensive update on the 55 new and
ongoing actions scheduled for implementation in FY 2025–26, as recommended by the Economic
Development Subcommittee and approved by City Council during the budget process.

Next Steps
Staff will continue to implement the Economic Development Strategic Plan actions for fiscal year
2025-26 and will keep the subcommittee informed of progress.

About the Strategic Actions Matrix
The Economic Development Strategic Plan is a roadmap that will guide the city’s economic development activities
for the next five years. The Strategy comes at a critical time for the city and the community. Given the economic
uncertainty of the past few years, changing market pressures, international conflict, and shortage of available
workers, it is more important than ever to identify Carlsbad’s economic development strategies and to prepare for
future challenges. The Strategic Plan provides flexible and agile guidance for Carlsbad to address City Council’s goal
of economic vitality: fostering a vibrant community.
This Economic Development Strategic Actions matrix accompanies the Strategic Plan as a guide for the
tactical actions that will build toward achieving the overarching goals and objectives in the Strategic
Plan. The Strategic Actions will allow the city to re-prioritize or realign strategies as economic conditions
change or if priorities shift throughout the tenure of the Strategic Plan.
While the Economic Development Department is the lead on these efforts, economic development is
collaborative, and is not limited to one department, group, or organization. The Strategic Actions document
thoughtfully involve multiple city departments, local and regional partners, workforce and talent, residents,
and the broad and diverse businesses that support the community.
As such, the Strategic Actions are intended to assist the city in aligning its program priorities to match
the market opportunities identified in the Strategic Plan. The Strategic Actions document assumes that
new activities and programs would be phased in over several years and acknowledges that many of the
proposed tactics involve activities that the city is already undertaking. It also provides an estimate of cost
for future activities. The cost estimates provided are updated for each fiscal year, and projected forward
for future years. The estimate provided for future years will be updated on an annual basis to ensure
accuracy and adaptability to the current budget conditions, as the specific implementation time frame
approaches.
The City of Carlsbad believes in transparency and accountability, and as such, staff will regularly update
the Economic Development Subcommittee on the progress made on the goals and objectives in the
Strategic Plan and Strategic Actions document.

Updates to the Strategic Actions Matrix
The five-year implementation timeline means that new actions will be started during each
year of the strategy. Over time, these actions will accumulate to demonstrate expanded
impact and programming. On the matrix presented on the following pages, actions that
are “Complete” or “Ongoing” from previous years are shown in GREEN. “In Progress” and
new actions that will commence in fiscal year 2025-26 are shown in YELLOW.
When combined, between actions that were implemented in the first year, and new actions
proposed for the second year, there are 55 actions that are proposed to be implemented
in fiscal year 2025-26.
