Recommended Action
Receive a citywide update on the applicable elements of the Age-Friendly Carlsbad Action Plan.
Executive Summary/Background
The Age-Friendly Carlsbad Action Plan, approved by the Carlsbad City Council on December 7,
2021, marked a significant initiative to enhance the quality of life for residents of all ages and
abilities. As the first city in North San Diego County to adopt such a plan, Carlsbad's
commitment aligns with the American Association of Retired Persons’ (AARPs’) Network of Age-
Friendly States and Communities and is supported by the San Diego Foundation's Age-Friendly
Communities Program. The plan was developed through extensive community engagement,
including surveys, workshops, and mapping tools, resulting in a comprehensive framework that
addresses six key domains:
1. Outdoor Spaces and Buildings
2. Social & Civic Participation
3. Housing
4. Health and Wellness
5. Mobility
6. Community Connections
Each domain encompasses specific goals, objectives and actions aimed at fostering an inclusive,
accessible, and supportive community environment. The implementation of these objectives is
guided by a multi-year work plan, with progress monitored through regular reports.
During the regularly scheduled Senior Commission meeting on Feb. 27, 2025, the Commission
requested a citywide update on the Age-Friendly Carlsbad Action Plan.

Staff Report
Explanation & Analysis
Carlsbad has long prioritized the well-being of its older residents, and the project to compile
and Age-Friendly Carlsbad Action Plan provided a structured, research-based framework to
advance this commitment. Supported by AARP and the World Health Organization, the project
brought external expertise, proven strategies, and access to a network of peer cities, ensuring
various efforts were informed and collaborative rather than isolated.
Recognizing the demographic shift toward an aging population, the city engaged in extensive
community outreach — including surveys, workshops, and public forums — to shape an action
plan that reflects residents’ needs and aspirations. This level of structure, accountability, and
public input would have been difficult to achieve via internal resources alone. The collaborative
approach ensured that the plan reflected the needs and aspirations of the community.
Below is a citywide update, aligned by alphabetical order of associated departments, on the
applicable elements of the Age-Friendly Carlsbad Action Plan, which details the domains, goals,
objectives, and corresponding actions.
Housing & Homeless Services Department
Domain 3: Housing
Looks at the availability of housing programs and a range of age-friendly housing options and services to
support residents of all income levels and age.
Vision
Carlsbad is a city that offers safe, affordable and diverse housing options to assist all residents
to age in place and live in a community-oriented environment.
1. Goal 3.1 – Provide safe, affordable housing options for all residents to age in place
comfortably.
c. Objective 3.1.3 – Promote Carlsbad as a community where people of all ages and
backgrounds can live and thrive.
i. Action – Evaluate the efficacy of providing first-time homeowner workshops to
compliment the 2021 – 2029 Housing Element’s First-Time Homebuyer Program.
The Housing & Homeless Services Department has links to external programs
available for eligible first-time homebuyers on the city website. Given market
conditions and available funding, a city-sponsored program is not feasible. However,
the city’s Affordable Housing Resale Program provides eligible first-time homebuyers
with an opportunity to purchase homes at affordable prices, including eight in 2004.
ii. Action – Evaluate opportunities to seek funding through federal and state programs
to accommodate modifications for aging and multi-family housing, as well as,
building microunits and accessory dwelling units.
In 2023, the city applied for Local Housing Trust Funds from the State of California to
support an affordable housing project for seniors, Marja Acres. The request was
unsuccessful due to the competitive nature of the funding program. The Housing &
Homeless Services Department will continue to support affordable housing projects
pursuing state and federal funds.
iii. Action – Provide information about senior housing, affordable housing and accessing
U.S. Department of Housing and Urban Development assisted housing (Housing
Choice Voucher program, HUD Section 202).
The Housing & Homeless Services Department maintains a list of affordable housing
on the city’s website, offers copies at the front counter of the Harding Community
Center, the Senior Center and each of the library locations. The list of affordable
housing properties identifies which properties are age restricted for seniors.
Additionally, the Housing & Homeless Services Department is responsible for
providing regular updates to the Housing Commission on existing and future
affordable housing projects and policy recommendations.
iv. Action – Continue to fund and promote the city’s Minor Home Repair Program as
described in the Housing Element Program 3.5.
