Background SAN DAG recently published the county's 2024 Crime Index Report (report). The report included an analysis on crime statistics, including increases and decreases within the county and a breakdown of the crime statistics by individual jurisdictions. Crimes are categorized according to the California Incident-Based Reporting System (CIBRS) for law enforcement agencies across the country. Discussion The 2024 report shows that overall, crime decreased in Carlsbad by 11%, with a decrease of less than 1% in the Crimes Against Persons category, a decrease of 11% in the Crimes Against Property category, and a decrease of 20% in the Crimes Against Society category. Comparatively, the San Diego region saw an overall decrease of crime by 5%, with a decrease of 3% in Crimes Against Persons, a 10% decrease in Crimes Against Property, and a 6% increase in Crimes Against Society. The changes varied when compared from 2021 to 2024. Most of these stemmed from arguments, followed by gang-related, domestic violence, robberies, drugs, and child abuse. (49% involved a firearm, 42% occurred on the street, 33% within a residence, 52% involved suspects and victims who were unknown to each other). • The majority of the crimes against property were larceny, vandalism, and auto thefts. • Burglaries decreased by 10% and auto thefts decreased by 19%. • Hate crimes remained the same from 2023. (44% of the hate crimes involved race/ethnicity, 34% sexual orientation, and 19% religion). Carlsbad: • 4,275 crimes reported. • One homicide occurred in 2024, involving two individuals who were in a verbal argument, leading to the suspect fatally assaulting the victim with his vehicle. The suspect was arrested following the incident and is currently in custody. • Crimes against persons decreased by four incidents with an increase in aggravated assaults, simple assaults, and kidnapping but a decrease in sex offenses and intimidation. • Crimes against property decreased by 280 incidents with an increase in burglary, counterfeit/forgery, shoplifting, credit card fraud, and identity theft, and a decrease in robbery, motor vehicle theft, arson, destruction of property, stolen property offenses, theft from buildings, theft from motor vehicles, theft of motor vehicle parts, theft by false pretenses, impersonation, and hacking. 30 Council Memo -2024 Carlsbad Police Department Crime Statistics/ SAN DAG Report August 21, 2025 Page 3 • Crimes against society decreased by 19%, with a decrease across the board in drug/narcotics violation, drug equipment violations, and weapons law violations. • Carlsbad reported four hates crimes to the California Department of Justice {CA DOJ). Two of the incidents led to the arrest of an individual who had threatened and vandalized neighboring properties. Another case involved the vandalism of porch decorations, and the fourt h case was the theft of a flag from a church. The Federal Bureau of Investigation’s (FBI) NIBRS became the standard for law enforcement crime reporting in the United States on January 1, 2021. CIBRS is the California state version of NIBRS, which allows California law enforcement agencies to report their crime data directly to the California Department of Justice (CAL DOJ). San Diego County law enforcement agencies received CIBRS certification in 2022. The crime statistics prior to 2021 utilized the Uniform Crime Reporting Summary Reporting System (UCR Summary). Therefore, data shown here should not be compared to UCR Summary data from any other sources due to different methods of counting offenses and/or crime cases. To access historical UCR Summary crime data for the San Diego region prior to 2021 please see the ARJIS Crime Stats website or visit SANDAG’s Criminal Justice Clearinghouse. Data for this publication were extracted as a snapshot of all regional CIBRS crime counts in March and April of 2025. Data are derived from the ARJIS Operational Storehouse and are subject to change as new information becomes available. Additionally, data derived directly from San Diego Police Department’s records management system may differ slightly from data available to SANDAG through ARJIS; therefore, aggregate data in this bulletin cannot offer a direct comparison to statistics originating from within San Diego Police Department. The San Diego Sheriff’s Office (SDSO) is transitioning to a new Records Management System (RMS) to improve data accuracy and transmission. Due to this transition, SDSO data were extracted in two parts: one from ARJIS for 2021, 2023, and January 