No.: 700086703 1.0 INTRODUCTION This report presents a summary of geotechnical services provided by Langan CA, Inc. (LANGAN) during rough grading for the building pad, construction of the MSE wall, and precise grading of utility and pavement improvements for Raceway Industrial (Project) at 3125 Lionshead Avenue, Carlsbad, California (Site). These services were provided from 14 December 2022 to 10 May 2024. Presented herein is a summary of the observations and testing provided by Langan during the rough and precise grading of the Site. The observation and testing provided was for grading permit number GR2021-0045 to develop lots 1, 2, 3, and 4 of Carlsbad Tract No. 98-10. The following geotechnical reports and plans and permit were applicable to the earthwork: • “Geotechnical Engineering Report for Proposed Warehouse Development” dated 16 April 2021, prepared by Langan Engineering & Environmental Services, Inc. (GER) • “Addendum #1 to Geotechnical Investigation Report”, dated 13 October 2021, prepared by Langan Engineering & Environmental Services, Inc. • “Addendum #2 – Soil-Cement Criteria for Pavement Design”, dated 29 September 2023, prepared by Langan Engineering & Environmental Services, Inc. • “Grading Plans – Raceway Industrial”, Delta 1, prepared by Thienes Engineering, Inc. (Civil Engineer), dated 29 December 2023. • “Keystone Wall Plans – Raceway Industrial”, prepared by Mountain Movers Engineering Company, dated 29 December 2023. • Grading Permit No.: GR2021-0045, City of Carlsbad Engineering Department. • Building Permit No.: PC2021-0046, City of Carlsbad Building Division. Based on observations and testing as described herein, the geotechnical conditions of the rough and precise grading that we observed are consistent with the soil conditions anticipated in our reports and project plans. 2.0 SCOPE OF SERVICES Langan has provided geotechnical services onsite as described below: • Performed observation and field density testing during scarification, moisture conditioning and recompaction of exposed earth materials within overexcavation subgrade bottoms and during rough grading. • Performed observation and field density testing during excavation, backfill, moisture conditioning, and recompaction of exposed earth materials for onsite utility trenches and construction of pavement during precise grading. • Performed laboratory testing of representative earth materials encountered during site grading. • Prepared this report to present a summary of our observations, results of field and laboratory testing. As-Built Geotechnical Compaction Report Page 2 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 3.0 SUMMARY OF GRADING OPERATIONS 3.1 GENERAL The Site development includes construction of an approximately 225,000-square-foot industrial building, utility and pavement improvements, and construction of a mechanically stabilized earth (MSE) wall. The Site is bounded by Melrose Drive to the West, Lionshead Avenue to the North, Eagle Drive to the east and commercial property to the South. The location of the Project is shown on Figure 1. 3.2 GEOTECHNICAL OBSERVATION AND TESTING LANGAN provided full-time observation and testing services during over-excavation and earthwork backfill associated with the construction of the Project between 14 December 2022 to 10 May 2024. LANGAN provided full-time observation and testing services during rough grading for building pad and site, construction of a MSE wall, subgrade cement treatment for pavement improvements, utility and asphalt and concrete pavement installation. During soil cement mixing operations for pavement installation, Langan provided full-time observation and testing. During fill placement, field density tests were performed using a nuclear density gauge in accordance with ASTM D6938 to determine compliance with project’s specifications. Nuclear density tests were typically taken at a minimum rate of one per approximate 1000 cubic yards of backfill placed, or one per 2 vertical feet of fill placed. 3.3 Work Observed Rough and precise grading was performed by F. J. Willert. Subgrade and placement and compaction of backfill observed were generally consistent with conditions referenced in our GER. MSE wall construction was performed by Mountain Movers Engineering Co. and consisted of excavation of surficial materials, construction of foundation excavations for MSE wall, construction of MSE wall drainage systems, and placement of reinforcing geogrid and placement and compaction of backfill behind the MSE wall. Cement treatment of subgrade soils for asphalt and concrete pavements was performed by Pavement Recycling Systems. Placement and compaction of aggregate base, cement treated aggregate base, and asphalt pavement was performed by Southland Paving. Earthwork carried out under the observation and testing by LANGAN representatives was performed consistent with the project plans and specifications, the grading codes of the City of Carlsbad and of the project geotechnical requirements. LANGAN observed the over-excavation of existing fill, excavation of trenches, placement of bedding and shading material, utilities installation, and earthwork backfill. LANGAN observed the installation of, but did not test, piping, bedding, or shading associated with the utility lines. Descriptions of the work activities are provided below. • Rough Grading o Associated with