SUBJECT: PRE 06-06 -LA COSTA RESORT VILLAS {Planning Area 1, Phase 5A and B -
PUD 03-06)
The Planning Director has completed a review of your application for a Consistency Determination
for the La Costa Resort Villas (Planning Area 1), (APN: 216-590-02-00). After careful consideration
of the circumstances surrounding this request, the Planning Director has determined that the
application qualifies for a consistency determination with the approved permit and therefore,
approves the architectural and building location changes to the project based on Planning
Director Administrative Policy No. 35. The parking spaces located along the northerly property line
adjacent to Arenal Road shall maintain a landscaped setback of 10 feet from the property line. This
would allow area to provide the Pedestrian Trial as shown on Drawing 2-76A of the Master Plan Trail
Program.
The following comments are issues regarding the consistency of the plans with the approved map
and grading plans.
1. Proposed development does not match the recorded lot lines of Map 14984. If fewer than
four lots are required for the proposed development change, a minor subdivision (MS) could
be submitted and processed administratively, with a Tentative Parcel Map and a Fir:ial Parcel
Map. A possible alternative would be to prepare and process a Substantial Conformance
Exhibit (SCE) to change the phasing on the tentative map, and then process a Final Map to
reflect the new lots. Applicant should prepare exhibits of a redlined SCE (using the approved
CT 03-01 Tentative Map), if they wish to pursue this possibility. There are complications to
lot numbering that may not make iLpossible, especially since the Unit 2 final map has
already recorded. If there is not a way to make that option work, the applicant would have to
process a CT application for a Tentative Map, which would go to public hearing.

An analysis of traffic, sewer and water demand would have to be submitted to verify if
additional fees were required . ...
Please be advised that in order to make a more in-depth review of the proposed
development, a more complete design of the project is required.
Please indicate all existing utilities along adjacent streets (i.e., storm drain, water, sewer,
etc.) that will serve the development.
5. Depict all proposed sewer and water faci'lities (onsite) and all their appurtenances (access
holes, valves, fire hydrants, blow-offs, air-release valves).
6. Revise the plan to indicate the ADT (traffic), EDU's (sewer), GPM (potable water), and GPM
(reclaimed water) generated or required by the proposed development.
7. Meet with the Fire Department to identify the necessary fire protection measures required for
this project (access, fire hydrants, sprinklering, etc.). All proposed fire hydrants must be

served by public water mains. . ... ,
8. Show all existin£1 and proposed topography and drainage patterns for the site. Identify the
location, alignment, and discharge of the proposed and existing drainage system.
9. Indicate the legal description of the proposed·development and short legal descriptions of all
adjacent properties.
10. Provide a Vicinity Map on the site plan.
11. A recent Preliminary Title Report ·(PR) issued with"in 6 months of formal application submittal
will be required for the proposed project.
12. All easements and encumbrances as identified in Schedule "B" of the PR must be indicated
on the site plan. The future dispo~ition of any easements and encumbrances must also be
identified.
13. This preliminary review does not constitute a complete· review of the proposed project and
additional items of concern may be identified upon formal project application submittal.

Fire:
1. All dwelling units shall be provided. with Automatic Fire Sprinklers (NFPA 13).
2. No other uses. or occupancies shall be permitted in the sub-grade areas other than dwellings.
No maintenance, housekeeping.
3. Fire Department shall review and approve of evacuation plans for all levels and areas in
accordance with Title 19, 3.09.
4. KNOX® Key box at each entrance from street and at the enclosures for the fire alarm and
sprinkler systems.
5. Provide proposed PSAP (Public Safety Answering Point) addressing for Fire Department
comment and approval.
6. Provide building addressing and identification scheme for comment and approval.
Please submit One (1) blueline copy (24" X 36") of all applicable exhibits for the project file of the
amended building floor plans, elevations, buil~i~g sections and roof plans to adequately supercede
the approved exhibits for Planning Area One of Planned Unit Development Permit 03-06. This
approval is for architectural consistency only and this project will require an application
through the Engineering Department to modify the Tentative Tract Map CT 03.0·1 to reflect the
adjustment of the parcel lines for the placement of the buildings.
