HOUSING COMMISSION
CALL TO ORDER: 4:01 p.m.
ROLL CALL: Chang, Horton, Collins, Berger.
Absent: Ydigoras ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
PLEDGE OF ALLEGIANCE: Chair Chang led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on June 12, 2025
Motion by Commissioner Collins, seconded by Vice-Chair Horton, to approve the minutes as
presented. Minutes carried, 4/0/1 (Ydigoras – Absent).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. CITY COUNCIL LEGISLATIVE SUBCOMMITTEE UPDATE – Receive a presentation regarding the
work of the City Council Legislative Subcommittee and the city’s recent and ongoing
legislative advocacy efforts related to affordable housing and homelessness and provide
feedback as appropriate. (Staff contact: Jason Haber, City’s Manager’s Department)
Recommended Action: Receive the presentation and provide feedback.
Intergovernmental Affairs Director Jason Haber and Council Member Teresa Acosta reviewed a
PowerPoint Presentation (on file with the office of the City Clerk).
Commissioners received the presentation and asked questions, staff responded.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Collins asked Director Mills if the Legislative Subcommittee will be in recess for
the month of August. Director Mills replied yes.
ANNOUNCEMENTS: None.
STAFF COMMENTS: Director Mills announced that the Housing Commission will be dark in
August and September due to the City Council recess and the Citizens Academy. She also

mentioned that the applications for the Citizens Academy are open on a first come first serve
basis to all residents of Carlsbad and announced that some properties with affordable units will
open their waiting list soon.
