Background State Street and Laguna Drive are classified as Local/Neighborhood streets in the city’s General Plan Mobility Element. They are located in the northwest quadrant of the city, generally known as the Village community (See Exhibit 1). State Street has a posted speed limit of 25 miles per hour, or mph, while Laguna Drive is posted at 30 mph. The surrounding land uses include residential and commercial along both streets. The intersection of State Street and Laguna Drive is side-street stop-controlled on Laguna Drive. North of the intersection, State Street is 40 feet wide (curb to curb), accommodating one travel lane and on-street parking in each direction. South of the intersection, the roadway widens to 44 feet and continues with the same lane configuration. Laguna Drive is 40 feet wide and includes one travel lane and on-street parking in each direction. On the northeast corner of the intersection is Maxton Brown Park. It is a one-acre community park featuring green spaces, a walking trail, picnic areas and benches overlooking the Buena Vista Lagoon, making it a popular destination for nearby residents. In 2024, the residential development, Ocean 17 complex, located at 2501 State Street, was constructed on the west side of the intersection of Laguna Drive and State Street. Its driveway aligns directly with Laguna Drive, effectively adding a fourth leg to the intersection. As part of the project, the uncontrolled marked crosswalk with rectangular rapid flashing beacons, or RRFBs, on State Street was relocated from the north side to the south side of the intersection to accommodate the driveway of the new development. TRAFFIC SAFETY & MOBILITY COMMISSION Oct. 6, 2025 Item #2 Page 1 of 8 Residents have expressed concerns about navigating this intersection due to limited visibility and speeds on State Street. They also expressed safety concerns when crossing State Street on the north side of the intersection to visit Maxton Brown Park after the marked crosswalk was relocated to the south. As a result, they have requested the installation of an all-way stop at the intersection. This report outlines the findings of a multi-way stop analysis conducted for the intersection of State Street and Laguna Drive in response to residents’ requests. Discussion Multi-Way Stop Analysis In response to the requests for all-way stop control at the intersection of State Street and Laguna Drive, a multi-way stop analysis was performed in accordance with the guidelines found in the California Manual on Uniform Traffic Control Devices, or CA MUTCD. Multi-way stop analysis considers vehicular, pedestrian and bike volumes as well as other factors such as sight distance, movement conflicts and traffic operation to determine if multi-way stop control is justified at a particular intersection. The CA MUTCD multi-way stop criteria and corresponding analysis results for the intersection of State Street and Laguna Drive are summarized below. The multi-way stop analysis worksheet for this location is provided in Exhibit 2. Criteria A of the CA MUTCD multi-way stop criteria allows consideration of a multi-way stop as an interim measure prior to installation of a traffic signal. A traffic signal at the intersection State Street and Laguna Drive is not planned or programmed in the city’s Capital Improvement Program, therefore Criteria A was not satisfied. Criteria B allows for consideration of a multi-way stop when there have been five or more reported collisions within a 12-month period that are susceptible to correction by a multi-way stop. A review of the collision history between January 2023 and December 2024 revealed one speed-related reported collision at the intersection of State Street and Laguna Drive. Therefore, Criteria B was not satisfied. Criteria C evaluates the traffic volumes to determine if a multi-way stop can be considered. Criteria C is satisfied if: 1)The vehicle volume entering the intersection from the major street, in this case State Street, total of both approaches averages at least 300 vehicles per hour for any 8 hours of an average day; and 2)The combined vehicular, pedestrian and bicycle volumes entering the intersection from the minor street, in this case Laguna Drive, averages at least 200 units per hour for the same eight hours with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the highest hour. Oct. 6, 2025 Item #2 Page 2 of 8 Table 1 summarizes the traffic volumes collected at the intersection of State Street and Laguna Drive on May 22, 2025. Based on the average traffic volumes presented, the minimum traffic volumes are satisfied for both the major and minor streets. However, the minor street vehicle dela on Laguna Drive is not satisfied. Therefore, Criteria C was not satisfied. Table 1. State Street and Laguna Drive 459 284 15.7 NO Criteria D allows consideration of a multi-way stop where no single criterion is satisfied but where Criteria B and C are satisfied to 80 percent of the minimum values. Since Criteria B results indicate one reported collision, Criteria D was not satisfied. Optional Criteria In addition to the four criteria listed above, the CA MUTCD includes optional criteria which can also be considered. The optional criteria are described as: A. The need to control left-turn conflicts; B. