PARKS & RECREATION COMMISSION
CALL TO ORDER: 5:30 p.m.
ROLL CALL: Winston, Allemann, Rasines, Sander, Gisbert, Revell
Absent: Knight
PLEDGE OF ALLEGIANCE: Commissioner Gisbert led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on May 19, 2025
Motion by Commissioner Allemann, second by Commissioner Revell, to approve the Minutes as
amended. Motion carried, 6/0/1 (Knight – Absent)
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None
DEPARTMENTAL REPORTS:
1. LEGISLATIVE ADVOCACY UPDATE: Receive a presentation regarding the Intergovernmental
Affairs Program, to include an overview of the city’s current advocacy efforts, a summary
of parks and recreation-related position statements in the city’s legislative platform, any
current bills related to the Parks & Recreation Commission’s purview, and positions taken
by the city. (Staff Contact: Jason Haber, Intergovernmental Affairs Director)
Recommendation: Receive the presentation
Intergovernmental Affairs Director, Jason Haber and City Council Member, Melanie
Burkholder presented the item with a PowerPoint presentation (on file in the Office of the
City Clerk).
Commission received the presentation.
2. PARKS & RECREATION DEPARTMENT REPORT: Receive a report on recently completed and
upcoming Parks & Recreation Department events, activities, programs and projects, as
well as any donations or other relevant topics of interest. (Staff Contact: Ashlee Benson,
Parks & Recreation Department)
Recommendation: Receive the report.

Recreation Services Manager, Ashlee Benson and Parks Services Manager, Todd Reese
presented the item with a PowerPoint presentation (on file in the Office of the City Clerk).
Commission received the report.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: None.
ANNOUNCEMENTS: None.
STAFF COMMENTS:
Parks & Recreation Director Kyle Lancaster informed the Commissioners that the City Council
would be considering adopting the city’s budget at the City Council meeting on Tuesday, June 24,
2025. He reminded the Commission about the upcoming special meeting/tour on July 15, 2025,
at 12:30 p.m., that will start at the City Council Chambers and will adjourn to the bus. The tour
will include the following four locations: Alga Norte Aquatic Center, Leo Carillo Ranch Historic
Park, Stagecoach Community Park and Poinsettia Community Park. He concluded by thanking
the Commissioners for their continued service.
