The existing keystone retaining walls range from 3 to 6 feet high and total approximately 150 f eet in length utilizing a gravel leveling pad founded on compacted fill soil. As part of our evaluation, we observed and evaluated the surficial soil cond itions on the descending slope in the southeast corner of the lot where the keystone retaining walls were built. It is our understanding that the existing keystone retaining walls were built without a permit and the City of Carlsbad is requiring an evaluation of the wall construction and soil conditions prior to inspection and finalizing the permit. See Figure No. II, Plot Plan, for location of walls, exploratory excavations, and other information. The field work, conducted on October 13, 2023, consist ed of excavating four exploratory test pit s/hand auger borings adjacent to the existing retaining walls (see Figure Nos. IIIa-d for excavation logs and Figure No. IV for soil information). The retaining walls were built on an approximately 14-foot-h igh fill slope and has a gradient of approximately 2.0:1.0 (horizontal to vertical). Our site observations after wall construction revealed that the existing retaining walls are underlain by good-bearing compacted fill or dense formational soil and a 10-inch- thick, crushed rock gravel leveling pad. Based on photographs provided by the contractor, a perforated subdrain pipe wrapped in filter fabric was placed behind the base of the walls and outlets at the bottom of the slope at the east property boundary. In addition, photographs show the 6-foot-high wall is backfilled with on-site silty sand and t hree layers of 4-foot-wide geogrid. The 5-foot-high wall has t wo layers of geogrid and the 3-foot-high wall has one layer of geogrid. According to the contractor that built the retaining walls, the geogrid layers consisted of Miragrid 2XT that were placed every 2 feet. In our opinion, the existing keystone walls and silty sand backfill material appear stable. Based on soil probing of the footing excavation and probing of the surf ace soil behind the wall, the backfill appears to be properly compa cted. The keystone wall provides positive drainage and protection from su rface erosion. CONCLUSIONS AND RECOMMENDATIONS The following conclusions and recommendations are based on field observations conducted by our firm in conjunction with our knowledge and experience with t he soils in this area of the City of Carlsbad. It is our opinion that the keystone walls were placed on a gravel layer and founded on firm compacted fill or dense formational soil with adequate bearing capacity. The walls should remain stable as long as proper surface and subsurface drainage is provided. 2. Based on the observed depth of the foundation for the keystone walls, it is our opinion that a setback to the slope face of at least 5 feet has been provided. 3. The existing 3-to 6 -feet-high retaining walls, built of Compact II keystone blocks, gravel leveling pad and soil backfill, should comply with the minimum factors of safety for bearing, overturning and sl iding per the standard design plans provided by RCP. The so il bearing pressure produced by the keystone r etaining wall foundation is less than 1,000 pounds per square foot (psf). The factor of safety against soil bearing failure, safety against sliding and overturning should be 1.5. The maximum exposed height of keystone wall is 6 feet. For review purposes, we considered the wall embedment as 1 foot and the maximum exposed height as 6 feet, and, as such, the existing wall is considered acceptable. We did a si milar review for the 5-foot-high and 3-foot- high walls and found both to be acceptable as well. Refer to Appendix A, Slope Stability Calcu lations, for more information. 4. It is our opinion t he existing wall may be left as is. Proper drainage should be provided at the top of the walls at all times to drain water runoff away from the walls.
