Receive a report regarding arts education programs.
Executive Summary
The Library & Cultural Arts Department has several well-established arts education programs
for schools and the community-at-large. This presentation will provide an overview and update
on experiences offered since the October 2024 meeting.
Explanation & Analysis
Cultural Arts presents arts education programs to school-aged children.
• Explore More, a second and third grade program, occurs each fall and spring and
incorporates a library tour, an exploration of the art and activities in the gallery space
and a hands-on art lesson.
• The California History and Art Program (CH&AP) for fourth grade students is a
partnership with Parks and Recreation, with support from the Friends of Leo Carrillo
Ranch, for students to study California history while engaging in artmaking.
To celebrate and reach audiences during AANHPI (Asian American, Native Hawaiian, Pacific
Islander) Heritage Month, staff organized two offerings:
• In alignment with the city’s top 10 priority actions in the Arts & Culture Master Plan,
Jessica Fichot, a Chinese-French jazz artist, completed a guest artist residency providing
several workshops for different age groups and a concert.
• In an effort to include more multicultural offerings, the department collaborated with
Creativity Suitcase to present the Creative Cultures Arts Festival. Visual and performing
arts presentations as well as art-making booths were there representing several
countries in Asia.

Community Engagement
Staff communicates with all schools within the City of Carlsbad’s boundaries to promote the
city’s arts education programs.
The city’s Communications & Engagement department developed materials such as social
media postings and posters, and information is included in city e-newsletters and on the
website. Specialty outreach to various AANHPI community groups and individuals was
conducted for the Jessica Fichot residency, such as to the Organization of Chinese Americans
(OCA) and the Hong Konger Club.
Club Pelican, a summer camp program for 7 to 11 year-old youth last offered in 2019, returns
this summer for three week-long sessions. This fall, in addition to the continuation of the
Explore More program, Carlsbad first graders will attend Batiquitos ARTventures, a science,
technology, engineering, arts, and mathematics (STEAM)-geared program. Other upcoming
events include participation in Carlsbad Village Association’s Art in the Village, presentation of a
second multicultural event, as well as a guest artist residency.

Next Steps
Staff will continue providing enriching arts education programs for the community.
Environmental Evaluation
The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section
15060(c)(3) and 15061(b)(3), because the proposed action to report on Community Arts update
is an organizational or administrative government activity that does not involve any commitment
to any specific project which may result in a potentially significant physical impact on the
environment. Any subsequent action or direction stemming from the proposed action may
require preparation of an environmental document in accordance with CEQA or CEQA Guidelines.