1–November 18, 2024, and the second directly from SDSO for November 19–December 31, 2024. To access more current data, visit ARJIS’ Open Data Portal (ODP). For information on NIBRS Offense Code definitions, visit the ODP’s CIBRS Offense Code Table. It should be noted that in 2021, Coronado Police Department provided partial CIBRS/NIBRS data (began reporting in August of 2021); California State University San Marcos, San Diego State University, and the University of California San Diego did not provide data because they were not fully transitioned to CIBRS/NIBRS. As such, crime rates for 2021, along with 2021-2024 annual comparisons in the Appendix Tables are not presented for these agencies. Due to the small number of incidents these agencies had in 2023 and 2024, missing data do not have a significant effect on regional totals or rates. Certain crime incident elements, such as cleared offenses and incidents flagged as domestic violence, are not available in this report. SANDAG is working to start incorporating these analyses in the near future. The CIBRS/NIBRS reporting system is a statistical tool designed to enhance the collection and analysis of crime data. It does not alter the definitions of crimes or charges as established in the penal code, nor does it impact the prosecution process. Instead, it provides more detailed and comprehensive data to aid in understanding crime trends and improving law enforcement strategies without influencing legal definitions or judicial outcomes. Crime in the San Diego Region, 2024 3 Understanding the different crime reporting systems Uniform Crime Reporting Summary Reporting System (UCR Summary) The Uniform Crime Reporting Summary Reporting System (UCR Summary) was used and maintained nationally by the Federal Bureau of Investigation (FBI) since the 1920s. The UCR Summary had two specific classification categories: Part I offenses consisting of 8 crimes (e.g., murder, rape, aggravated assault, robbery, burglary, larceny theft, motor vehicle theft and arson) and Part II offenses consisting of 21 crimes (e.g., simple assault, fraud, vandalism, drug offenses, and driving under the influence). While the UCR Summary provided valuable crime data for many years, it also had several limitations. Under this system, only the most serious offense or highest charge associated with each incident was reported. For instance, if an individual broke into a vehicle, committed a simple assault, and subsequently committed a rape, only the rape offense would be recorded, as it represents the most severe crime in that scenario. The UCR Summary focused on a limited number of crimes, potentially overlooking important details and emerging trends. For instance, it only recorded the attempted or completed status for a limited number of crime types. Additionally, information on weapon involvement was collected exclusively for certain offenses, such as homicide, robbery, and aggravated assault. Lastly, it only collected aggregate counts, meaning it did not capture detailed information about the context of crimes, characteristics of the victims and offenders, relationships, or other circumstances related to the crime. National Incident Based Reporting System (NIBRS) The National Incident Based Reporting System (NIBRS) is a federal incident-based reporting system for law enforcement agencies to report crime cases and arrests to the United States Department of Justice (US-DOJ). First created in the 1980s, NIBRS collects detailed data on all offenses that occur within a single incident, rather than only the most serious offense. NIBRS also collects more comprehensive information about each crime, including multiple offenses within the same incident. For instance, an incident involving rape, motor vehicle theft, and kidnapping would have each offense reported separately. Law enforcement agencies are required to report each offense as a separate and distinct crime, not as part of another. Additionally, they must provide specific details such as the date and time of the offense, location, victim and offender demographics, and the relationships between the individuals involved. NIBRS has two specific crime categories known as Group A and Group B offenses. Group A offenses include 52 serious crimes (e.g., murder, rape, robbery, and burglary). Group B offenses include 8 offenses that tend to be less serious in nature (e.g., disorderly conduct, curfew/loitering/vagrancy, drunkenness, and trespassing). NIBRS became the standard for law enforcement crime reporting in the United States