The property was purchased by the present owner in August 1951.
It was annexed to the City of Carlsbad., in June 1952.
The center portion of the existing building was erected in 1960
under permits granted by the City.
The two wings were added in 1964., again with permits granted by the
City. Early in 1967, I decided for personal reasons, to discontinue
the business, then existing., and to convert th~ building to rentable
small shops, or to rent the entire structure, as is, to a single tenant.
The many years history of its present, use has established the fact that
a community need is being met.
I cannot legally lease the building for commercial use, since., under
the City's Master· Plan, it is now zoned R"".'A.
Because I cannot lease, nor convert the building I am suffering a
large financial lqss each month in taxes, interest and loss of income.
I do not believe the authors of the Master Pban intended to create
unusual hardships on owners. Therefore, to alleviate the present
hardship, approval for the change in zoning is requested.
Change to the proposed zone would not be detrimental in an way to
the surrounding property and there are no deed restriction on the
property for which the zone change is requested.
