Recommended Action
Adopt a resolution accepting a donation of $185,469.82 from the Davy L. Minge Estate to the
City of Carlsbad in support of the Carlsbad Senior Center.
Executive Summary
The Davy L. Minge Estate has donated $185,469.82 to the City of Carlsbad in support of the
ongoing operations and program needs of the Carlsbad Senior Center.
Carlsbad Municipal Code Section 2.08.100 requires the City Council’s acceptance for donations
that exceed $5,000.
Explanation & Analysis
Davy L. Minge, who passed away about a year ago, was a longtime patron of the Carlsbad
Senior Center and its group lunch program.
The city has been informed that the final distribution of Mr. Minge’s estate included a
$185,469.82 donation to the City of Carlsbad, in support of the Carlsbad Senior Center.
Staff are currently reviewing the terms of the bequest and evaluating options for allocating the
funds in a manner that aligns with Mr. Minge’s intent and the center’s operational and
programming needs.
Fiscal Analysis
The donation from the Davy L. Minge estate will augment the Parks & Recreation Department’s
Special Revenue Fund by supporting the Carlsbad Senior Center.
Next Steps
Staff will deposit the donated funds into the special revenue fund, to support the Carlsbad
Senior Center, in accordance with Mr. Minge’s intent.

Environmental Evaluation
The proposed action is not a "project" as defined by California Environmental Quality Act
Section 21065 and CEQA Guidelines Section 15378(b)(4} and does not require environmental
review under CEQA Guidelines Section 15602(c)(3) because accepting the donation is a
government fiscal activity and does not in itself involve any commitment to any specific project
which may result in a potentially significant physical impact on the environment. Accepting the
donation does not have a legally binding effect on any possible future discretionary action. The
activities or projects for which this funding will be used may require preparation of an
environmental document in accordance with CEQA and the CEQA Guidelines. The proposed
action will not foreclose review of alternatives or mitigation measures by the public as part of
the environmental review process.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, ACCEPTING A DONATION OF $185,469.82 FROM THE DAVY L.
MINGE ESTATE TO THE CITY OF CARLSBAD IN SUPPORT OF THE CARLSBAD
SENIOR CENTER
WHEREAS, Davy L. Minge bequeathed $185,469.82 of his estate to the City of Carlsbad, in
support of the Carlsbad Senior Center; and
WHEREAS, acceptance of this donation from the Davy L. Minge Estate will support the ongoing
operations and program needs of the Carlsbad Senior Center in accordance with Davy L. Minge’s intent;
and
WHEREAS, the $185,469.82 donation from the Davy L. Minge Estate will be deposited into the
Parks & Recreation Department’s Special Revenue Fund.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.The proposed action is not a “project” as defined by California Environmental Quality

4.The City Manager, or designee, is authorized to execute the Acknowledgement of
Receipt of Distributive Share (Attachment A), and any other documents necessary to
accept the donation from the Davy L. Minge Estate.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 23rd day of September, 2025, by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