on January 1, 2021. In order to comply with the FBI mandated NIBRS reporting deadline, San Diego County law enforcement agencies began cooperating with the Automated Regional Justice Information System (ARJIS) in 2016 to implement the new system and improve the quality and breadth of local crime data. Crime in the San Diego Region, 2024 4 California Incident Based Reporting System (CIBRS) The California Incident-Based Reporting System (CIBRS) is California’s state-specific version of NIBRS, designed to capture additional data values that are of interest to the state. This system allows agencies to transmit their NIBRS data to the California Department of Justice (CA-DOJ), which then forwards the data to the United States Department of Justice (US- DOJ), to ensure compliance with national NIBRS reporting standards. San Diego County law enforcement agencies became CIBRS-compliant in 2022, one year after beginning their NIBRS data reporting efforts. How do CIBRS and NIBRS differ? While NIBRS and CIBRS share the same foundational structure and both adhere to federal reporting standards, CIBRS is designed to capture all standard NIBRS data elements while incorporating additional data fields that address California’s unique priorities. NIBRS is a national system that is used by law enforcement agencies across the United States with extra categories exclusive to federal and tribal law enforcement agencies (e.g., immigration violations, and fugitive offenses). How do CIBRS/NIBRS compare to UCR Summary? CIBRS and NIBRS are built on an incident-based reporting framework designed to capture more comprehensive, accurate, and detailed information about each crime event. This shift allows for better analysis of crime trends and the circumstances surrounding each offense. In order to better understand the differences between CIBRS/NIBRS and UCR Summary, the following table compares key elements of both crime reporting systems. It is important to remember that due to different methodologies on how crimes are counted and categorized, crime statistics should not be compared between both systems. Agencies can report up to 10 Group A offenses within a particular incident. For example, an incident can include the offenses of rape, motor vehicle theft, and kidnapping/abduction. Each crime case can include multiple CIBRS/NIBRS offenses. Crimes Against Persons: One offense is counted per victim. For example, if an aggravated assault involves two victims, it is recorded as two aggravated assaults. Crimes Against Property: One offense is generally counted for each distinct operation of crime, with the exception of motor vehicle theft (NIBRS Code 240), which is counted as one offense per stolen vehicle. For example, if one location is robbed, only one count of robbery is recorded regardless of the number of victims or items robbed. Conversely, if two cars are stolen, two counts of motor vehicle theft are reported. Crimes Against Society: One offense is counted for each distinct operation of crime. How CIBRS/NIBRS Group B offenses are counted Definition of a Group B Offense Group B offenses tend to be minor in nature, such as curfew/loitering/vagrancy violations, disorderly conduct, driving under the influence, etc. and are only reported when an arrest occurs. The Group B Arrest Report describes only the circumstances of the arrest, the Group B arrest offense, and the arrestee data (e.g., his/her age, sex, race, and ethnicity). Reporting agencies are required to submit a separate Group B Arrest Report for each arrestee involved in the incident. Group B Offense: One offense is counted per arrest. For more information on offense counting and classification criteria, please see the FBI’s 2025 NIBRS User Manual, as the criteria vary for crimes against persons, crimes against property, and crimes against society. Crime in the San Diego Region, 2024 6 Introduction SANDAG has compiled and reported regional crime statistics for San Diego County since 1980 and remains the only local source for regional statistics not available at the national level. This report marks the 45th edition of Crime in the San Diego Region. The compilation of these data over the past 45 years has relied on the support and cooperation of local law enforcement agencies and the Automated Regional Justice Information System (ARJIS). Their continued partnership is gratefully acknowledged. In 2023, this publication transitioned to reporting crime data based on the California Incident Based Reporting System (CIBRS)/National Incident Based Reporting