INVOCATION: None. PLEDGE OF ALLEGIANCE: Chair Sheffler led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the regular meeting held May 28, 2025 Counci l Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Trustee Laufer, seconded by Vice Chair Moran, to approve the minutes as presented. Motion carried, 4/1 (Sheffler-Abstain). PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. LIBRARY REPORTS FOR MAY AND JUNE 2025: Receive the Narrative Reports and Statistical Reports for May and June 2025. (Staff contact: Andrea Hilliard, Library & Cultural Arts Department) Recommended Action: Receive the reports. The Board received the reports. Trustee Waidelich inquired if the summer reading intervention program is offered at all library locations. Principal Librarian Andrea Hilliard answered that the program is an extension of a previous program, early childhood literacy, paused during the COVID pandemic and is currently offered at the Library Learning Center. 2. UPDATED LIBRARY COLLECTION DEVELOPMENT POLICY: Receive a report from staff and vote on updates to the library's Collection Development Policy. (Staff contact: Jacqui Petri, Library & Cultural Arts Department) July 23, 2025 Library Board of Trustees Regular Meeting Page 2 Recommended Action: Receive the report and approve updates to the Collection Development Policy. The Board received the report and approved updates to the library's Collection Development Policy. Senior Librarian Jacqui Petri shared a PowerPoint presentation (on file in the Office of the City Clerk). Trustee Laufer inquired about the general process for selecting books for the collection. Senior Librarian Jacqui Petri described the process which includes utilizing criteria from the Collection Development Policy, along with professional reviews and journals, best seller lists, and user requests. Deputy Library Director Katie Nye added if a requested item meets the criteria, it can be purchased. Chair Sheffler inquired about any significant conflicts with ALA guidance and the AB 1825 legislation. Jacqui Petri responded she does not see a conflict. Chair Sheffler inquired if the library includes items created by Al (artificial intelligence). Jacqui Petri responded that staff are not aware of Al generated items in the collection. Deputy Library Director Katie Nye added the Collection Development Policy includes language on how to address Ai generated items and best practices. Motion by Vice Chair Moran, seconded by Chair Sheffler to approve updates to the library's Collection Development Policy. Motion passed, 5/0. 3. CHAIR AND VICE CHAIR SELECTION: Accept nominations and adopt resolutions to select a Chair and Vice Chair for the Library Board of Trustees for fiscal year 2025-26. (Staff contact: Katie Nye, Library & Cultural Arts Department) Recommended Action: Adopt the resolutions. The board accepted nominations and adopted two resolutions to select a Chair and Vice Chair for fiscal year 2025-26. Motion by Chair Sheffler, seconded by Vice Chair Moran to adopt a resolution appointing Laurel Moran as Chair. Motion passed, 5/0. Motion by Chair Sheffler, seconded by Vice Chair Moran to adopt a resolution appointing Katrina Waidelich as Vice Chair. Motion passed, 5/0. 4. REPRESENTATIVE TO CARLSBAD LIBRARY & ARTS FOUNDATION: Accept nominations/volunteers and appoint a representative to the Carlsbad Library & Arts Foundation for fiscal year 2025-26. (Staff contact: Katie Nye, Library & Cultural Arts Department) Recommended Action: Appoint a representative to the Carlsbad Library & Arts Foundation. July 23, 2025 Library Board of Trustees Regular Meeting Page 3 Trustee Gina McBride volunteered to serve as the representative for the Carlsbad Library & Arts Foundation. Motion by Trustee McBride, seconded by Chair Sheffler to appoint Trustee McBride as representative to the Carlsbad Library & Arts Foundation for fiscal year 2025-26. Motion passed, 5/0. BOARD COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Board Members reported on activities they attended. DIRECTORS COMMENTS: Deputy Library Director Katie Nye shared comments. • Annual donation accepted from the Carlsbad Library & Arts Foundation for more than $235K • Annual donation accepted from the Friends of the Carlsbad Library for $100,000 • Loss of two Friends of the Carlsbad Library volunteers and board members, Patricia (Pat) Roberts and Barbara Bladen • Staff Development Day on Sept. 18 • State Parks Pass program funded through December 2026 • Micro:bits added to the Library of Things • New William D.
