(NOVA) during grading for the above-referenced project. This report addresses only the geologic and geotechnical considerations associated with the project’s construction. The services described herein were performed by NOVA for Harding Street Neighbors, LP, during the period September 26, 2022, to April 11, 2024. NOVA is retained by Harding Street Neighbors, LP, as Geotechnical Engineer-of-Record (GEOR) for this work. Based on the observations and testing reported herein, NOVA certifies that the soil engineering and engineering geologic aspects of the grading are in conformance with the approved geotechnical recommendations and the project plan. The site is considered suitable for its intended purpose. BACKGROUND Location The subject site (hereinafter, ‘the site’) is located at Harding Street and Carol Place in the City of Carlsbad, California. The site is bound by an off-ramp from the 5 freeway to the north and east, Carol Place, a gas station/convenience store, an unoccupied building to the south and southeast, and Sydney Way and residential developments to the northwest and west. Project Description The purpose of the earthwork was to provide building pads for the construction of five multi-family residential buildings, a community building, and a maintenance building. Associated improvements included stormwater infiltration systems, underground utilities, pavements, and walkways. Plates 1 and 2 present the site layout on the As-Graded Geotechnical Map. Report of As-Graded Geotechnical and Geologic Conditions Pacific Wind, Harding Street and Carol Place, Carlsbad, CA NOVA Project No. 1022197 May 29, 2024 2 Purpose of the Earthwork The purpose of the earthwork was to provide (i) building pads founded on properly compacted engineered fill suitable for support of conventional foundations, (ii) support for new stormwater infiltration systems, and (iii), support for new utilities and pavements for driveways and walkways. Permitted Design Documentation Geotechnical The design basis geotechnical report is Preliminary Geotechnical Investigation, Proposed Multi-Family Residential Project, APN’s 204-292-01, -02, -10 through -14, -16 through -22, 204-291-14, -16, -17, and -19 through -27, Carlsbad, California, LOR Geotechnical Group, Inc., Project No. 33090.1, July 31, 2014 (hereinafter ‘LOR 2014’). Updated recommendations were provided in Geotechnical Report Update, Proposed Pacific Wind Multi-Family Residential Development, Carlsbad, California, LOR Geotechnical Group, Inc., Project No. 33090.15, June 17, 2021 (hereinafter ‘LOR 2021’). Recommendations for the construction of pavements were provided in Pavement Section Recommendations, Pacific Wind, Harding Street and Carol Place, Carlsbad, California, NOVA Services, Inc., NOVA Project No. 1022197, October 24, 2022 (hereinafter ‘NOVA 2022a’). Recommendations for the construction of pavements for the Temporary All-Weather Access Road were provided in Pavement Section Recommendations, Temporary All-Weather Access Road, Pacific Wind, Harding Street and Carol Place, Carlsbad, California, NOVA Services, Inc., NOVA Project No. 1022197, December 5, 2022 (hereinafter ‘NOVA 2022b’). Construction Permitted construction drawings addressing the earthwork are provided in Pacific Wind, Carlsbad, CA, Final Plan Check, Bassenian Lagoni Architects, Job No. 695-14263, November 5, 2021, Grading Plans provided by SWS Engineering Inc., (hereinafter ‘BLA 2021’). OBJECTIVES AND SCOPE OF NOVA’S SERVICES Objectives The objectives of NOVA’s services during earthwork for the above-referenced project were twofold, namely: (i) to observe geologic conditions encountered, and (ii) by means of testing and observation, to document that the earthwork/grading was completed in conformance with the permitted design documentation. Scope In order to accomplish the above objectives, NOVA undertook the scope of services abstracted below during the period of relevant construction, September 26, 2022, to April 11, 2024. 