over-excavation of existing fill and placement and compaction of backfill for building pads and excavation for mechanically stabilized earth (MSE) reinforced walls. o MSE Wall Foundations ▪ Associated with observation and Testing of shallow foundation subgrade, As-Built Geotechnical Compaction Report Page 3 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 • Precise grading o Below-Grade Structures ▪ Associated with backfill around below-grade storm water detention systems, and oil/water separator tank for a Deisel Above-ground Storage Tank (AST). o Building foundation installation ▪ Associated with observation of subgrade observation and testing for shallow foundations. o Dry Utilities ▪ Associated with backfill of trenches for electrical lines, and installation of vapor barrier. o Wet Utilities ▪ Associated with backfill of trenches for storm drain lines, sanitary sewer lines, potable water, fire water and irrigation lines. o Pavement ▪ Associated with subgrade preparation (soil-cement mixing), and placement and compaction of aggregate base and cement treated aggregate base. 3.4 Fill Material and Placement Following over-excavation and subgrade preparation within the limits of the Site, engineered fill was used to support the building slabs-on-grade and footings, and was used to support pavements, retained zones for the MSE Walls, and walkways. Engineered fill materials generally consisted of on-site excavated materials and imported material comprised of: • Brown, sandy silt (Sample 1) • Brown, silty sand (Sample 2) • Brown, silty clay with gravel (Sample 3) • Brown, silty clay, (Sample 4) • Brown, cement treated soil (Sample 5) • Crushed Miscellaneous Base (Sample 6) Summary of Modified Proctor Tests results are provided on Table 1 and laboratory test results for the re-used on-site excavated soils and imported soils are provided on Table 2. The laboratory test data and results have been reviewed and we take responsibility for use of this data in our evaluation. Engineered Fill was placed in approximately 8-inch-thick loose lifts, moisture conditioned to within 3 percent of the optimum moisture content, and compacted using scrappers, water tanks, and a dozer, to a minimum of 90 percent of the laboratory maximum dry density (ASTM D1557 – Modified Proctor). Results of field density tests are summarized in Table 2. Approximate locations of the field density tests are shown in Figure 2. 4.0 AS-GRADED CONDITIONS Full-time observations were made during site grading to compare the anticipated geologic conditions with the actual conditions exposed during grading. The geologic conditions that were mapped are similar to the conditions anticipated in our GER dated 16 April 2021, and remain applicable to the as-graded conditions. The material exposed during grading generally consisted of fine to coarse grained silty sands, sandy clays, and Santiago Formation. See Figure 5 for an as- graded Geologic Map. As-Built Geotechnical Compaction Report Page 4 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 4.1 Over-Excavation and Backfill Rough grading consisted of over-excavation of existing engineered fill and formation units. The existing engineered fill and formation was removed and replaced with compacted engineered fill, generally consisting of on-site excavated materials, to the required subgrade elevation. Saturated or unsuitable materials, when encountered, were removed and replaced with suitable on-site or imported material. Prior to backfill, the bottom of over-excavations observed consisted of Santiago Formation or previous engineered fill material and found to be generally firm, unyielding, and free of standing water and/or loose deleterious materials as encountered in our GER. Backfill was placed in approximately 8-inch-thick loose lifts, moisture conditioned as needed, and compacted. Field density test was performed on compacted fill and the results indicated that the fill had a moisture content within 3 percent of optimum and a dry density equal to or greater than 90 percent of the laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). 4.2 Footing Excavations Footing excavations were performed with a backhoe bucket fitted with a smooth steel plate welded across the bucket teeth to reduce the potential for disturbance during excavation and to provide a smooth bearing surface. Footing excavations were observed by the geotechnical consultant prior to the placement of forms, reinforcement, and concrete. Footing subgrades were found to be firm, unyielding, free of loose material, ponded water, and debris prior to the placement of reinforcement and concrete. Denisty Testing was performed at footing excavation bottoms to confirm the engineered fill had dry density equal to or greater than 90 percent of the laboratory maximum dry density. 4.3 Interior Utility Trenches Installation of electrical lines and conduits required excavation of trenches to depths between approximately 4 to 6 feet. Trench excavation bottoms were approximately 2 to 3 feet wide and found to be generally firm, unyielding, and free of loose material. Installation of 2-inch and 6-inch diameter PVC sanitary sewer lines required excavation of trenches to depths of approximately 2 to 10 feet. Trench bottom subgrades were approximately 2 to 3 feet wide and found to be generally firm, unyielding, and free of loose material. Backfill associated was placed on top of the shading and bedding in approximate 8-inch-thick loose lifts, moisture conditioned, and compacted with a sheeps-foot wheel. Field density test was performed on compacted backfill and results indicated that moisture content was within 3 percent of optimum moisture content and dry densities equal to or greater than 90% of maximum dry density as determined by ASTM D1557 (Modified Proctor). 