Executive Summary
The City Council is being asked to appoint four members to the Investment Review Board.
Consistent with the investment policies and practices of the City of Carlsbad, the board's
prioritized goals are to provide oversight of:
•The protection and management of the principal monies entrusted to the City
Treasurer’s Office in compliance with all federal, state and local laws governing the
investments of monies under the control of the City Treasurer
•The city investment portfolio’s liquidity and ability to meet all operating requirements
which might be reasonably anticipated
•The city investment portfolio’s return on investment within the parameters of prudent
risk management, federal, state and local laws, and the city’s Investment Policy.
The board consists of five members, including the City Treasurer, and shall be appointed by the
City Treasurer with the approval of the City Council. Members will serve two- or four-year
terms, to ensure staggered termination dates and maintain continuity of membership.

Explanation & Analysis
The City Council adopted Ordinance No. CS-490 on May 13, 2025, amending Carlsbad Municipal
Code Chapter 2.15, Section 2.15.050(B) and adding Chapter 2.43 to establish the Investment
Review Board.
Qualifications
All members of the Investment Review Board shall have:
1.A bachelor’s, master’s or doctoral degree majoring in business administration, public
administration, accounting, finance, or economics, or
2.Four years of financial work experience, or
3.One of the following:
a.A valid certificate from the California State Board of Accountancy to practice
as a certified public accountant
b.A valid chartered financial analyst credential or a Certificate in Investment
Performance Management from the CFA Institute, a professional
organization that provides finance education to investment professionals
c.A valid certified investment management analyst certification from the
Investments & Wealth Institute, an association for financial advisors and
wealth management professionals
d.A valid certified California municipal treasurer designation from the
California Municipal Treasurers Association
The City Clerk’s Office received 13 applications from residents wishing to serve on the
Investment Review Board. In keeping with City Council Policy No. 88, the City Treasurer has
chosen the following four applicants to advance in the process and interview with the full City
Council:
Two-Year Terms, Present to August 2027
•April Frieda – District 4
•Bill Ganelin – District 1
Four-Year Terms, Present to August 2029
•Steven Rubinstein – District 3
•Jonathan Veiga – District 1
Exhibit 5 contains the applications of all the applicants moving forward in the interview process.
The Maddy Act (California Government Code Sections 54970-54974) requires that on or before
December 31 of each year the legislative body shall prepare a Local Appointments List, which
contains the appointive terms of Board and Commission members that will expire in the next
calendar year. The name of the incumbent appointee, the date of appointment and the term
expiration date is also included on the list. Based on the prepared list, the City Clerk’s Office
accepts applications (available on the city’s website and in the City Clerk’s Office) for any
upcoming vacancies.
Members of the Investment Review Board are subject to the provisions of California’s Political
Reform Act of 1974 and must file statements of economic interest each year and complete two
hours of ethics training every two years.

This action has no financial impact.
Next Steps
Following the appointment of four members to the Investment Review Board, the City Clerk’s
Office will update the commission roster and coordinate the oaths of office and the filing of the
appointees’ statement of economic interest and ethics training certificates.
Environmental Evaluation
This action does not require environmental review because it does not constitute a project
within the meaning of the California Environmental Quality Act under California Public
Resources Code Section 21065 in that it has no potential to cause either a direct physical
change in the environment or a reasonably foreseeable indirect physical change in the
environment.

Interest
I am interested in serving on the Investment Review Board because I care deeply about the City of Carlsbad
and want to give back in a meaningful way. After nearly a decade of living here and now raising three young
children in the city, I’ve come to appreciate how much local government shapes our day-to-day quality of
life. Carlsbad is a well-run city, and the opportunity to support that excellence in an area where I bring deep
professional experience—investments and financial markets—is truly exciting. I am eager to contribute to
the stewardship of the city’s financial resources while also learning more about its priorities and long-term
needs.
Please describe your educational background
I hold a Bachelor of Science in Engineering from Princeton University, where I majored in Operations
Research and Financial Engineering. This rigorous quantitative program emphasized decision-making under
uncertainty, including in financial markets. I also hold the Chartered Financial Analyst® (CFA®) designation,
which reflects a deep and broad understanding of investment analysis, portfolio management, and ethics. I
earned the CFA charter more than ten years ago and have maintained it in good standing.
Please describe relevant experience
I’ve spent nearly 20 years in the financial field, with the majority of that in institutional investment
management, helping advise public and corporate pensions, endowments, and sovereign wealth funds. My
experience spans public markets, including alternatives, equities, and fixed income—the last of which I
know makes up Carlsbad's investment portfolio. I currently lead investor communications at a quantitative
asset manager, helping explain how our strategies fit into institutional portfolios. I support the city’s
investment principles—safety, liquidity, and return—and would bring both practical expertise and strong
governance instincts to help uphold them.
Please describe your current or past community involvement
Since moving to Carlsbad, I have sought to stay engaged with the community in ways that fit the evolving
demands of work and family. I previously served as a volunteer trail captain with the City of Carlsbad,
helping maintain and monitor local trails, and have participated in several city-sponsored Parks and
Recreation events, including tree-planting initiatives. I’ve attended and enjoyed numerous family events
hosted by the city—like the Superhero Obstacle Course, the Pirate Plunge, and swimming lessons at Alga
Norte—with my children. We are regulars at several city parks. These experiences have deepened my
appreciation for the public services that enhance our city. I’m also an active member of my neighborhood’s
Homeowners Association board, which has further expanded my sense of civic responsibility. My growing
awareness of how city resources impact families like mine has shaped my desire to contribute more directly.