System (NIBRS). Developed by the FBI in the 1980s, NIBRS became the national standard for crime data reporting following a federally mandated implementation deadline in 2021. CIBRS is California’s state-specific version of NIBRS, which allows California law enforcement agencies to report their crime data directly to California Department of Justice (CAL DOJ). In 2016, San Diego County law enforcement agencies began collaborating with ARJIS to implement the new reporting system and enhance the quality and scope of local crime data. They began submitting NIBRS data in 2021 and received CIBRS certification in 2022. This 2024 Annual Crime in the San Diego Region Bulletin presents Group A and Group B CIBRS/NIBRS annual data for 2021, 2023, and 2024, revealing annualized crime rates per 1,000 residents along with the actual numbers of crime incidents reported.1 Historically, these reports have included comparison data from the current year, the previous year, and five years prior. Since CIBRS/NIBRS data became available in 2021, this report uses one-year and three-year comparisons instead, thus excluding data from 2022. This CIBRS/NIBRS data collection effort, extraction, and validation was supported by ARJIS staff and ARJIS member agencies.2 1 2023 population estimates were used for this report. The populations used to calculate rates are provided in Appendix Table 17. 2 Coronado Police Department and local universities’ police departments provided CIBRS data separately. Highlights •The crimes against persons rate of 9.75 per 1,000 residents was 3% lower than in 2023, reflecting fewer consensual (-25%) and non- consensual (-10%) sex offenses, and simple (-5%) and aggravated (-2%) assaults. There were increases in kidnappings/ abductions (18%), murders (4%), and intimidation offenses (2%). •The crimes against property rate of 21.32 was 10% lower than in 2023. There were decreases for almost all categories including motor vehicle thefts (-19%), burglaries (-10%), larceny thefts (- 8%), and robberies (-4%). Arson crimes saw a slight increase (1%). •The crimes against society rate of 7.59 was 6% higher than in 2023, reflecting an increase in drug equipment violations (15%), prostitution (8%), and drug narcotic violations (4%), but decreases in weapon law violations (-9%) and pornography/obscene material incidents (-3%). •Group B offenses/arrests (which includes less serious crime categories) increased by 5% from 2023 to 2024. •The number of reported hate crime events remained the same from 2023 to 2024. Crime in the San Diego Region, 2024 7 Group A Offenses Overall crime In 2024, there were 127,206 CIBRS/NIBRS Group A offenses reported to law enforcement in the San Diego region,3 reflecting a 5% decrease from 2023 (134,566) and a 13% decrease from 2021 (146,725) (Appendix Table 1). Crimes against property accounted for more than half (55%) of reported incidents, followed by crimes against persons (25%) and crimes against society (20%) (Figure 1). Figure 1: Group A Offenses by Crime Category in 2024 Total = 127,206 Sources: SANDAG; ARJIS The 2024 crime rate for Group A offenses in the region was 38.66 crimes per 1,000 residents (Appendix Table 2).4 Among the major categories, crimes against property showed the largest percentage decreases—down 10% from 2023 and 17% from 2021 (Figure 2). In contrast, crimes against society was the only category to increase from the previous year, rising 6% from 2023. Crimes against property, 55% Crimes against persons, 25% Crimes against society, 20% 10.17 25.79 8.6810.08 23.66 7.159.75 21.32 7.59 Crimes against persons Crimes against property Crimes against society 2021 2023 2024 - ■ ■ ■ Crime in the San Diego Region, 2024 8 Crimes against persons Crimes against persons include 15 crime offenses (murder and nonnegligent manslaughter, negligent manslaughter, justifiable homicide, rape, sodomy, sexual assault with object, fondling, aggravated assault, simple assault, intimidation, kidnapping/abduction, incest, statutory rape, human trafficking- commercial sex acts, and human trafficking-involuntary servitude). According to CIBRS/NIBRS, 32,078 crimes against persons incidents were reported to local law enforcement agencies in the region in 2024, representing decreases from both 2023 (-3%) and 2021 (-4%) (Appendix Tables 1 and 7). In crimes against persons, one offense is counted per each victim. For instance, if a kidnapping incident involves three victims, three separate offenses are counted. Crimes against persons incidents accounted for one in every