SUCH A ZONE CHANGE IS WARRANTED BECAUSE: FOR PARCEL 1, San Diego Pipeline Company is a public utility operating a common carrier petroleum products pipeline tha~ transports gasolines, diesels and jet fuels from the refineries in the Los Angeles area to San Diego area termiiials and U.S. Defense Department installations. The Com- pany docs not own or process any products, but is simply a transporter. Increased d·emand in the service area is reaching a point that will re- '-iuire expansion of our existing system which can only be accomplished by installation of booster pumps. In order to maintain hydraulic balance in the pipeline, it is necessary to locate the booster stations at precise locations. This parcel is located at one of thes·e locations. FOR PARCEL 2. the existing L-C (Limited Control) restricts the minimum lot size to five acres, whereas the total lot size of Parcel 2 is less than five· acres. The proposed R-A-15 zone does not have the five acre minimum lot size. 2. SUCH A ZONE CHANGE WILL BE IN. THE INTEREST OF FURTHERANCE OF PUBLIC WELFARE BECAUSE: FOR PARCEL 1, transportation of petroleum products by pipeline has proven to be the safest, most economical, cleanest and least obtrusive method. As a public utility, San Diego Pipeline Company is obligated to provide present services as well as anticipating and making every effort possible to meet increased consumer demands irt order to protect the public welfare. FOR PARCEL 2, the change from L-C to R-A-15 is presently appropriate to conform with the surrounding property uses. The immediate area is undeveloped and mostly under cultivation 9r laying fallow. 3. THE PERMITTED USES IN THIS PROPOSED RECLASSIFICATION WILL NOT BE DETRIMENTAL IN ANY WAY TO SURROUNDING PROPERTIES BECAUSE: FOR PARCEL 1, the products will not be exposed-to the atmosphere. The pumps are driven by very quiet electric motors. Pumps and equipment will be obscured from view by Rustake ( chain link with redwood slats) fencing in addition to lands- caping with trees and bushes. FOR PARCEL 2, as stated in Item 2 above, R-A-15 more nearly fits the use of surrounding properties. 4~ THE PROPER TY IN THIS APPLICATION IS MORE SUITABLE FOR TH~ PROPOSED ZONE THAN THE EXISTING ZONE BECAUSE: FOR PARCEL 1, it is already designated for public utility use on the City's General Plan. It is bordered on the east by a 150-foot wide San Diego Gas & Electric Company right of way which contains S<J-n Diego Pipeline Company's 10-inch pipeline, a powe.::r transmission line and a 30-inch natural. gas pipeline. By rezoning to P-U instead of L-C, the CUP1s ~verly res_trictive time limitations a3:e removed. Also; P-U is a more stable zone which assures continued future availability of the property for the substantial investment to be made thereon by San Diego Pipeline Co::npany. The booster station must be connected to the existing pipeline, therefo:re, by locating it as close as possible, there is the least distur.;. bance to surrounding area in making the connection. Close proximity of the power transmission line also minimizes installation of electrical power facilities fo:r the booster. station. FOR PARCEL 2, the General Plan of Carlsbad designates the a:rea as 11Travel Service and Traffic Dependent Commercial", however, due to lack of any other development, it is untimely to apply fo:r any other than a Residential-Agricultural zone. The land is presently unused and from all appearances, has not been utilized1for any gain.,for many years. 5.
