PLEDGE OF ALLEGIANCE: Commissioner Burrows led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held June 18, 2025.
Motion by Commissioner Burrows, seconded by Commissioner Merz to approve the minutes as
presented. Motion carried 5/0/0/1. (Lafferty -Absent)
Minutes of the Regular Meeting held on July 2, 2025.
Motion by Commissioner Burrows, seconded by Commissioner Hubinger to approve the minutes
as presented. Motion carried 4/0/1/1. (Merz -Abstained; Lafferty -Absent)
PUBLIC COMMENT: None.
PUBLIC HEARING:
1. SOUTHERN CALIFORNIA GAS COMPANY MAINLINE PIPE REPAIR AMEND 2024-0005 (DEV2020-0283)
A Resolution of the Planning Commission of the City of Carlsbad, California, approving
amendment, Amend 2024-0005, to Coastal Development Permit CDP 2021-0035 and Habitat
Management Plan Permit HMP 2021-0005 to approve a revised Habitat Restoration and
Revegetation Plan associated with previously approved emergency gas line repairs located
within the public right-of-way adjacent and on APN 216-140-43-00, in Local Facilities
Management Zone 9 and within the Mello II and West Batiquitos Lagoon/Sammis Properties
segments of the Local Coastal Program.
ACTION TYPE: Quasi-Judicial
STAFF RECOMMENDATION: Take public input, close the public hearing,
and adopt the Resolution.

City Planner, Eric Lardy introduced Associate Planner Alex Alegre, who reviewed a PowerPoint
presentation on the project. (on file in the Office of the City Clerk).
Chair Meenes opened the duly noticed public hearing on Item 1 at 5:06 p.m.

In response to Chair Meenes' requested for ex parte, Commissioners Burrows, Foster, Hubinger,
and Meenes drove by the site. Chair Meenes expressed he visited the site.
Applicant, James Chuang, from Southern California Gas Company spoke on the project and was
available for questions.
Seeing no one wishing to speak, Chair Meenes closed the duly noticed public testimony on this
item at 5:17 p.m.
Commissioner discussion ensued.
Motion by Commissioner Merz, seconded by Commissioner Burrows, to adopt Resolution No.
7547. Motion carried, 5/0/0/1. (Lafferty-Absent)
Chair Meenes closed the duly noticed public hearing at 5:30 p.m.
DEPARTMENTAL REPORTS:
2. CEQA REPORT -Report and presentation on the California Environmental Quality Act (CEQA)
changes. (Staff Contact: Eric Lardy, City Planner)
City Planner, Eric Lardy reviewed a PowerPoint presentation on the item. (on file in the Office
of the City Clerk).
The Commission received the report and responded to questions from the Planning
Commission. There was no public comment on this item.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Commissioners report on activities and meetings of some committees and subcommittees of
which they are members.
STAFF COMMENTS:
City Planner, Eric Lardy, reviewed the upcoming Planning Commission tentative schedule of
projects and indicated that the September 3 and October 1, 2025 meetings of Planning
Commission may be canceled. Commissioner Stine resigned from Planning Commission, and the
staff will present a Certification of Appreciation for his service. The vacancy left by Commissioner
Stine has been posted with the City Clerk's office, with a filing deadline of August 18, 2025.