four (25%) total crimes reported in 2024 (Figure 1, Appendix Table 1). However, there was variability in crime trends across jurisdictions. Among 18 jurisdictions with incident numbers large enough to compare in 2023 and 2024, 10 had a lower crime against persons rate (ranging from <-1% in Carlsbad and San Marcos to -25% in Lemon Grove) and eight had a higher rate (ranging from 3% in Escondido and La Mesa to 22% in Encinitas and Imperial Beach) (Appendix Table 3).5 The most common crime against persons reported was simple assault—constituting over half (55%) of all incidents—followed by aggravated assault (30%), intimidation (8%), non- consensual sex offenses (5%), and kidnapping/abduction (2%) (Figure 3). Less than 1% of cases were classified as murder and nonnegligent manslaughter, negligent manslaughter, justifiable homicide, consensual sex offenses, and human trafficking (not shown). Figure 3: Reported Crimes Against Persons in 2024 by Crime Type Sources: SANDAG; ARJIS Variations in specific crimes against persons types •Murders and nonnegligent manslaughters in the region increased by 4%, from 85 in 2023 to 88 in 2024 (Figure 4, Appendix Table 1).6 Among the incidents for which a motive could be determined to date, arguments were the most common motive (50%), followed by gang involvement (23%), domestic violence (13%), robbery (8%), and 3% each for ‘other not specified,’ drugs, and child abuse.7 5 This calculation is estimated by dividing the total San Diego region population by total number of crimes against persons. 6 In 2024, Cal DOJ began including a specific type of DUI-related death known as a “Watson DUI Murder” in its crime classifications. Depending on the circumstances, these cases may be recorded as murder, nonnegligent manslaughter, or negligent manslaughter. 7 Jurisdictional numbers for comparison are available in Appendix Tables 11A, 11B, 12A, 12B. Only the City of San Diego had 30 or more incidents in both comparison years. 55%30%8%5%2% Simple assault Aggravated assault Intimidation Non-consensual sex offenses Kidnapping/abduction ■ ■ ■ ■ ■ Crime in the San Diego Region, 2024 9 o Murders and nonnegligent manslaughters most frequently took place on a street/sidewalk (42%) or residence (33%). o Of the murders and nonnegligent manslaughters with a known weapon, the most common was a firearm (49%). o The suspect was not known by the victim in 32 out of 61 incidents (52%). •There were 9,492 aggravated assaults reported in 2024, representing a decrease of 2% from 2023 (Figure 4, Appendix Table 1). Most jurisdictions experienced an increase; among 16 comparable jurisdictions, 10 had increases (ranging from 1% in Chula Vista and Oceanside to 67% in Imperial Beach), and six had decreases (ranging from <-1% in San Diego to -26% in Lemon Grove) (Appendix Tables 11A, 11B, 12A, 12B). In 2024, 1 in 4 incidents reported to law enforcement were crimes against persons o Two-fifths (40%) of aggravated assaults involved the use of a personal weapon (e.g., hands, feet, arms, etc.), 21% an “other” weapon (e.g., brick, poison, vehicle), 14% a knife/cutting instrument, and 13% each for a blunt object and a firearm (Table 2).8 o Aggravated assaults involving personal weapons showed the only increase from the year prior (3%) compared to other types of assault (Table 2). Aggravated assaults involving “other” weapons showed the largest decrease (-9%). This includes all assaults and attempted assaults which are not aggravated in nature and do not result in serious injury. Among the 18 jurisdictions with large enough numbers to compare in 2023 and 2024, 9 12 had decreases (ranging from -2% in San Diego to -34% in Coronado), five had increases (ranging from 3% in Carlsbad to 35% in Encinitas), and National City remained the same (Appendix Tables 11A, 11B, 12A, 12B). 8 Types of weapon/force involved are counted at the incident level, not by the total number of charges or victims. An incident with a known weapon could involve anywhere from one to five weapons. For this reason, the total count of aggravated assaults may not match the total count of weapons/force used. 9 Percent changes are only shown when both the current and comparison year have more than 30 incidents. Crime in the San Diego Region, 2024 10 •The 2,437 acts of intimidation in 2024 represented a 2% increase from 2023 (Figure 4, Appendix Table 1). Six of the nine jurisdictions with sufficient data for comparison saw increases (ranging from 6% in Oceanside to 87% in Escondido), while three saw decreases (ranging from -7% in Vista