PROJECT NAME: McClellan-Palomar Noise Monitoring System

Please describe fully the proposed project. Include any details necessary to adequately
explain the scope ar.~/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for, or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation.
The County of San Diego is proposing to install a noise monitoring system at
McClellan-Palomar Airport and in the surrounding community. The proposed system
will monitor flight tracks, altitude, airspeed and aircraft noise within a 20
mile radius of the airport. Using strategically-placed noise monitors, the
system will identify aircraft that deviate from established flight patterns and
altitudes, or generate excessive noise. Once an a,rcraft is identified, the
system 1 s computer can identify the plane 1 s owner by searching the National
Aircraft Registry included in its data base.· The system.will produce a notice
· from Airport Management to either the owner of the aircraft, the individual that
reported a noise complaint or both. •

The moni tor-ing sys tern wi 11 be inside a security maintained box on a five-foot
square pad with a seventeen-foot high antenna on a permanent easement. It will
require a ten-foot wide easement to the nearest San Diego Gas & Electric utility
box and the Pacific Bell Company telephone terminal so that the system can
·connect to each of these utilities. Once installed, access will be by foot
whenever required, and on occasion a need will be required to trespass on the
adjoining land abutting the monitoring site in order to lower and/or raise the
antenna. •
