Sound levels expressed in CNEL are always based on the A-weighted decibel. These metrics are used to express noise levels for both measurement and municipal r;egulations, for land use guidelines, and for enforcement of noise ordinances. Further explanation can be provided upon request. Sound Pressure is the actual noise experienced by a human or registered by a sound level instrument. When Sound Pressure is used to describe a noise source it must specify the distance from the noise source to provide complete information. Sound Power, on the other hand, is a specialized analytical method to provide information without the distance requirement, but it may be used to calculate the sound pressure at any desired distance. Applicable Noise Standards The noise regulations applicable to this project are limited, and are contained within the City of Carlsbad Noise Guidelines Manual, and the Noise Element to the General Plan, which states that noise levels outside the Palomar Airport noise impact area shall be controlled to 60 CNEL at residential property lines, and 45 CNEL at the interior of residences. Another relevant document is the City of Carlsbad Council Policy Statement on Wireless Communications Facilities, dated September 21, 2001. According to these regulations, the noise limits for a single-family residential zone are 65 CNEL, and 45 CNEL for exterior and interior noise levels, respectively. The proposed project site is zoned commercial, as are neighboring properties to the north, south, east and west. As no property line noise regulations could be found for commercial zones, property line limits of 60 CNEL were used for this analysis. Exterior noise levels should not exceed this noise limit at neighboring property lines. Measurement Equipment The following equipment was used at the site to measure noise levels: • Larson Davis Model 720, Type 2 Sound Level Meter, S/N 0219, with microphone & windscreen • Larson Davis Model CA 150, Type 2 Calibrator, S/N 2056 • Larson Davis Model 824, Type 1 Sound Level Meter, S/N 0343, with microphone & windscreen • Larson Davis Model CA250, Type 1 Calibrator, S/N 2625 • Distance measurement wheel, digital camera The sound level meters were field-calibrated immediately prior to all noise level measurements and checked afterwards, to ensure accuracy. All sound level measurements conducted and presented in this report, in accordance with the regulations, were made with sound level meters that conform to the American National Standards Institute specifications for sound level meters (ANSI Sl.4-1983, R2001 ). All instruments are maintained with National Bureau of Standards traceable calibration, per the manufacturers' standards. On-Site Noise Level Measurement An on-site inspection was conducted at 12:00 p.m. on Thursday, March 12, 2009 to verify conditions and the existing noise environment. An ambient noise measurement was made over the course of fifteen minutes. Please refer to Table 1 for the ambient noise measurement and related conditions. The RBS 2106 has better output power thanthe current RBS 2000 products, which are the best on the market today. The improved radio performance means increased site-to-site distance, and therefore, fewer sites. Another example of a cost saving feacure is 121 km Extended Range. The RBS 2106 comes with a configura- tion switch unit, the CXU, and two extremely flexible combiners. Examples of configurations supported by the Filter Combiner (CDU-F) are 3x4, 2x6, lx12 and dual band 8+4 in one cabinet. CDU-F supports up to 12 transceivers on one dual-polarized antenna. The other combiner (CDU-G) can be configured in two modes: capacity mode and coverage mode,making it very flexible. In coverage mode, the output power from the CDU-G is increased, making it perfect for rural sites or when fast rollout is required at a minimum cost. Prepared for the future The RBS 2000 family is prepared for GSM data services, mcluding General Packet Radio Service (GPRS) and High Speed Circuit Switched Data (HSCSD) including J 4.4 kbit/s timeslots. Operational Environment The 3418 baseband subrack is intended for use in a non operator access area with an ambiant temperature of +5-+50°C. The RU/FU kit is intended for use in a non operator access area with an ambient temperature of +5-+55°C. The RRUs are intended for ambiant temperature of -33-+50°C. Ground Vibration The components of RBS 3018 installed inside the RBS 2106 satisfy the earthquake protection according to IEC 600 68-2-57. Acoustic Noise The acoustic noise for the RBS 3018 components inside RBS 2106 does not add any more noise to the RBS 2106 than is presented for RBS 2106.