1.Observation and Testing. NOVA performed observation and testing as requested by the contractor during rough grade operations (removals and compaction). Quality Assurance (QA) Report of As-Graded Geotechnical and Geologic Conditions Pacific Wind, Harding Street and Carol Place, Carlsbad, CA NOVA Project No. 1022197 May 29, 2024 3 in-place density testing of soils placed as compacted fills and backfills were performed after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). The density of the asphaltic wearing surface of pavements was determined after ASTM D2950 (‘Standard Test Method for Density of Bituminous Concrete by Nuclear Methods’). The approximate locations of the density tests conducted for this work are shown on the attached Plates. The laboratory test results are presented in Table I. The field in-place density test results are summarized in Table II. 2. Laboratory Testing. The field density testing was supported by laboratory testing of representative samples of soils utilized for fills, backfills, and pavement materials in accordance with ASTM D1557. The test results are presented in Table I. The indications of this testing are the basis for NOVA’s judgments regarding the relative compaction of the fills placed. 3. Technical Support. NOVA provided technical support in response to geotechnical-related issues during construction. 4. Reporting. NOVA provided reporting during the conduct of the work. Preparation of this report completes NOVA’s scope of services. OBSERVED SOIL AND GEOLOGIC UNITS General The adequacy of earthwork was determined in part by observation of earthwork operations by NOVA staff familiar with the requirements for earthwork in the City of Carlsbad area and familiar with both the specific intent and specific requirements of this project. This observation was the basis for selection by NOVA of locations for testing of density and for recovery of samples for laboratory testing. The following subsections provide discussion regarding NOVA’s observations of the geologic units. Engineered Artificial Fill Placed by NOVA (af) During grading for the subject development, previously placed artificial fills and portions of the old paralic deposits were removed and replaced as compacted engineered fill, testing this fill after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). Old Paralic Deposits (Qop) Encountered during remedial grading operations in the field, the site is underlain by reddish-brown to yellowish-brown silty sandstone and clayey sandstone of the old paralic deposits (Qop). Report of As-Graded Geotechnical and Geologic Conditions Pacific Wind, Harding Street and Carol Place, Carlsbad, CA NOVA Project No. 1022197 May 29, 2024 4 CONSTRUCTION SUMMARY General Construction of relevance to this report was completed during the period of September 26, 2022, to April 11, 2024. The general contractor was C&C Construction Services, Inc. The specialty earthwork subcontractor was Whillock Contracting, Inc. Wet and dry utilities were placed by Schilling Paradise and Jon Del Construction. Pavement materials were completed by Angus Asphalt, Inc. NOVA provided observation of earthwork operations, at times requested by the contractor. The description of earthwork operations provided in the following subsections reflects observations by NOVA during its presence on-site. Site Preparation Prior to earthwork operations, debris in the areas being improved was removed and disposed of off- site. Operations The grading subcontractor utilized a variety of medium equipment to perform the earthwork. Equipment included: front loaders, backhoes, and tracked excavators with sheep’s foot wheel attachments. Manually operated reciprocating hammers were used where access to larger equipment was limited. Earthwork Earthwork for all site buildings may be generalized to include the stepwise sequence of operations described below. 1. Step 1, Removal. In areas of proposed structures, the existing artificial fills were excavated in their entirety to expose competent old paralic deposits. In areas where formational material was within 2 feet of the deepest planned footing elevation, the formational materials were excavated at least 2 feet below the bottom of footing elevation. Horizontally, the excavations extended at least 5 feet outside of the planned improvements. Excavated soils were staged for later replacement. A representative from NOVA approved the bottoms of excavations exposed in this step. 2. Step 2, Re-densification. Where the bottoms of removals probed firm and unyielding, the soils were scarified, moisture conditioned, and densified to 90% relative compaction after ASTM D1557 (the ‘Modified Proctor’) in accordance with the project specifications. 