to -16% in Carlsbad) (Appendix Tables 11A, 11B, 12A, 12B). •Compared to 2023, non-consensual sex offenses (including rape, sodomy, sexual assault with an object, and fondling) reported to law enforcement dropped by 10%, reaching 1,544 incidents in 2024 (Figure 4, Appendix Table 1). Among eight jurisdictions with large enough numbers for comparison, seven had decreases (ranging from -3% in El Cajon to -37% in Carlsbad). Counts in Escondido remained the same (Appendix Tables 11A, 11B, 12A, 12B). o All four crime categories under non-consensual sex offenses showed a decrease from the previous year: rape (-14%), sexual assaults with an object (-10%), fondling (-9%), and sodomy (-7%) (Appendix Table 1). •Kidnapping/abduction incidents rose 18% from 2023, reaching 744 in 2024 (Figure 4, Appendix Table 1). All five jurisdictions with sufficient data for comparison saw increases, ranging from 18% in San Diego to 47% in Chula Vista (Appendix Tables 11A, 11B, 12A, 12B). •Consensual sex offenses (including incest and statutory rape) reported to law enforcement dropped 25%, from 85 in 2023 to 64 in 2024 (Figure 4, Appendix Table 1).10 Figure 4: Crimes Against Persons, Percentage Change From 2023 to 202411 Sources: SANDAG; ARJIS Overall, crimes against persons saw less incidents reported in 2024 than in 2023. A total of 70,168 crimes against property incidents were reported to regional law enforcement (Appendix Tables 1 and 8), marking a 10% decrease from 2023 and a 17% decrease from 2021. Crimes against property incidents accounted for more than half (55%) of total crimes reported in 2024 (Figure 1 and Appendix Table 1). More than half (55%) of all incidents reported to law enforcement in 2024 were crimes against property The 2024 annual crimes against property rate of 21.32 per 1,000 residents was lower than in 2023 and 2021 (Figure 2 and Appendix Table 4). All of the jurisdictions with large enough numbers to compare, experienced a decrease (ranging from -4% in El Cajon, to -34% in Santee) (Appendix Table 4). The three most common crimes against property incidents reported were larcenies (42%), acts of vandalism/destruction of property (19%), and motor vehicle thefts (14%) (Figure 5). Arson, counterfeiting, embezzlement, extortion, and bribery incidents collectively made up 2% (not shown). Of the 10 jurisdictions with robbery numbers large enough for comparison in 2023 and 2024, five had increases (ranging from 5% in National City to 28% in Oceanside) and five had decreases (ranging from -3% in Vista to -26% in San Marcos) (Appendix Tables 11A, 11B, 12A, 12B). o Over half of robberies (59%) involved a personal weapon, 14% an “other” weapon, 12% a knife/cutting instrument, 10% a firearm, and 4% a blunt object (Table 3).12 12 Types of weapon/force involved are counted at the incident level, not by the total number of charges or victims. Among the 15 jurisdictions with burglary numbers large enough for comparison in 2023 and 2024, 12 experienced decreases (ranging from -2% in Chula Vista to -35% in Vista) and three experienced increases (ranging from 2% in Encinitas to 52% in San Marcos) (Appendix Tables 11A, 11B, 12A, 12B). o In 2024, more than half (59%) of burglaries were categorized as forced entry, and 41% as no forced entry (not shown). o Of the 5,856 burglaries that had a known category at the time of this report, 53% were non-residential, and 47% residential. Compared to the previous year, non- residential and residential burglaries decreased by 12% and 6%, respectively. Crimes against property are typically counted as one offense for each distinct criminal act, regardless of how many victims or items are involved. An exception to this rule is motor vehicle theft (NIBRS Code 240), which is counted as one offense per stolen vehicle. For instance, if two vehicles are stolen during the same incident, it is counted as two separate motor vehicle theft offenses. • Motor vehicle thefts saw a stark decrease of 19% in 2024, reaching 9,981 incidents (Figure 6, Appendix Table 1). Of the 15 jurisdictions with sufficient data for comparison, 14 saw decreases from 2023 (ranging from -5% in Santee to -34% in Coronado), and only National City saw an increase (of 4%) (Appendix Tables 11A, 11B, 12A, 12B).13 o In 2024, more than two thirds (68%) of all motor vehicle thefts were automobiles, followed by trucks (12%), “other” (11%), and motorcycles (9%) (not shown). 