Executive Summary The Carlsbad Municipal Code (CMC) established a Housing Commission to advise the City Council on housing related matters. CMC Chapter 2.40 states the Housing Commission shall meet regularly, on days and times established by the commission for the transaction of business. The Housing Commission is being asked to discuss and if needed, revise the meeting time for the remainder of the 2025 Regular Meetings and set the 2026 Regular Meeting schedule. Explanation & Analysis The Housing Commission establishes its Regular Meeting schedule annually by resolution. The Housing Commission asked to discuss and potentially change the meeting time for the remainder of the 2025 Regular Meetings. The following 2025 Regular Meetings are scheduled to start at 4:00 p.m.: Nov. 13, 2025 Dec. 11, 2025 Based on the limited mutual availability of the Housing Commission, staff recommend keeping the meeting times at 4 p.m. If there is a desire to start later than 4 p.m., staff recommend a start time no later than 5 p.m. The Housing Commission is also being asked to discuss and set the 2026 Regular Meeting schedule. HOUSING COMMISSION Oct. 9, 2025 Item #2 Page 1 of 6 Staff recommend the Housing Commission set the 2026 Regular Meeting schedule for the following Thursdays: Jan. 8, 2026 Feb. 12, 2026 March 12, 2026 April 9, 2026 May 14, 2026 June 11, 2026 July 9, 2026 Oct. 8, 2026 Nov. 12, 2026 Dec. 10, 2026 Once again, given the limited mutual availability of the Housing Commission, staff recommend maintaining a 4 p.m. start time. Should there be a preference for a later start, staff recommend beginning no later than 5 p.m. In addition to the above regular meetings, special meetings of the Housing Commission can be called as necessary. Next Steps City staff will publish the Regular Meeting schedule. Fiscal Analysis There is no fiscal impact by this action. Environmental Evaluation The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environmental review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the proposed action to report on are related to the meeting schedule of the Housing Commission, which are an organizational or administrative government activity that does not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. Any subsequent action or direction stemming from the proposed action may require preparation of an environmental document in accordance with CEQA or CEQA Guidelines.