3. Step 3, Replacement. Soils staged in Step 1 was replaced as compacted fill. The replaced soils were moisture conditioned to near optimum moisture content and then spread in loose lifts of typically 4 to 8 inches. Thereafter, the soils were densified to at least 90% relative compaction after ASTM D1557 in accordance with the project specifications. Compaction of Fill During Grading Operations for Building 2 (November 4, 2022) Report of As-Graded Geotechnical and Geologic Conditions Pacific Wind, Harding Street and Carol Place, Carlsbad, CA NOVA Project No. 1022197 May 29, 2024 6 Foundations NOVA observed soils exposed during excavation for both isolated and continuous foundations for the support of the building expansion. The foundation excavations were observed by NOVA to be properly dimensioned and embedded into a proper bearing strata comprised of engineered fill. Infiltration Basins NOVA observed the excavations of four infiltration basins throughout the site. Earthwork for the basins primarily consisted of cutting to grade; however, fill was placed around the basins to achieve finished grade for flatwork and landscaping areas. Fill placed in these areas was placed in loose lifts of typically 8 to 10 inches and densified to at least 90% relative compaction at near optimum moisture content after ASTM D1557 (the ‘Modified Proctor’) in accordance with the project specifications. NOVA was not requested to observe any soil media placed within the BMPs. Utilities NOVA observed backfilling operations for several utility line trenches. Characteristically sandy utility backfill was moisture conditioned to near optimum moisture content and compacted to at least 90% relative compaction after ASTM D1557 using manually operated reciprocating hammers and a sheep’s foot wheel attached to tracked excavators. Figure 3 depicts the compaction of a utility trench. Figure 3. Utility Compaction (August 31, 2023) Report of As-Graded Geotechnical and Geologic Conditions Pacific Wind, Harding Street and Carol Place, Carlsbad, CA NOVA Project No. 1022197 May 29, 2024 7 Flexible Pavements Construction of the flexible pavement sections included the sequence of operations described below. 1. Step 1, Subgrade Preparation. Subgrade preparation consisted of scarifying the top 12 inches of subgrade and compacting to at least 95% relative compaction after ASTM D1557. 2. Step 2, Base Course. An approximate 8-inch-thick layer of Class II aggregate base was densified to at least 95% of the material’s maximum density. 3. Step 3, Wearing Surface. The approximately 3-inch-thick layer of the asphaltic wearing surface was spread in loose lifts and densified by static rolling. Figure 4 depicts the paving operations. Figure 4. Paving Operations (March 21, 2024) Flatwork Flatwork subgrade preparation consisted of scarifying the surficial soils, moisture conditioning, and then densification of the subgrade to a depth of 12 inches to at least 90% relative compaction after ASTM D1557. Report of As-Graded Geotechnical and Geologic Conditions Pacific Wind, Harding Street and Carol Place, Carlsbad, CA NOVA Project No. 1022197 May 29, 2024 8 CONCLUSIONS AND LIMITATIONS Conclusion Based on the observations and testing reported herein, NOVA certifies that the soil engineering and engineering geologic aspects of the grading are in conformance with the approved geotechnical recommendations and the project plan. Limitations Testing and Observation This report presents opinions, information, and data relative to the earthwork at the subject site. Representatives of NOVA conducted testing and made observations as requested by the contractor during the progress of the construction to evaluate conformance with the project requirements. The testing by NOVA indicates that the earthwork observed conformance with the project requirements for placement and densification. Results presented herein are only representative of the samples and areas tested. As with any manufactured product, there are statistical variations in the uniformity of an earth fill and in the accuracy of the test used to measure its qualities. As compared with other manufactured products, earthwork usually has wider fluctuations in both the product and the test results. Variations in material properties are inherent in any earthwork operation and should be expected at this site. Survey References to elevations and locations herein were based on surveyors or grade checker stakes in the field and from the project grading plans prepared by SWS Engineering Inc. in BLA 2021. NOVA did not provide construction surveying services. NOVA has no opinion regarding the accuracy of the elevations or surface geometry with respect to the approved plans. Supervision The presence of NOVA personnel during the work progress did not involve any direct supervision of the contractor or their workforces. Professional and technical advice and recommendations were provided to the owner during the conduct of the work, based upon NOVA’s observations and evaluations.