In fiscal year 2023-24, the Minor Home Repair Program was updated to increase the
loan limits and modify the loan terms. Additionally, the program update established
priority ranking for senior applicants and those with disabilities, who will receive
priority if the number of applications exceed available funding. Lastly, funding for
the Minor Home Repair Program was increased in fiscal year 2023-24 and will be
maintained on an annual basis.
2. Goal 3.2 – Grow and preserve the affordable housing stock in Carlsbad and expand the
alternative living options.
a. Objective 3.2.1 – Provide more education about affordable housing strategies.
i. Action – Maintain and distribute information about existing and future affordable
housing options in Carlsbad.
The Housing & Homeless Services Department maintains a list of affordable housing
on the city’s website, offers copies at the front counter of the Harding Community
Center, the Senior Center and each of the library locations. The list of affordable

Library & Cultural Arts Department
Domain 2: Social and Civic Participation
Focuses on access to leisure and cultural activities, including opportunities for all residents to socialize,
engage with their peers and participate in paid work and volunteer activities.
Vision
Carlsbad is a city that fosters resident engagement through a range of intergenerational
activities, events, civic engagement opportunities, and employment and volunteer positions.
1. Goal 2.1 – Build on and expand opportunities for social participation for all ages.
a. Objective 2.1.1 – Continue to provide high-quality and diverse activities for all ages.
i. Action – Maintain an inventory of existing intergenerational and senior
programming.
The Library & Cultural Arts Department provides Concerts in the Courtyard, an all-
ages series that provides free concerts and dance lessons once a month in the
Kulchin Courtyard at the Dove Library. This program series began in Fall 2024.
ii. Action – Establish a system for continuous quality improvement and use attendance
and consumer feedback/input to improve or phase out activities.
In November 2024, Carlsbad City Library joined LINK+, a free statewide inter-library
loan service, giving Carlsbad library cardholders access to materials from libraries all
over California and Nevada without needing to leave the neighborhood.
iii. Action – Assess diversity of participation at community events to assess the
demographic breakdown and if targeted outreach and/or events for unique
population are needed to increase participation.
Tai Chi for Arthritis and Fall Prevention Programs are offered at both the Dove and
Cole library facilities in partnership with Live Well San Diego. The program began in
2023, and the library has hosted three 12-week sessions. These free, drop-in
programs are available to participants of all ages and are adaptable to different skill
levels and mobility needs.
iv. Action – Expand utilization of community centers across the city to supplement
programs at the Senior Center that not all residents can access.
Saturday Chess Meet-up is an all-ages program held every Saturday from 2 p.m. to 4
p.m. at the Library Learning Center, designed to connect people across ages and
skill-level with a shared interest in the game of chess.
b. Objective 2.1.2 – Increase visibility of opportunities for social participation (Cross
reference Community Connections).
i. Action – Provide the community with information about social and civic participation
opportunities using a variety of communication methods and through the city’s
website.
The Library Homebound Program ensures that homebound individuals have access
to a wide range of library materials, which are delivered directly to their residences
by trained volunteers. This free service is open to City of Carlsbad residents.
2. Goal 2.2 – Build capacity for civic engagement, volunteerism and employment.
b. Objective 2.2.2 – Empower residents to work or volunteer as they desire.
i. Action – Conduct employment and volunteer workshops as needed.
On Jan. 11, 2025, the Library & Cultural Arts Department held its first Volunteer
Expo, which connected residents with various non-profits and service organizations
that regularly partner with Library & Cultural Arts. This program is projected to occur
on an annual basis moving forward with a rotating selection of service organizations
to maximize community connections.
Parks & Recreation Department
Domain 1: Outdoor Spaces & Buildings
Focuses on the availability of safe and accessible public facilities.
Vision
Carlsbad is a city that provides safe and accessible public buildings and open spaces with
amenities and resources supportive of healthy living for all ages and abilities.
1. Goal 1.1: Provide well-maintained and safe public spaces to all residents across all city-
owned facilities.
b. Objective 1.1.2 – Involve the community in the development of plans and programs that
facilitate the use and progression of public spaces.
i. Action – Evaluate the use of Crime Prevention Through Environmental Design
(CPTED) for parks in the city.