Experience: Two years investment analyst with a regional brokerage firm; Four years investment
analyst/portfolio manager with investment holding companies; Thirty years self-employed as an investment
analyst, contract researcher, portfolio manager, and investment consultant. One of the most important
aspects I have gained from all this education and experience is an understanding of risk tolerance and the
risk-return tradeoff.

For several years I was involved with Carlsbad Youth Baseball as a coach, manager and board member. I
am currently a high school basketball referee serving the North County area. I enjoy being involved with
youth athletics, and as a sports official I have gained further appreciation of the importance of
communication and conflict resolution.

I have all the financial education and work experience needed to serve on the Investment Review Board. I
have lived and raised a family in Carlsbad since 2001. I currently am a financial advisor (since 2008) with
active Series 6,7,63 and 66 FINRA securities licenses as well as California insurance license. Nearing
retirement, have the time to apply my current and past financial experience to help my community by
serving on the Investment Review Board

I have both BS and MBA in Finance from Carnegie-Mellon University - 1975 As noted above I have insurance
licenses and FINRA securities licenses which require annual educational requirements to maintain.

Licensed financial advisor since 2008. Before moving to Carlsbad, lived in Houston VP-Planning for VALIC,
subsidiary of AIG responsible for all budgeting and financial management reporting 1993-2001 SVP -
Planning for First City Bancorporation basically same responsibilities as position at VALIC 1980-1992

While my children were attending Aviara elementary and middle schools I served on the board of the Aviara
elementary PTA and then FAME (the not-for-profit organization that helped subsidize Aviara Middle school
activities)

Interest
As a CFA charterholder and investment professional serving as a fiduciary for public institutions, I’m drawn
to the Investment Review Board because it aligns with my expertise, commitment to sound governance,
and desire to serve this city my family and I proudly call home. We moved to Carlsbad six years ago and feel
blessed to raise our daughter in such a vibrant community. Investing isn’t just about managing capital
today — it’s about thoughtful stewardship for the future. This committee offers a way to apply my
investment background in support of Carlsbad’s long-term financial well-being. I’ve spent 17 years in
investment management, starting as a U.S. equity analyst and later managing international institutional
portfolios. I’ve worked closely with public clients, gaining deep experience in investment policy compliance,
liquidity management, and prudent risk oversight — all of which align with the Board’s mission.

With 17 years in investment management, I bring deep experience in portfolio oversight, risk management,
and compliance with institutional mandates — all core to this Board’s responsibilities. I currently co-lead an
international equity value strategy with ~$1B in assets, overseeing research, security selection, risk, and
performance. My clients are primarily public institutions, so I understand fiduciary duty, policy constraints,
and the importance of good governance. I earned a B.S. in Business Administration from USC’s Marshall
School of Business with an emphasis in Finance, Investments, and Financial Markets, and I’m a CFA
charterholder — reflecting a commitment to integrity, analysis, and high ethical standards. I believe I’m a
strong fit for this Board because I pair hands-on institutional investment expertise with a deep respect for
public stewardship.
Please describe your current or past community involvement
Since moving to Carlsbad six years ago, I’ve looked for meaningful ways to get involved. Though I haven’t
yet served on a commission, I’ve applied to the Planning Commission, Housing Commission, and
Community-Police Engagement Committee — each reflecting my commitment to our city’s future. To
deepen my understanding of local government, I completed both the Citizen’s Academy and the Citizen’s
Police Academy. I also volunteered in 2023 with the Set the Bar Project, a yearlong Carlsbad-based initiative
tied to NAMI that promoted mental health awareness through physical fitness. Beyond Carlsbad, I’ve spent
15 years volunteering as a guest lecturer at USC, speaking in undergraduate and MBA business courses
focused on investing. It’s my way of giving back and promoting financial literacy. While relatively new to
public service, I’m actively building a strong foundation and remain committed to serving Carlsbad however
I can.
