CALL TO ORDER: 5:31 p.m.

INVOCATION: None.
PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance.
APPROVAL OF MINUTES:

Motion by Commissioner Nassiri, seconded by Commissioner Ferone, to approve the minutes as
presented. Motion carried, 7 /0.
PRESENTATIONS: None.
PUBLIC COMMENT:
Vanessa Gurtu spoke on behalf of the La Costa Canyon Music Program Community Arts Grant
application.
Amanda Boer spoke on behalf of the Valley Middle School Community Arts Grant application.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. SAN DIEGO COUNTY ARTS & CULTURE COMMISSION: Receive a report on the San Diego
County Arts & Culture Commission from the District 3 representative Jay Bell. (Staff contact:
Craddock Stropes, Library & Cultural Arts Department)
Recommended Action: Receive the report.
The Commission received the report.
San Diego County Arts & Culture Commission District 3 representative, Jay Bell, shared a
PowerPoint presentation (on file in the Office of the City Clerk).
Commissio.ner Breyer inquired about what is the delineating line between what is funded
by the city Cultural Arts department versus funded by the county. Mr. Bell explained it is

a collaborative process with mission alignment with how the county can support on a
local level. Mr. Bell also explained that the City of Carlsbad can encourage grant recipients
to also apply for the Neighborhood Reinvestment Program and Community Enhancement
Grant to help expand their programs' funding.
Commissioner George inquired how much of the County's budget goes towards the arts.
Mr. Bell answered he is only familiar with the Public Art portion of the budget which is
currently one half of one percent of the construction budget for new construction
projects.
Commissioner Nassiri inquired about last fiscal year, out of the two grants, how much in
dollar amounts was given to the arts. Mr. Bell advised he wasn't certain, but it is public
knowledge that can be looked up.
2. COMMUNITY ARTS GRANT RECIPIENT REPORT FROM PERSIAN PLACE: Receive a report from
Community Arts Grant recipient, Persian Place. (Staff contact: Krystal Roa, Library & Cultural
Arts Department)
Recommended Action: Receive the report.
The Commission received the report.
Community Arts Grant recipient and founder of Persian Place, Sadry Hedayat, shared a
PowerPoint presentation (on file in the Office of the City Clerk).
3. ARTS EDUCATION UPDATE: Receive an update on Arts Education and upcoming summer
programs. (Staff contact: Vietca Do, Library & Cultural Arts Department)
Recommended Action: Receive the report.
The Commission received the report.
Community Arts Coordinator, Vietca Do, shared a PowerPoint presentation (on file in the
Office of the City Clerk).
Commissioner Breyer inquired how information about the different events is being
shared with the community. Cultural Arts Manager Stropes responded that for arts
education programs there are established channels of communication with the schools
directly.
The Communications Department handles dispersing information for all other Cultural
Arts programming.
Commissioner Nassiri inquired how the third and fourth graders who come to the
Library for the Explore More program can acquire a Library card without their parent
being present. Community Arts Coordinator Do explains that the teachers receive
parental consent prior to the library visit.

Commissioner Nassiri requested that the Communications Department attend an Arts
Commission meeting to explain the processes used for getting program information out
to the community.
4. 2025 TGIF SUMMER CONCERTS IN THE PARKS SERIES: Receive an update on the TGIF Summer
Concerts in the Parks series and sponsors. (Staff contact: Thomas Johnston, Library & Cultural
Arts Department)
Recommended Action: Receive the report.
Programs and Venues Coordinator, Thomas Johnston, shared a PowerPoint presentation
(on file in the Office of the City Clerk).
Commissioner Breyer inquired about the need for ticket sales and if the attendance
numbers from last year are known and what the projected numbers are for this year.
Programs and Venues Coordinator Johnston advised that ticket sales are not needed due to
the fire marshal allowing 5,000 (note: correct capacity is 5,500) people per concert space
and the projected number of attendance averages only 3,500 per concert.
Commissioner George inquired about how to get Poinsettia Park back as a concert venue.
Cultural Arts Manager Stropes responded that request would need to go before City Council
and they would decide.
Commissioner Nassiri stated she is very happy that Pop Up Art is coming back to the concert
series this year and that the Carlsbad Library & Arts Foundation is financially supporting the
project. Commissioner Nassiri suggested allowing food vendors next year. Programs and
Venues Coordinator Johnston answered that is being reviewed.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Commission Members make brief announcements, brief reports of their activities and requests
for future agenda items.
CULTURAL ARTS MANAGERS COMMENTS:
Cultural Arts Manager Stropes commented on the following:
• The current Cannon Art Gallery exhibition, "Silent Storytellers", will be closing at the end
of June and has been one of the most well received exhibits in recent memory. Manager
Stropes also encouraged residents of Carlsbad to come enjoy the gallery and the cinema
series on Friday evenings
• Strong partnerships formed across the city's departments and staff during the TGIF
season
• The Saturday Courtyard concert series continues during the summer
• Artist meetings for Chestnut Underpass art project
• Outreach on the Veterans Memorial Park Public Art project