The City of Carlsbad City Council has long stressed the importance of communication
and engagement with our community. A significant effort is made to involve the
public during the design development phase of new park projects. Recent projects
that have included public engagement for the design include Veterans Memorial
Park, Monroe Street Pool, and Robertson Ranch Park. Objective 1.1.4 – Support
programs, activities, and amenities that facilitate the routine use of public spaces
and the maintenance of these facilities.
i. Action – Document accessibility, maintenance, and safety concerns at all parks and
community centers with community members using the CarlsbadConnects
application.
The Parks Division works closely with the Recreation Division to understand the day-
to-day uses and maintenance needs of each park facility. An example of this careful
coordination is the routine renovations of the city's natural turf fields. This is a bi-
annual maintenance practice with the goal to enhance the overall condition of fields.
Domain 2: Social & Civic Participation
Focuses on access to leisure and cultural activities, including opportunities for all residents to
socialize, engage with their peers and participate in paid work and volunteer activities.
Vision
Carlsbad is a city that fosters resident engagement through a range of intergenerational
activities, events, civic engagement opportunities, and employment and volunteer positions.
1. Goal 2.1 – Expand opportunities for social participation for all ages.
a. Objective 2.1.1 – Continue to provide high-quality and diverse activities and events.
i. Action – Maintain an inventory of existing intergenerational and senior
programming.
The Recreation Division partners teen and early education programs for
intergenerational offerings, such as Teens Teach Tech, bingo, and holiday events.
The Recreation Division also collaborates with the Carlsbad Unified School District
and Kids for Peace to organize student-led lunch visits, card-making, and games at
the Senior Center.
iii. Action – Assess diversity of participation at community events to assess the
demographic breakdown and if targeted outreach and/or events for unique
population are needed to increase participation.
The Recreation Division offers all-age programs to promote socialization like
Summer Games, American Sign Language, Carlsbad Cruisers, and Concerts in the
Courtyard.
iv. Action – Expand utilization of community centers across the city to supplement
programs at the Senior Center that not all residents can access.
The Recreation Division has provided a variety of Adults 50+ offerings at parks and
community centers across the city, including Stagecoach Community Parks and Alga
Norte Aquatic Center.
b. Objective 2.1.2 – Increase visibility of opportunities for social participation (Cross
reference Community Connections).
i. Action – Provide the community with information about social and civic participation
opportunities using a variety of communication methods and through the city’s
website.
The Recreation Division launched a monthly email campaign to promote visibility of
senior-focused offerings and improve newsletter access with online and print
options.
2. Goal 2.2: Build capacity for civic engagement, volunteerism, and employment.
a. Objective 2.2.1 – Train and develop citizen leaders.
i. Action – Consider offering the Citizen Academy as a hybrid model to be hosted
online and in-person.
The Parks Division helps to host the City of Carlsbad’s Citizens Academy each year.
The Citizens Academy is a free, seven-week program designed to give residents a
behind-the-scenes look at how their city government operates.
The Recreation Division developed Carlsbad Service Leaders to engage teen
volunteers in community work and develop career-building skills.
2. Objective 2.2.2 – Empower residents to work or volunteer as they desire
ii. Action – Expand awareness about job and multigenerational workforce
opportunities.
The Parks Division has a long history with year-round opportunities for volunteerism.
These volunteer opportunities include beach cleanups, Arbor Day tree planting, and
trail maintenance events. The Trails Volunteers Program is the most robust program
within the Parks Division. Over 140 volunteers play a role in maintaining the system.
The Recreation Division has transitioned former home-delivered meal volunteers
into new roles, including expanded outreach to at-risk and homebound seniors.
Domain 4: Health & Wellness
Focuses on access to programs that promote wellness, health and active living
Vision
Carlsbad is a community where residents of all ages can live a healthy and active life while
feeling safe and secure.
1. Goal 4.1: Review current health conditions for Carlsbad populations to identify areas of
concern.
b. Objective 4.1.2 - Increase awareness around health and wellness across all ages and
populations.
i. Action – Evaluate appropriate incorporation health and wellness awareness in the
city’s planning, programming, and communications activities.