4.4 MSE Walls Construction Construction of the MSE walls required excavation, subgrade preparation, placement and compaction of structural fill, installation of geogrid reinforcement, and of drainage pipe. Subgrade was probed and found to be firm, unyielding, and free of loose material. As-Built Geotechnical Compaction Report Page 5 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 Engineered fill was placed in approximately 6- to 8-inch-thick loose lifts with a skid-steer loader and compacted with a sheep-foot roller. Within 18-inches of the face of wall, a tamping rammer was used to compact the soil. Geosynthetic reinforcement was placed at the required elevations and to the required lengths ranging from 6- to 15-feet in length. After the engineered fill was moisture conditioned and compacted, field density test was performed using a nuclear gauge in accordance with ASTM 6938. Test results indicated that the compacted fill had moisture content within 2- to 3- percent of optimum and dry densities equal to or greater than 95 percent of laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). 4.5 Stormwater Detention System Below-grade Stormwater detention systems required excavation, subgrade preparation, and placement of compacted fill. Prior to rock base placement at the bottom of excavation, subgrade was probed and found to be firm, unyielding, and free of loose material. Approximately 6-inches of crushed rock was placed at the bottom of the sump pit excavations and approximately 2-feet of imported gravel was placed in areas surrounding the sump pits. Backfill on top of the stormwater detention systems was placed in approximately 8-inch-thick loose lifts and compacted. Field density test was performed on the compacted backfill and the results indicated that the backfill had moisture content within 3 percent of optimum and dry densities equal to or greater than 90 percent of the laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). 4.6 Oil/Water Separator Tank Below-grade oil/water separator tank required excavation, subgrade preparation, and placement and compaction of engineered fill. Prior to rock base placement at the bottom of excavation, subgrade was probed and found to be firm, unyielding, and free of loose material. Approximately 3- inches of clean crushed ¾-inch rock was placed at the bottom of the excavation. Backfill on top of the oil/water separator tank was placed in approximately 8-inch-thick loose lifts and compacted. Field density test was performed on the compacted backfill and the results indicated that the backfill had moisture content within 3 percent of optimum and dry densities equal to or greater than 90 percent of the laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). 4.7 Storm Drain Lines Installation of 10- to 60-inch-diameter polyvinyl chloride (PVC) storm drain lines required excavation of trenches to depths of approximately 10- to 15-feet. Trench excavation bottoms were approximately 2- to 4-feet wide. Trench subgrade was probed prior to placement of bedding and found to be generally firm, unyielding, and free of loose material. Backfill material was placed in approximately 8-inch-thick loose lifts, moisture conditioned as needed, and compacted. Field density test was performed on the compacted backfill and the results indicated that the backfill had moisture content within 3 percent of optimum and dry densities equal to or greater than 90 percent of the laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). As-Built Geotechnical Compaction Report Page 6 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 4.8 Sanitary Sewer Installation of 6- to 8-inch-diameter PVC sanitary sewer required excavation of trenches to a depth of approximately 2- to 10-feet. Trench excavation bottoms were approximately 2- to 3-feet wide and found to be generally firm, unyielding, and free of loose material. Bedding and shading consisted of placing approximately 6- to 12-inches of imported sand. Backfill associated with sanitary sewer and waste lines was placed in approximately 8-inch-thick loose lifts, moisture conditioned as needed, and compacted. Field density test was performed on the compacted backfill and found that the backfill had moisture content within 3 percent of optimum and dry densities equal to or greater than 90 percent of maximum dry density, as determined in ASTM D1557 (Modified Proctor). 4.9 Potable Water Installation of 3- to 6-inch-diameter PVC potable water required excavation of trenches to depths approximately 4- to 6-feet. Trench excavation bottoms were approximately 2- to 5-feet wide. Trench subgrade was probed and found to be firm, unyielding, and free of loose material. Bedding and shading consisted of placing imported sand approximately 6- to 8-inches in thickness. Backfill was placed above shading in approximately 8-inch-thick loose lifts and compacted. Field density test was performed on the compacted backfill and the results indicated that the backfill had moisture content within 3 percent of optimum and dry densities equal to or greater than 90 percent of the laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). 