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes; C. Locations where a road user, after stopping cannot see conflicting traffic and is not able to negotiate the intersection unless conflicting cross traffic is also required to stop; and D. An intersection of two residential neighborhood collector (through) streets of similar design and operating characteristics where all-way stop control would improve traffic operational characteristics of the intersection. Staff reviewed the optional criteria for the subject intersection and determined that Optional Criteria B and C were satisfied. The traffic data collected shows a considerable number of pedestrians crossing at this intersection, 326 pedestrians on a typical weekday, with the adjacent Maxton Brown Park and businesses in the vicinity. An all-way stop control with marked crosswalks would reduce conflicts between vehicular traffic and pedestrians at this intersection. Therefore, Optional Criteria B was satisfied. Staff have also conducted a stopping sight distance analysis at the intersection and determined that in order to provide the minimum stopping sight distance of 150 feet for westbound traffic on Laguna Drive looking north on State Street, one additional parking space on the east side of State Street would need to be removed. Figure 1 shows the line of sight from westbound Oct. 6, 2025 Item #2 Page 3 of 8 Laguna Drive toward State Street, while Figure 2 identifies the location where additional red curb is needed on State Street. Figure 1: Line of sight on westbound Laguna Drive onto State Street Figure 2: Additional parking restriction needed on State Street With the increasing demand for parking in the Village and the lack of on-site parking for Maxton Brown Park, staff do not recommend the removal of additional on-street parking at this location. Therefore, Optional Criteria C is satisfied. Based on the findings presented in this report, which are consistent with the criteria described in the CA MUTCD, staff recommend the installation of all-way stop control at the intersection of State Street and Laguna Drive. According to the CA MUTCD, RRFBs are warning devices and are not allowed at controlled crosswalk locations, including stop-controlled crosswalks. Next Steps Upon receiving support from the Traffic Safety & Mobility Commission, staff will introduce an ordinance to establish an all-way stop control at the intersection State Street and Laguna Drive for City Council adoption. Once an ordinance is adopted, staff will issue work orders to install STOP signs and pavement markings at the intersection in compliance with the CA MUTCD. We strongly urge the commission to reconsider the proposed all-way stop and instead recommend installation of a roundabout with marked pedestrian crossings and carefully planned lighting. To be clear - we fully support some traffic control measures, as pedestrian safety is a large issue at this intersection. However, the proposal before you is not in the best interests of the local residents and the larger community. Please find our concerns ranked by relative impact below: 1. Noise Pollution Amplification—Enforcement Impracticality Despite Carlsbad’s noise ordinance, our proximity to State Street means we experience persistent, late- night noise that local police, despite their best efforts, simply lack the resources to enforce regularly. When bars close and traffic (especially motorcycles) accelerates from a stop, the noise is overwhelming in the State Street corridor. Introducing a stop sign at this busy corner directly beneath our bedroom windows would worsen the situation: each car and motorcycle would have to come to a full stop and then accelerate, amplifying both engine and exhaust noise at all hours. 2. Safety and Traffic Flow—Roundabout Preferred From a traffic calming perspective, roundabouts are more effective and less disruptive. Vehicles do not need to fully stop unless yielding, which reduces acceleration noise and keeps traffic flowing smoothly. Installing stop signs here would create backups toward the existing roundabout at Coast Highway, impeding traffic and potentially introducing safety hazards, especially as congestion grows on Carlsbad Blvd into Carlsbad, and Coast Highway leading into Oceanside. 3. Light Pollution—Directional Lighting Needed If any pedestrian or safety improvements involve lights (flashing or otherwise), we urge the commission to require that all lights be directed downward toward the street. The recent surge of building and both permanent and temporary traffic lights has already caused a substantial increase in light pollution affecting our home and other nearby condominiums. Summary Recommendation We respectfully ask the commission to implement a simple roundabout with well-marked pedestrian crossings at the intersection corners and to carefully limit light pollution by requiring downward- 2 directed lighting only. This approach will improve safety and flow without imposing the additional negative externalities of unnecessary noise and traffic congestion. Thank you for your consideration. It could also cause back up on State St. heading north bound to the round-about. I am not including the times when we have events! Since the thinking is to support traƯic safety, I suggest a much better and appropriate solution is too “slow” the traƯic on State St. starting at Laguna Dr. and heading south bound on State St. The speed today is over 45 mph! Applying “speed bumps/humps” along State St. to Beech St. would go a long help for public safety. We have restaurants and shops now almost to Laguna St. and tons of pedestrians. One, outside our new home at 2501 State Street we need a 3 way stop sign at Laguna & State. It’s completely unsafe and a matter of time until someone gets hurt. Vehicles speed through there constantly. Two, I own the business at 421 Grand Ave, and our outside patio railing has been backed into by vehicles parked in the coaster lot twice this year alone. One caused severe damage and would have severely injured someone had they been sitting there. Eddie from your office, came out, took measurements, etc then he ignored my three follow up attempts. Please help. We are very happy that safety precautions at this intersection are under discussion, as this confluence is clearly a safety hazard. Quite frankly it is surprising that this hasn't already been addressed, as it is a busy pedestrian and traffic route connecting popular businesses, Maxton Brown Park, and