CITY COUNCIL Special Meeting
CALL TO ORDER: 3 p.m.
ROLL CALL: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
PLEDGE OF ALLEGIANCE: Council Member Burkholder led the Pledge of Allegiance.
PRESENTATION:
Presentation in honor of 2025 Carlsbad Citizens of the Year Maureen Simons, Bonnie and Gunnar Biggs.
Mayor Blackburn read the contributions of Bonnie and Gunnar Biggs and presented them with a trophy
in appreciation.
Mayor Blackburn read the contributions of Maureen Simons and presented them with a trophy in
appreciation.
Following the presentation of the awards, attendees and staff adjourned to the City Hall courtyard for a
reception.
ADJOURNMENT:
By proper motion, the Special Meeting of July 29, 2025, was adjourned at 3:25 p.m.
