HomeMy WebLinkAbout2025-06-05; Beach Preservation Commission; Minutes Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 June 5, 2025, 3 p.m. Regular Meeting CALL TO ORDER: 3 p.m. ROLL CALL: Chair Stark, Vice Chair Norall, Commissioners Woolsey, Corrigan, Ferguson, Rothman, and Evans. PLEDGE OF ALLEGIANCE: Commissioner Corrigan led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held on April 3, 2025 Motion by Vice Chair Norall, second by Commissioner Corrigan to approve the Minutes of the Regular Meeting held on April 3, 2025, as presented. Motion carried, 6/0/1/0 (Evans – Abstain). PRESENTATIONS: None. CONSENT CALENDAR: None. PUBLIC COMMENT: Surfrider Foundation San Diego Policy Coordinator Mitch Silverstein spoke about the illegal gated closure of the public beach access at Mountain View Drive by an adjacent private property owner. Carlsbad Sierra Club member Vanessa Forsythe spoke about the importance of communication to the community concerning issues related to beach preservation, sea-level rise, and beach access for everyone. Preserve Calavera representative Diane Nygaard spoke regarding the closure of the public beach access at Mountain View Drive and indicated the property owner was conditioned to restore the habitat along the lagoon, neither one of which has been addressed. She also commented on the upcoming broader responsibilities with conversion to the Environmental Sustainability Commission, including issues reviewed by the growth management plan citizens committee (e.g., city’s Climate Action Plan and guarantee for open space). PUBLIC HEARINGS: None. DEPARTMENTAL REPORTS: 1. OCEANSIDE’S BEACH SAND NOURISHMENT AND RETENTION PROJECT UPDATE - Receive an informational report and presentation from Oceanside staff on the status of the City of Oceanside’s Beach Sand Nourishment and Retention Project. Oceanside’s Coastal Zone Administrator Jayme Timberlake presented a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the informational report. Commissioner Ferguson and Chair Stark spoke in favor of the project and discussed the possible rescinding of the Beach Preservation Commission’s previous recommendation for the City Council to adopt a resolution to approve a statement of opposition to constructing devices that would Interfere with the natural flow of beach sand into Carlsbad Vice Chair Norall spoke in favor of the project. Surfrider Foundation San Diego Policy Coordinator Mitch Silverstein voiced opposition to the project’s regional application in lieu of taking proactive measures to preserve beaches from getting eroded in the first place. 2. REGIONAL BEACH SAND PROJECT III UPDATE – Receive an informational report and presentation from the San Diego Association of Governments (SANDAG) staff on the status of the Regional Beach Sand Project III (RBSP III). (Staff contact: Nick Stupin, Parks & Recreation Department) Recommendation: Receive the informational report. Parks Planning Manager Nick Stupin presented a PowerPoint presentation (on file in the Office of the City Clerk). SANDAG Association Regional Planner Courtney Becker presented a PowerPoint presentation (on file in the Office of the City Clerk). The Commission received the informational report. 3. BUENA VISTA LAGOON ENHANCEMENT PROJECT UPDATE – Receive an informational report and presentation from the San Diego Association of Government (SANDAG) staff on the status of the Buena Vista Lagoon Enhancement Project. (Staff contact: Nick Stupin, Parks & Recreation Department) Recommendation: Receive the informational report. Parks Planning Manager Nick Stupin presented a PowerPoint presentation (on file in the Office of the City Clerk). SANDAG Senior Regional Planner Kim Smith presented a PowerPoint presentation (on file in the Office of the City Clerk). Commission received the informational report. Pete Penseyres spoke in support of the project. Surfrider Foundation San Diego Policy Coordinator Mitch Silverstein spoke in support of the project. COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: This portion of the agenda is for the Commission to make brief announcements, brief reports of their activities and requests for future agenda items. Parks & Recreation Director Kyle Lancaster mentioned that once the conversion of the Commission occurs, a new Environmental Sustainability Commission Annual Work Plan would be developed and adopted. Mr. Lancaster reviewed other agenda items previously requested by the Commission: • Ongoing update on the Oceanside Beach Sand Nourishment & Retention Project • update on the South Carlsbad Boulevard Climate Adaptation Project • State Parks report on monthly activities Mr. Lancaster advised the Commission of an upcoming agenda item for a City Council Legislative Subcommittee Report. Minute motion by Commissioner Ferguson, seconded by Commissioner Woolsey, requesting a future agenda item regarding a re-evaluation of the Commission’s previous recommendation for the City Council to adopt a resolution to approve a statement of opposition to constructing devices that would interfere with the natural flow of beach sand into Carlsbad. Motion carried unanimously, 7/0. DIRECTOR’S COMMENTS: Director Lancaster welcomed new Commissioner Bryn Evans. He mentioned that the Parks & Recreation Department’s Volunteer Appreciation Event was held on June 1, 2025, at The Crossings Municipal Golf Course. He clarified the timetable regarding the conversion of the Beach Preservation Commission to the Environmental Sustainability Commission. He reminded the Commissioners about the beach cleanup event to be held on July 12, 2025, 8:30 a.m. to 10:30 a.m. He also expressed his appreciation of the Commissioners’ volunteerism, regardless of whether they remain a Beach Preservation Commission or are converted to an Environmental Sustainability Commission.