The Recreation Division increased the grocery shuttle service to a weekly service to
improve access to healthy food and personal necessities for seniors with limited
transportation options, reducing barriers to consistent nutrition.
c. Objective 4.1.3 – Improve access to reach health facilities and programs.
ii. Action – Consider an intra-city vehicle service for older adult residents, to improve
safety and access health appointments and necessity trips without the need for a
private vehicle (Cross-reference with Transportation).
2. Goal 4.2 – Provide health-related programs to expand upon the educational health
resources available in Carlsbad.
a. Objective 4.2.1 - Provide workshops and classes on healthy lifestyle living, eating,
exercise, crime prevention, and mental health.
i. Action – Work with local health partners to provide courses on exercise, healthy
eating, and preventive care.
The Recreation Division offers intergenerational gatherings and fitness programs
such as Tai Chi for Arthritis and Fall Prevention, Carlsbad Cruisers, and Yin Yoga for
Aging Gracefully, held outdoors to promote walkability, safety, and regular park use
among seniors and families.
ii. Action – Offer free or reduced-priced classes and programs at the Senior Center and
at additional locations across the city to increase accessibility and participation.
The Recreation Division provides educational talks in partnership with AAA and local
officials on topics such as driver safety, e-bike laws, and street signage.
The Recreation Division has implemented senior wellness programs - Chair Yoga and
Sound Bath in South Carlsbad, and Yin Yoga for Aging Gracefully in North Carlsbad.
b. Objective 4.2.2 - Raise awareness around mental health and the importance of
socialization.
i. Action – Evaluate the best partners and ways to deliver information regarding
mental health, how to help yourself, how to help those around.
The Recreation Division implemented programs intended to promote socialization
and support for topics affecting the aging population, including Community
Friendship Builders, Let’s Talk Good Living, and Caregiver Network Club.
Domain 6: Community Connections
Celebrates Carlsbad as a multicultural and intergenerational community and the
interconnectedness of residents, information and opportunities within the city for current and
future generations.
Vision
Carlsbad is a city that is inclusive of people at all life stages and abilities and fosters enhanced
awareness and respectful interactions to support full participation in community life, including
access to information and activities.
1. Goal 6.1 – Increase citywide awareness around the impacts of age, disability, and
isolation.
a. Objective 6.1.1 – Increase awareness for city staff about respect and inclusion topics.
i. Action – Evaluate the feasibility of conducting a training for city staff related to
aging, disability, memory loss, and isolation.
On March 13, 2025, Senior Center staff partnered with the Human Resources
Department to coordinate a specialized training titled Managing Difficult Customer
Scenarios in the Public Sector. The session focused on customer service strategies for
interacting with older adults who may be experiencing challenges related to aging or
memory loss. Full-time and part-time staff from Recreation and Library Division staff
were invited to participate.
iii. Action – Evaluate opportunities to share best practices for improving the
accommodations for older adults and people with disabilities at public meetings
(e.g., captioning), including a list of vendors/service providers capable of improving
access during such meetings.
Closed captioning has been enabled for monthly movie and Broadway film
screenings at the Carlsbad Senior Center. Additionally, staff are collaborating with an
instructor to incorporate closed captioning into Digital Photo & Tech classes.
b. Objective 6.1.2 – Grow public awareness around respect and inclusion topics.
i. Action – Work with the County of San Diego Age Well team to promote the
Dementia Friendly initiative and how to become a dementia ally.
In May 2025, Senior Center staff reached out to the County of San Diego’s Age Well
team to coordinate Dementia Friendly presentations for both the public and city
staff, scheduled for Fall 2025. This initiative aligns with the Dementia Friendly
America movement, a national effort to help communities become more inclusive,
informed, and supportive of individuals living with dementia and their care partners.
ii. Action – Use age-friendly language in city communications pertaining to aging and
older adults.
The Parks & Recreation Department promotes inclusive language when referring to
programs traditionally geared towards seniors, such as “Programs for Adults 50+”
and “Healthy Aging Programs.”
iv. Action – Consider older adults in the city’s diversity, equity, and inclusion efforts.
Senior Center staff attended the National Recreation and Parks Association’s
conference in November 2024, where they attended a professional presentation on
recognizing and reversing ageism. The session addressed the injustice of using age
to divide and stereotype individuals and emphasized the importance of changing
attitudes and behaviors based on age.