14 Almost all motor vehicle thefts were completed (98%) and only 2% were attempted. • Arsons increased by 1% from 2023, reaching 348 incidents (Figure 6, Appendix Table 1).15 13 In 2025, Cal DOJ’s CIBRS system began automatically generating a stolen vehicle count that includes both attempted and completed motor vehicle thefts. Data for 2021, 2023, and 2024 in this report were retroactively updated to include both attempted and completed incidents. 14 Others included buses, snowmobiles, tractors, tow dolly, trailers, snowmobiles, electric scooters, bikes, watercrafts, recreational vehicles, and all-terrain vehicles. 15 Jurisdictional numbers for comparison are available in Appendix Tables 11A, 11B, 12A, 12B. Crime in the San Diego Region, 2024 13 • There were 13,531 destruction of property (vandalism) offenses reported in 2024, 5% lower than in 2023 (Figure 6, Appendix Table 1). Of the 16 comparable jurisdictions, 11 had decreases (ranging from -4% in Coronado and San Diego to -36% in Lemon Grove), four had increases (ranging from 2% in El Cajon to 23% in San Marcos), and Imperial Beach had no change (Appendix Tables 11A, 11B, 12A, 12B). • Stolen property offenses decreased 18% to 1,564 in 2024 (Figure 6, Appendix Table 1).16 Among the 10 jurisdictions with numbers large enough for comparison in 2023 and 2024, eight had decreases (ranging from -5% in San Diego to -41% in La Mesa), and 2 had increases (4% in Chula Vista to 38% in National City) (Appendix Tables 11A, 11B, 12A, 12B). • Despite being the most common crime, the number of larcenies reported in 2024 (29,422) saw an 8% decrease from the year prior (31,999) (Figure 6, Appendix Table 1). Across the region, 17 jurisdictions saw decreases (ranging from -3% in San Diego to -42% in Santee), and only El Cajon saw an increase (3%) (Appendix Tables 11A, 11B, 12A, 12B). The most common larceny type reported in 2024 was “other” larceny (37%) (Table 4).17 o It is worth noting that in 2024, the San Diego region had a shoplifting increase of 24% from 2023 and 70% from 2021. Of 14 comparable jurisdictions, eight experienced increases (ranging from 1% in Vista to 88% in San Diego)18 and six experienced decreases (ranging from -3% in Chula Vista and Lemon Grove to -31% in Poway) (Appendix Tables 11A, 11B, 12A, 12B). Crime in the San Diego Region, 2024 14 • The 6,257 fraud offenses reported in 2024 marked a 13% decrease from 2023 (Figure 6, Appendix Tables 1).19 Across the region, 16 jurisdictions reported decreases (ranging from -3% in Imperial Beach and Poway to -53% in Coronado) and only one reported an increase (5% in Chula Vista) (Appendix Tables 11A, 11B, 12A, 12B). o Around two-fifths of fraud incidents in 2024 were categorized as impersonation (38%), followed by identity theft (29%). All fraud categories with numbers large enough for comparison decreased from 2023 to 2024 (Table 5). Larcenies—the most frequently reported offense in this category—saw decreases in most of its subtypes; however, shoplifting experienced a notable increase from 2023. Crimes against society Crimes against society include 12 crime offenses (drug/narcotic violations, drug equipment violations, four types of gambling offenses, pornography/obscene material, prostitution,22 weapon law violations, and animal cruelty). The crimes against society rate of 7.59 per 1,000 residents was higher than in 2023 but lower than in 2021 (7.15 and 8.68, respectively) (Figure 7 and Appendix Table 5). A total of 24,960 crimes against society incidents were reported to law enforcement in 2024, marking a 6% increase from 2023 and a 13% decrease from 2021 (Appendix Tables 1 and 9). In 2024, 1 in 5 (20%) crimes reported in the region were crimes against society Of the reported crimes against society incidents, 50% were drug/narcotic violations, 38% drug equipment violations, 11% weapon law violations, and 1% were offenses for pornography/obscene material, prostitution, animal cruelty, and gambling (cumulatively). Among the 16 comparable jurisdictions in 2023 and 2024, 11 had lower crime against society rates (with decreases ranging from just under 1% in San Marcos to 41% in Poway), while five had higher rates (ranging from 9% in Escondido to 58% in El Cajon) (Appendix Table 5). For the 15 jurisdictions with drug equipment violation numbers large enough for comparison in 2023 and 2024, eight had decreases (ranging from -10% in Imperial Beach to -43% in Poway), and seven had increases (ranging from 7% in San Marcos to 66% in El Cajon) (Appendix Tables 11A, 11B, 12A, 12B). • There were 2,627 weapon law violations reported in 2024, 9% lower than in 2023 (Figure 8, Appendix Table 1).23 For the 12 jurisdictions with weapon