4.10 Fire Water Installation of 6- to 8-inch-diameter PVC potable water, 12-inch-diameter PVC fire water, and 4-inch- diameter PVC irrigation water lines required excavation of trenches to depths approximately 4- to 6- feet. Trench excavation bottoms were approximately 2- to 5-feet wide. Trench subgrade was probed and found to be firm, unyielding, and free of loose material. Bedding and shading consisted of placing imported sand approximately 6- to 8-inches in thickness. Backfill was placed above shading in approximately 8-inch-thick loose lifts and compacted. Field density test was performed on the compacted backfill and the results indicated that the backfill had moisture content within 3 percent of optimum and dry densities equal to or greater than 90 percent of the laboratory maximum dry density, as determined by ASTM D1557 (Modified Proctor). 4.11 Onsite Pavement Improvements 4.11.1 Materials Materials used for the pavement improvements include the following: • Cement treated subgrade soils (Sample 5) • Cement treated aggregate base (Mirimar Plant) • Aggregate base • Geogrid fabric Laboratory tests results for the soil-cement mixture and aggregate base are included in Appendix A. As-Built Geotechnical Compaction Report Page 7 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 4.11.2 Subgrade Preparation Subgrade within the asphalt and concrete pavement areas was cement treated to a minimum depth of 12-inches. The subgrade soils were processed with a pulverizing mixing machine, moisture conditioned, mixed with either 6 or 8 percent of Type II Portland Cement, and compacted. The cement treated subgrade was compacted to 95 percent of the laboratory maximum dry density as determined by ASTM D1557 (Modified Proctor). Subgrade within sidewalk and curb and gutter areas within the Site was compacted to a minimum of 90 percent of the laboratory maximum dry density as determined by ASTM D1557 (Modified Proctor). Where subgrades were observed to be soft and oversaturated, the subgrade was removed and replaced with aggregate base and compacted to a minimum of 95 percent of the laboratory maximum dry density as determined by ASTM D1557 (Modified Proctor). 4.11.3 Geogrid Subgrade Stabilization A 20-ft by 20-ft area of concrete driveway approach at Eagle Drive entrance required subgrade stabilization due to becoming oversaturated from rainy weather. Subgrade conditions were found to be soft and yielding under compaction equipment. To stabilize the subgrade and provide a working platform for compaction equipment, the contractor placed Mirafi BXG 110 to stabilize the subgrade. Geogrid was installed within an approximate 20-ft by 20-ft square area and with minimum 6-inch overlaps. See Figure 5 for limits of area. 4.11.4 Base Placement and Compaction Aggregate base (AB) was placed for asphalt pavements and hardscapes. The AB was placed in approximately 6-inch-thick loose lifts and moisture conditioned to within 3 percent of optimum moisture content and compacted to a minimum of 95 percent of the laboratory maximum dry density as determined by ASTM D1557 (Modified Proctor). 4.11.5 Cement Treated Base Placement and Compaction Cement Treated base (CTB) was placed, moisture conditioned, and compacted under concrete pavement only adjacent to the Eagle Drive driveway entrance. A minimum of 12-inches of CTB was placed in the approximate limits shown on Figure 5. The CTB was placed in approximately 6-inch- thick loose lifts and moisture conditioned to within 3 percent of optimum moisture content and compacted to a minimum of 95 percent of the laboratory maximum dry density as determined by ASTM D1557 (Modified Proctor). 4.11.6 Asphalt Concrete (AC) Placement and Compaction Asphalt Concrete (AC) was placed and compacted within pavement areas. Asphalt was placed in approximately 2-inch-thick lifts and compacted to a minimum of 95 percent of the laboratory average density as determined by ASTM D2726. Temperature checks of the AC were taken periodically during placement with readings ranging between approximately 270- and 340-degrees Fahrenheit. As-Built Geotechnical Compaction Report Page 8 of 8 Raceway Industrial 3125 Lionshead Avenue, Carlsbad, California Langan Project No.: 700086703 5.0 CONCLUSION Based on our observations described herein, we conclude that the geotechnical aspects of the rough and precise grading were observed to be in general accordance with the intent of the geotechnical recommendations on our GER, the project plans and specifications, grading codes of the City of Carlsbad. 6.0 LIMITATIONS The conclusions presented in this report are opinions based upon site conditions as they were exposed during earthwork and assume that the materials exposed are representative of subsurface conditions within the subject area. Although not anticipated, materials adjacent and/or beneath those observed may have different characteristics. No warranty is expressed or implied. The presence of the geotechnical consultant at the site was to provide the owner with a source of professional advice, opinions and recommendations based upon testing and observations of the contractor’s work, and did not include superintending or supervision of the contractor’s work.