2. Goal 6.2 – Increase social connections to reduce social isolation.
b. Objective 6.2.2 – Combat isolation through citywide programming
i. Action – Evaluate the feasibility of addressing the issue of older adult isolation using
existing city resources and staff.
The Senior Center staff combat older adult isolation by providing a combination of
free and fee-based programs, along with weekday transportation to congregate
lunches Monday through Friday helping eliminate a key barrier for those without
access to transportation.
iii. Action – Evaluate the feasibility of a “get to know your neighbor” program to help
strengthen community relationships and increase socialization opportunities for all
residents.
The Senior Center staff collaborate with the Carlsbad Police Department to promote
the You Are Not Alone program, which provides daily check-ins and wellness visits
for seniors who wish to maintain independent living.
iv. Action – Explore innovative ways to create connections with older adults
experiencing isolation such as a conversation call-in number or other means to
create friendly human connections.
To help reduce social isolation among older adults, the Senior Nutrition Program is
launching a new outreach initiative featuring trained volunteers who will make
regular phone calls and home visits to homebound seniors, as well as to those who
have temporarily stopped attending congregate meals due to health concerns. The
goal is to provide consistent, friendly connection and identify any emerging needs.
3. Goal 6.3 – Increase public visibility and access of city plans, programs, and resources.
a. Objective 6.3.1 – Broaden the public’s access and visibility by employing a multi-media
and multi-level communications approach.
i. Action – Maintain communication training that is inclusive of needs of older adults.
The Senior Center staff has coordinated with the city’s Communication &
Engagement Department to ensure eNewsletters, web updates, and marketing
materials meet readability standards for older audiences, such as larger font size,
clear headers, and print-friendly layouts.
ii. Action – Improve centralized sources as “one stop” for information about programs,
city updates, and engagement opportunities.
The Senior Center continues to serve as a centralized “one stop” resource for older
adults seeking information about recreation programming, city updates, and related
support services. Senior Center staff coordinate with the Housing & Homeless
Services Department to conduct wellness checks and provide referrals when
additional resources are needed. In addition, city staff at other community and
recreation centers are regularly briefed on senior-specific offerings to ensure
consistent, citywide access to information and support.
iii. Action – Ensure community information sources are easy to understand and clearly
displayed with appropriate lettering and fonts.
In support of age-friendly communication standards, the Senior Center continues to
ensure that all public-facing materials are accessible and easy for older adults to
understand. Printed flyers, program calendars, and signage feature large, high-
contrast fonts and plain language to enhance readability. Staff carefully review
materials for visual clarity, avoiding cluttered designs and technical jargon.
Additionally, signage has been updated to include clear directional icons for
improved visibility.
iv. Action – Ensure community information is provided in a way that is inclusive of
homebound residents.
To improve access for homebound residents, the Senior Center now distributes
monthly printed handouts highlighting available services. One example is the
Transportation Guide, which offers clear instructions on how to register, contact
information for support, and a detailed schedule of daily destinations. This resource
has helped increase both participation and independence among homebound older
adults, allowing them to be informed/engaged without relying on digital platforms.
4. Goal 6.4 – Maximize the use and impact of technology throughout the city.
a. Objective 6.4.1 – Ensure the city’s communications strategy uses updated and existing
communication tools and methods.
ii. Action – Maintain and grow the Age-Friendly Carlsbad webpage to include links to
City of Carlsbad tools and other websites that serve as resources for older adults.
In June 2025, Senior Center staff added a direct link to the North County Transit
website on the Adults 50+ page, giving patrons easy access to information and
resources related to local transportation services.
Transportation Department
Domain 5: Mobility
Focuses on safe, convenient and affordable transportation options
Vision
Carlsbad is a city where people of all abilities and age have access to safe, reliable and
affordable modes of public, private and alternative transportation.
1. Goal 5.1 – Provide greater opportunity for the community to become involved in active
transportation planning and the development of improvements.
a. Objective 5.1.1 – Increase education and opportunities for public participation in
transportation planning.
i. Action – Evaluate the Traffic & Mobility Commission structure to ensure it is
inclusive of older adult representation.