the only traffic connector between Carlsbad and Oceanside west of the 5. There are near-accidents daily at this site as vehicles speed past and turn through the intersection. Driver and pedestrian visibility is affected by the parked cars nearby and some traffic-slowing measures are clearly called for. The proposed solution (an All-Way Stop) is the ideal solution for vehicle and pedestrian and bike safety. I fully support the idea of installing new stop signs at Laguna & State st. crossing. I'd also like to suggest adding additional marked crosswalks to Laguna drive. I've created this scheme to illustrate my suggestion. I often walk my kids to Boys&Girls club via Roosevelt st. or State st. and there's no marked crosswalk to cross Laguna dr. properly. Our concerns are warranted based on near accidents with cars, as well as pedestrians. Laguna Dr. and State St. have had an increase in both vehicle, motorcycle, electric bikes, and foot traffic over the past year. This has also been increased based on newly opened restaurants in the area. Hopefully, the additional safety features will prevent a possible injury/death. My husband and I witnessed a pedestrian death on La Jolla Blvd. in La Jolla before the City placed a traffic light. Please don't let our community have to suffer from a simple omission. We are enthusiastically in favor of this traffic modification. We moved into the condos on this corner one year ago. Every day- whether to go to the park, or cross the street to grab a cup of coffee, or walk our dog down to get her bath in the Village- we cross at this intersection. And despite the flashing light for the pedestrian crosswalk, we always feel like we are taking our lives into our hands just to get across the street. We have taken to walking out of our way to the traffic circle just to feel safe crossing. Traffic from all directions seems intent on moving and largely unaware that people frequently cross at this corner. We have seen people with strollers having to run, or stop short in the crosswalk. Some people try to cross on the north side of the intersection- not in the crosswalk- where cars coming from the Village at least have more time to see them, and cars coming out of the traffic circle have not picked up to full speed. And because of all the cars parked along Laguna, it's often hard for drivers on that street approaching the intersection to see pedestrians going from the park into the Village. The safety of pedestrians is really at risk. Carlsbad is known for being pedestrian friendly. We know, for the Village in particular, walkability is a point of pride. We may be at the end of the Village, but Maxton Brown Park is a beloved attraction used by so many. This intersection is currently unsafe for the neighbors and visitors who visit this little corner of our Village. Thank you for approving an all way stop at Laguna Drive and State Street so neighbors and visitors alike can safely cross to and from the lagoon and the Village. Good morning Pete, There are different locations for the crosswalks showing up on google and Apple maps. I have inserted proposed locations for new crosswalks in the screenshots. Intersection crosswalks are not the optimal location for safety as motorists will give preference to looking for autos and not pedestrians nor cyclists whereas mid block or setback crosswalks will engage their full attention to pedestrians. The park is quite popular therefore I suggest that a crosswalk on Laguna at the east end of the park is a good option. As for State street the north side of the intersection is problematic because of the steep slope and proximity to the roundabout, south of Laguna Street is safer and may discourage fast acceleration from the stop sign. Speed humps pose some hazard to cyclists if the edges are steep, since they can cause loss of control if a steep edge is hit at a shallow angle, causing the front wheel to be turned sharply. The hazard is more likely to cause a crash if the humps are not clearly painted and if they are located in an area where the edges can be shaded. At least 2 cyclists have had serious injury crashes after hitting edges they did not see due to lighting conditions and insufficient painting. There will be another chance for our Commission to review the location and design of the humps before they go to the City Council, but this would be a good time to request some kind of cross slope design criteria for the edges of these asphalt humps. AND LAGUNA DR. 8 CRITERIA A – INTERIM MEASURE •Criteria A –Where traffic control signals are justified, the multi-way stop is an interim measure that can be installed quickly to control traffic while arrangements are being made for the installation of the traffic control signal. A traffic signal at the intersection is not planned or programmed in the City’s Capital Improvement Program at State Street/Laguna Drive, therefore, Criteria A was not satisfied. ITEM 2: ALL-WAY STOP AT STATE ST. AND LAGUNA DR. 9 CRITERIA B – COLLISION HISTORY •Five or more reported crashes in a 12-month period that are susceptible to correction by a multi-way stop installation. Such crashes include right-turn and left-turn collisions as well as right-angle collisions. A review of the collision history between January 2023 and December 2024 indicated there has been one reported collision at the intersection of State Street/Laguna Drive therefore, Criteria B was not satisfied. ITEM 2: ALL-WAY STOP AT STATE ST. AND LAGUNA DR. 10 CRITERIA C – MINIMUM VOLUMES Criteria C - Minimum volumes: 1.Average volume on a major street is at least 300 vehicles per hour for any 8 hours of an average day; and 2.The combined vehicular, pedestrian, and bicycle volume from the minor street averages at least 200 units per hour for the same 8 hours with an average delay to minor street vehicular traffic of at least 30 seconds per vehicle during the highest hour.
