Carlsbad Residential Traffic Management Program Projects Update (Districts -All)
This memorandum provides an update to a previous Council Memorandum dated August 28,
2025 (Attachment A) on the Carlsbad Residential Traffic Management Program (CRTMP) projects.
Background
In the previous Council Memorandum dated August 28, 2025 (Attachment A), it outlined the
seven residential streets being considered for Phase II of the CRTMP. It also indicated that the
proposed CRTMP 2025 update would be presented to the Traffic Safety & Mobility Commission
(TS&MC) in October 2025, with a recommendation to the City Council for consideration and
adoption.
The proposed revisions to the CRTMP are being developed to incorporate industry best practices
and balance traffic safety, emergency response and enforcement needs.
Discussion
After further consideration and discussion, staff will continue to review traffic calming programs
from other cities or agencies to identify the latest industry best practices. Additional time is
needed to research and develop appropriate traffic calming strategies for Carlsbad moving
forward; hence, a draft update was not presented to the TS&MC at its meeting on October 6,
2025.
At the TS&MC meeting on October 6, 2025, staff presented the Phase II CRTMP project for the
road segment on Unicornio Street from El Fuerte Street to Rancho Cortes in Council District 3.
The TS&MC voted in support of staff's proposed recommendation to the City Council 5-1-0-1
(with Commissioner Kohl voting no and Commissioner Proulx absent). Staff will present this
project for the City Council's approval at a future meeting.
Since the road segment on Celinda Drive from Carlsbad Village Drive to Chestnut Avenue in
Council District 1 had traffic calming measures that were previously presented at a neighborhood
meeting, staff plan to continue with scheduling a follow-on neighborhood meeting in the fall.

Next Steps
Staff will continue to work on updating the CRTMP. Once the draft is finalized, staff will present
the proposed revisions to the TS&MC for feedback, public input and recommendations and
subsequently to the City Council for consideration and adoption.
For the Unicornio Street Phase II proposed project, staff will schedule an item for the City
Council's approval at a future meeting.
For the Celinda Drive Phase II proposed project, staff will schedule a neighborhood meeting in
the fall, which will be followed by a support survey mailer to the affected residents.

This memorandum provides the status of seven residential streets being considered for Phase II
of the Carlsbad Residential Traffic Management Program (CRTMP) while staff are concurrently
revising the CRTMP, which is expected to be completed by the end of 2025.
Background
The CRTMP was developed in 2001, and subsequently revised in 2011, to address safety and
speeding concerns on residential streets. It is an ongoing program and is initiated when staff
receive a complaint or concern about speeding on residential streets.
The CRTMP is a three-phased program that offers traffic calming solutions in a phased approach.
Phase I:
Using less intrusive measures, the program focuses on education, enforcement and engineering
strategies:
• Police presence and enforcement
• Engineering tools such as speed limit signs, warning signs, pavement legends and
temporary speed feedback signs
Phase II:
If Phase I tools are found to be insufficient and the speed of the street is measured to be 32 miles
per hour (mph) or higher, staff will develop a plan that addresses resident concerns using cost-
effective traffic calming tools suggested in the CRTMP.
Community support of the proposed plan by mail survey is required to move the project to
implementation.
Phase 111:
If the implemented Phase II solutions do not adequately address the reported issues, residents
can request Phase Ill of the CRTMP. Phase Ill utilizes more complex traffic calming strategies to
address speeding concerns.

Phase Ill of the CRTMP has not been initiated or implemented on any street in the city since the
CRTMP's adoption. This has been due to the effectiveness and success of the traffic calming
measures utilized in Phase II.
Discussion
There are seven residential streets that are being considered for CRTMP Phase II. Four of the
streets have a measured critical speed at/or exceeding the 32-mph threshold for CRTMP Phase II,
and the other three streets have a measured critical speed lower than the 32-mph threshold but
have been granted an exception by the Traffic Safety & Mobility Commission (TS&MC) to be
eligible for CRTMP Phase II, as shown in Table 1.
Among the seven residential streets, Unicornio Street is the only street that has started the
Phase II process. Staff held a neighborhood meeting with the residents of Unicornio Street in
April 2025 and finalized a traffic calming plan with two speed cushions to address residents'
speeding concerns. The residents have supported the proposed traffic calming plan as measured
by a mail survey. The other six streets on the list have not moved to the Phase II process yet.
Concurrently, staff have been working on updating the CRTMP to better reflect the latest
industry practices and balance the needs for traffic safety, emergency response and enforcement
efforts.
Staff's proposed actions for the seven residential streets being considered for Phase II of the
CRTMP are provided in Table 1.

Next Steps
Staff plan to present the proposed CRTMP 2025 Update to the Traffic Safety & Mobility
Commission in October 2025 for feedback and recommendations and subsequently to the City
Council for consideration and adoption.
Staff will prepare the design plans and construction package for the implementation of two
speed cushions on Unicornio Street. Sufficient funds are available for this project.