The Transportation Department continues to encourage community input on
transportation projects and services. While there is no formal requirement for age-
based representation, several current members of the Traffic Safety & Mobility
Commission are over age 65 providing input from the senior community.
ii. Action – Maintain a Carlsbad bike map, similar to the trails map, that is accessible
digitally and through any other appropriate mediums.
The Transportation Department maintains an accessible digital Carlsbad bike map.
iii. Action – Provide education about the CarlsbadConnects app to help the public
report any infrastructure issues (Cross-reference with Open Spaces & Buildings).
The Transportation Department actively promotes the CarlsbadConnects
application, which allows residents to report street and sidewalk issues.
iv. Action – Provide “Smart Cycling” courses to educate older adult residents on how to
ride their bikes safely in various conditions throughout the city.
The Transportation Department has previously offered “Smart Cycling” courses in
partnership with the San Diego County Bicycle Coalition and are exploring
opportunities to offer additional sessions focused on older adult riders.
b. Objective 5.1.2 – Inform the public on the progress of the Mobility Element that relate
directly to the concerns of older adults.
i. Action – Provide written and verbal report on the progress at the appropriate city
boards and commissions.
The Transportation Department provides regular written and verbal reports to the
City Council and the Traffic & Mobility Commission.
2. Goal 5.2 – Provide safe mobility options within and around the City of Carlsbad for all
ages and abilities.
a. Objective 5.2.1 – Increase Citywide bicycle ridership by providing safe, maintained, and
well-connected bicycle facilities throughout the city.
i. Action – Evaluate the feasibility of providing more Class-I multi-use trails and Class-II
enhanced buffered bike lane facilities to increase the percentage of roadways that
provide separation from vehicular traffic.
Carlsbad has implemented over 40 miles of upgraded Class II buffered bike lanes,
many featuring high-visibility green conflict zone striping.
ii. Action – Prioritize bicycle improvements in future transportation infrastructure
projects.
Additional Class I shared-use paths have been identified for future implementation
pending funding along corridors such as College Boulevard, La Costa Avenue, and
Tamarack Avenue.
iii. Action – Evaluate the inclusion of bicycle signal detection to signalized intersection
crossings along bike routes featured in the bike map.
Bicycle-friendly features are integrated into roadway improvement projects, and the
City’s traffic signal video detection systems at signalized intersections have been
upgraded with technology that can detect cyclists at intersections.
b. Objective 5.2.2 – Create a more accessible public transportation experience for all
residents.
i. Action – As needed provide multilingual and multigenerational public transportation
educational programs that residents can access in-person and online.
Needs for public transportation educational programs will continue to be evaluated.
ii. Action – Advertise the NCTD reduced fare options for seniors, persons with
disabilities, and Medicare recipients.
Discounted NCTD fares for seniors are promoted through the City's website.
iii. Action – Work with NCTD to evaluate bus and transit service lines and the frequency
of service.
City staff coordinate regularly with the North County Transit District (NCTD) and San
Diego Association of Governments to monitor and improve local transit service.
v. Action – Consider the feasibility of city funded transportation options such as a local
shuttle service to supplement public transit services.
The City operates a senior shuttle service for eligible residents to access the Senior
Center and nearby shopping.
c. Objective 5.2.3 – Engineer and design city streets to self-enforce target speeds and
support mobility for all roadway users.
ii. Action – Make sure all traffic signs and roadway paint are clean and visible for
vehicles to see and abide by.
Through the annual resurfacing and ADA improvement projects, the Transportation
Department continues to install and maintain clean and visible roadway striping,
iii. Action – Evaluate the location of existing audible crossing mechanisms and install
additional devices if they are warranted.

d. Objective 5.2.4 – Apply traffic calming measures and infrastructure improvements to
enhance the pedestrian experience.
i. Action – Explore the feasibility of a community crosswalk decoration event as part of
placemaking and beautification efforts for intersections near parks, public facilities,
and schools.
Transportation Department staff are exploring the potential for creative crosswalk

Carlsbad” series in partnership with AARP and other local agencies.
ii. Action – Create a fact sheet for the Carlsbad webpage that provides a list of locally-
available transportation options, how/where they function, and where to learn
more about these options.
A web based “Getting Around Carlsbad” page summarizes transportation options for
all users.