law violations numbers large enough for comparison in 2023 and 2024, nine had decreases (ranging from -3% in San Diego to -22% in Carlsbad), and three had increases (ranging from 7% in Vista to 30% in La Mesa) (Appendix Tables 11A, 11B, 12A, 12B). Crimes against society is a crime category that was not previously tracked under UCR Summary. Under this category, each distinct crime incident is counted as one offense. • Prostitution crime incidents increased 8% from 2023, reaching 233 in 2024 (Figure 8, Appendix Table 1).24 There were two less incidents of pornography/obscene materials (63) in 2024 compared to 2023 (-3%) (Appendix Table 1). Table 6: Changes in Group A Offenses From 2023 to 2024 Sources: SANDAG; ARJIS Group B Offenses Group B offenses include less serious crime categories such as curfew/loitering/vagrancy, disorderly conduct, driving under the influence (DUI), family offenses (nonviolent), liquor law violations, trespassing, and all other offenses. Law enforcement agencies must report both incidents (crime cases) and arrests for Group A offenses. However, Group B offenses are only reported if an arrest is made. Therefore, Group B arrest reports only include circumstances of the arrest and arrestee data (e.g., age, gender, race and ethnicity). In 2024, there were 22,122 Group B offenses in the San Diego region, marking a 5% increase from 2023 (21,006), and a 17% increase from 2021 (18,972) (Figure 9 and Appendix Table 13). In comparison to 2023, there were increases in “all other” offenses (19%),26 and liquor law violations (17%), but decreases in curfew/loitering/vagrancy violations (-12%), trespassing (-4%), 26 All other offenses include offenses of General Applicability (i.e., aiding and abetting, assault to commit, conspiracy to commit, enticement, facilitation of, solicitation to commit, etc.). Of 15 jurisdictions with numbers large enough for comparison, 12 had increases (ranging from 5% in Lemon Grove to 40% in La Mesa), and three had decreases (ranging from -1% in Santee to -15% in Poway) (Appendix Tables 15A, 15B, 16A, 16B). • Curfew/loitering/vagrancy violations decreased 12% from the year prior, to 449 incidents in 2024 (Figure 10, Appendix Table 13). El Cajon and San Diego were the only two jurisdictions with numbers large enough for comparison in both years, both showing decreases (-20% and -34% each respectively) (Appendix Tables 15A, 15B, 16A, 16B). • There were 5,492 disorderly conduct offenses reported in 2024, 6% lower than in 2023 (Figure 10, Appendix Table 13). Of 14 comparable jurisdictions, eight had decreases (ranging from -1% in San Diego to -31% in Oceanside), and six had increases (ranging from 2% in Carlsbad to 25% in Imperial Beach) (Appendix Tables 15A, 15B, 16A, 16B). • Driving under the influence offenses decreased 6% to 4,418 in 2024 (Figure 10, Appendix Table 13). The only two jurisdictions with large enough numbers for comparison had increases (3% in San Diego and 25% Chula Vista) (Appendix Tables 15A, 15B, 16A, 16B). • There was one incident of a family offense (nonviolent) in 2024 (Appendix Table 13), which was one less than the two reported in 2023 (Appendix Tables 15A, 15B, 16A, 16B). Hate Crimes As part of the California Penal Code (PC), the Attorney General is required to submit an annual report to the Legislature regarding crimes motivated by a victim’s race/ethnicity, religion, gender, sexual orientation, national origin, or physical or mental disability. According to the California PC, a hate crime is a criminal act committed in whole or in part because of the actual or perceived characteristics of the victim. Thus, hate crimes are not separate, distinct crimes, but rather traditional offenses specifically motivated by the offender’s bias. Since 2008, local law enforcement agencies have shared the hate crime reports they submit to the state directly with SANDAG, providing more detailed information of these crimes than what is available in the state report. In 2024, a total of 133 hate crime events were reported by law enforcement across the region, which included a total of 175 victims and 138 known suspects (Figure 11).29 Compared to 2023, the number of hate crime events remained the same. These included 32 acts of intimidation, 34 aggravated assaults, 22 simple assaults, and one kidnapping/abduction. Nearly two-fifths (38%) were crimes against property; these consisted of 44 incidents of destruction or damaging of property in some way (e.g., vandalism), four larceny thefts, three arsons, three robberies, and one burglary.
