Background In the previous Council Memoranda dated January 30, 2025, and March 13, 2025, staff provided an update of a total of 28 additional parking spaces in the Village area that were restored since the beginning of the year. A similar effort was conducted for the Barrio area. Staff initiated a three-phased approach to evaluate opportunities to increase on-street parking in the Barrio area . The three phases are as follows: 1. Evaluate areas where parking is currently prohibited which could potentially be modified to allow parking. For example, red curbs associated with an unused driveway opening may be re-purposed to accommodate parking. 2. Evaluate the addition of on-street parking on Madison Street and Chestnut Avenue near Pine Avenue Park. On March 4, 2025, the City Council approved a minute motion directing the City Manager to assess additional parking opportunities along Madison Street and on Chestnut Avenue east of Madison Street. 3. Evaluate the conversion of parallel parking spaces to diagonal parking on one side of streets with a curb-to-curb width of 48 feet or more. Discussion Staff efforts to increase on-street parking in the Barrio area include the following: Field Reviews and Colored Curb Modifications Staff conducted field reviews of on-street parking in the Barrio and Barrio-adjacent areas and have coordinated findings with the Fire and Police Departments. This area is generally bounded by the Interstate Highway 5 (1-5) freeway (east), railroad tracks (west), Oak Avenue (north) and Tamarack Avenue (south). Approximately 250 feet of red curb for removal have been identified. Additionally, 62 feet of green curb (limited-time parking) that is no longer needed between the Public Works Branch Transportation Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 442-339-5332 t Council Memo -On-Street Parking in the Barrio and Barrio Area(District 1) September 11, 2025 Page 2 hours of 4 p.m. and 7 a.m. will contribute to the restoration of approximately 16 on-street parking spaces in the Barrio, see Attachment A. Staff recently completed removal of colored curbs and restored the 16 on-street parking spaces. Madison Street and Chestnut Avenue (Near Pine Avenue Park) Staff initiated work with a consultant to prepare preliminary alternatives for additional on-street parking spaces on Madison Street and Chestnut Avenue by Pine Avenue Park. The alternatives will evaluate perpendicular and diagonal on-street parking opportunities on Madison Street and perpendicular on-street parking on Chestnut Avenue. The initial evaluation has identified the potential for eight parking spaces on Madison Street and five parking spaces on Chestnut Avenue. Diagonal Parking Conversions (East-West Streets) Staff initiated the studies to possibly convert parallel parking to diagonal parking on one side of east-west streets that are wider than 48 feet. Initial review has identified potential candidate street segments, including portions of Palm Street and Pine Avenue. Staff will prepare preliminary layouts for diagonal parking on the candidate streets and seek feedback from the community on the proposed changes. Next Steps With the additional 16 on-street parking spaces identified with colored curb modifications in the Barrio area and the 28 parking spaces that were previously restored in the Village area, a total of 44 parking spaces have been made available in the Village and Barrio areas. Staff will continue to look for opportunities for additional parking spaces. Madison Street and Chestnut Avenue (Near Pine Avenue Park) Staff plan to present the on-street parking alternatives to the Traffic Safety & Mobility Commission, or TS&MC, for feedback and subsequently to the City Council for consideration and further direction in December 2025. Diagonal Parking Conversions (East-West Streets) Staff will prepare and present preliminary layouts for diagonal parking on one side of the candidate east-west streets to the community and TS&MC for feedback. The recommended on-street parking modifications will then be presented to the City Council for consideration and approval in 2026. Attachment: A.
