This form explains the eligibility and shall be utilized to when applying for a No-Plan building permit. This form shall be completed by the Property Owner, Applicant, Contractor, or the licensed design professional (Architect/Engineer) listed on a building permit application. No Plan building permits for minor remodeling projects will not be issued until this form (sections 1 and 2) is completed and returned to our office. No Plan submittals are eligible for minor remodels for residential buildings or structures (Group R-2 or R-3 occupancy only) and some non-residential projects with no changes to structural elements, wall framing or exterior walls and no added plumbing fixtures. Minor remodels include the following: • Appliance repairs that do not alter the appliance's original approval and listing. • Replacing electrical outlets, switches in their existing boxes, circuit breakers, or fuses. • Replacing or repairing faucets or toilets. • Damage repair and replacement-in-kind (same size and specifications) when the existing structural framing system and life/safety elements are sufficiently intact for verification by the building inspector • Window replacements that do not alter the window frame, nailing flange, or existing weather protection. • Residential kitchen or bathroom remodel. Work only includes removing and replacing appliances. Kitchen or bathroom layout, appliances, plumbing fixtures and electrical components will remain in the same location (see page 4). • For a complete list, refer to the B-28 form. Building construction plans are required for all other remodeling projects. Cosmetic changes and surface improvements or minor replacements do not require a building permit, including cabinet refacing or replacement, countertop or tile installations, etc. Submission of this form does not constitute a guarantee of receiving a No-Plan building permit. This form will be reviewed by the Building Official to determine if the project meets the eligibility criteria. SECTION 2: APPLICANT (PROPERTY OWNER, CONTRACTOR, OR AGENT) CERTIFICATIONS: CH ECK EACH BOX 0' I understand that when submitting plans to the Building Division, I must use the B-1 form -Residential Building Permit Application or the or the 8-2 form -Commercial Building Permit Application; and attach this form as a supplement. Any improvement outside of the minor remodel must be permitted separately. If, after a No-Plan building permit is issued, the building inspector determines that the proposed work is too extensive or cannot verify that the existing construction qualifies as a No-Plan building permit, building construction plans will be required for review, and a new permit will be issued. Plans showing the actual scope of work must be submitted for plan check and additional fees will be due. In addition, structural, energy, and fire sprinkler plans and calculations may be required, and will not be reviewed over the counter. Exceeding the approved scope of work will result in significant delays to construction. [2J I certify that I am aware of all permit requirements and will not willfully deviate from the approved plan. After construction begins, I understand that: 1) a plumbing permit is required for installation, extension, relocation, replacement or general repair of any plumbing system unless specifically exempted; 2) a mechanical permit is required for installation, extension, alteration, or general repair of any heating or cooling equipment system piping, ductwork, etc. unless exempted; and 3) an electrical permit is required for installation, extension, alteration, or general repair of any electrical wiring, devices, appliances, or equipment unless exempted. All existing non-compliant plumbing fixtures for all residential buildings built and available for use on or before January 1, 1994 must be replaced with water conserving plumbing fixtures. Residences are only exempt if a licensed Plumber Contractor has certified in writing that it is not technically feasible to install water-conserving plumbing fixtures due to the age of the piping configuration or if the structure is a Registered Historical Home. Kitchen or bathroom renovations will require smoke and carbon monoxide detectors in conformance with the CRC Section R314 & R315 . I certify that smoke alarms are or will be provided in all sleeping rooms, outside each separate sleeping area within the immediate vicinity, and at least one at every floor level. Carbon Monoxide alarms to be installed in the immediate vicinity of sleeping areas and on every level occupiable level of a dwelling unit including basements. New detectors shall be hardwired, Page 2 of 4 rev 12/24 Bathroom and Kitchen Remodel Code Requirements: 1. Indoor Water Use -New/ replacement and existing plumbing fixtures not included in the scope of work shall meet flow rates prescribed in Chapter 4 of the most current edition of California Plumbing Code and SB 407 (Replacement requirements). 2. Electrical Requirements a. Branch circuits shall meet the requirements specified in Article 210 et. seq., in the most recent edition of the California Electrical Code for branch circuits. b. See the most recent edition of the California Electric Code for requirements for outlet/receptacle location and spacing. No electrical fixtures located within a zone measured 3 feet horizontally and 8 feet vertically from the top of the bathtub rim or shower dam. Recessed lighting at a bathtub shall be suitable for damp locations. When located in showers it shall be suitable for wet locations. A solid lens cover shall be provided. 3. Mechanical Requirements a. Mechanical ventilation and exhaust is required in all kitchens and bathrooms. An operable window is not an accepted way of providing bathroom exhaust for humidity control. See the most recent edition of the California Mechanical Code. 4. Lighting Requirements a. See the most recent edition of the California Energy Code. b. Bathroom lighting shall be high efficacy. A vacancy or occupancy sensor shall control at least one luminaire. Low efficacy lighting is not permitted. Recessed luminaires installed in an insulated ceiling shall be I.C. rated and A.T. shall be sealed and/or gasket between ceiling and housing. 5. Plumbing/ Glazing Requirements a. Showers, shower stalls, bathtubs, lavatories, sinks and dishwashers shall comply with the most recent edition of the California Plumbing Code. b. A gas test is required on all piping modifications of at least 10 PSI for 15 minutes. A maximum 15 PSI gauge is required for the gas test 6. Bathroom Tile and Backing a. Water-resistant gypsum board (purple board) can be used as a tile backer board in areas that are not subject to direct exposure to water or high humidity. See the most recent editions of the California Plumbing Code and California Residential Code. b. Exception: detectors can be battery operated with 10-year life batteries in existing construction if their installation requires the removal of wall or ceiling coverings.
