(NOVA) prepared this as-graded geotechnical report to summarize the geotechnical observation and testing services NOVA provided during site grading and earthwork construction for the LEGOLAND Parking Structure No. 2 project. NOVA is retained by Merlin Entertainment Group as the geotechnical consultant of record for the project. NOVA’s geotechnical observation and testing services reported herein were provided from March 19, 2024, through March 17, 2025. Based on our observations and testing, it is NOVA’s professional opinion that the soil engineering and engineering geologic aspects of the grading and earthwork construction were performed in general compliance with the project geotechnical recommendations, the project specifications, and the grading and improvement plans. SITE AND PROJECT DESCRIPTION The project is located in the eastern portion of the existing parking lot for LEGOLAND at One Legoland Drive in Carlsbad, California. The site is bordered by an existing parking structure on the north, The Crossings Drive on the east, and surface parking lots on the south and west. The purpose of the grading and earthwork was to provide a building pad for the four-level, at-grade parking structure and associated improvements. Site improvements included retaining walls, underground utilities, driveways, and walkways. Plate 1 presents an as-graded geotechnical map and site layout. SCOPE OF WORK NOVA provided periodic geotechnical observation and testing services during earthwork construction to observe geologic conditions encountered during grading and document whether the earthwork construction was completed in conformance with the construction documents. NOVA performed the geotechnical observation and testing scope of services outlined below from March 19, 2024, through March 17, 2025. As-Graded Geotechnical Report LEGOLAND Parking Structure No. 2 NOVA Project No. 1024051 May 13, 2025 2 NOVA performed observation and testing as requested by the contractor during site grading operations, installation of a Geopier® Foundation system (herein after referred to as “rammed aggregate piers”) for support of the proposed parking structure, and construction of site improvements (utility backfill, paving, and flatwork). In-place moisture and density testing of compacted fill, backfill, and aggregate base was performed in accordance with ASTM D6938 (In-Place Density and Water Content of Soil and Soil-Aggregate by Nuclear Methods). In-place density testing of asphalt concrete was performed in accordance with ASTM D2950 (Density of Bituminous Concrete in Place by Nuclear Methods). The field density testing was supported by laboratory testing of representative samples of the soils and aggregate base used for fill, backfill, and pavement base in accordance with ASTM D1557 and pavement asphalt concrete in accordance with ASTM D1560. The results of our field and laboratory testing form the basis for NOVA’s professional opinions regarding the relative compaction of the fill, backfill, and pavement materials placed. Daily field reports were prepared at the end of each day summarizing our observations and testing and distributed to the project team. Our services did not include supervision or direction of the actual work performed by the contractors. Plate 1 presents the approximate locations of the density tests. Table I presents the laboratory test results. Table II presents the summary of field density test results. OBSERVED SOIL AND GEOLOGIC UNITS NOVA performed periodic geotechnical observation and testing during site grading and earthwork operations to evaluate conformance with the project geotechnical recommendations and approved construction documents. Our observations indicate that the subsurface conditions are generally consistent with those described in the project geotechnical report (NOVA, 2021). The geologic units encountered during construction consisted of previously placed fill (af1), old paralic deposits, and Santiago Formation. These units were consistent with the geologic units encountered during the geotechnical investigation. The following sections describe the geologic units that NOVA observed. Previously Placed Compacted Fill (af1) Prior to construction, the site was underlain by up to about 40 feet of documented fill (af1) that was placed and compacted during previous grading operations. According to the referenced as-graded report of rough grading (Leighton and Associates, 1998), the fill soils were compacted to at least 90% relative compaction based on ASTM D1557. The upper fill soils, however, were weathered or disturbed and unsuitable for support of the proposed structure or structural fill. Compacted Fill (af2) During earthwork for the project, engineered fill derived from on-site materials was placed and compacted. Compaction was tested in accordance with ASTM D6938 and ASTM D1557. Expansion index testing was performed in accordance with ASTM D4829. As-Graded Geotechnical Report LEGOLAND Parking Structure No. 2 NOVA Project No. 1024051 May 13, 2025 3 Old Paralic Deposits (Qop) Old paralic deposits was observed during remedial grading operations within the approximate southwestern quarter of the site. As observed, these materials consisted of competent clayey sand and sandy clay. Santiago Formation (Tsa) Santiago Formation was encountered at the tip elevations of Geopiers 6 and 11. As observed, the Santiago Formation consisted of competent silty sandstone. CONSTRUCTION SUMMARY General The description of earthwork operations provided in the following subsections reflects observations by NOVA during its presence on-site and may not reflect all work by the contractor. McCarthy Building Companies was the General Contractor. Castle Contracting, LLC was the earthwork subcontractor. Peterson Contractors, Inc. was the specialty subcontractor who installed the rammed aggregate piers. A.O. Reed & Co., Zarp, Inc., Apollo Electric installed the wet and dry utilities. Bens Asphalt, Inc. constructed the pavements. NOVA provided observation of earthwork operations at times requested by the Contractor. The description of earthwork operations provided in the following subsections reflects observations by NOVA during our presence on-site. Site Preparation Site preparation began with clearing and grubbing of the existing vegetation and removal of debris and existing improvements. These materials were exported from the site. Remedial grading beneath the building pad consisted of excavating the existing fill and formational materials to a depth of at least 2 feet below planned finish pad grade elevation. Horizontally, excavations extended about 5 feet outside planned building perimeters. Upon completion of remedial removals, removal bottoms were walked with the grading contractor, and removal elevations and limits were provided to NOVA using the contractor’s GPS grading system. Thereafter, the soils exposed at removal bottoms were scarified and densified to 90% relative compaction. Earthwork Excavated material free of organic and deleterious material was placed as compacted fill. The fill was moisture conditioned to near optimum moisture content, spread in loose lifts of typically 8 inches and compacted until field density tests indicated a minimum of 90% relative compaction after ASTM D1557 (“Modified Proctor’) in accordance with the project specifications. Subgrade soils found to be oversaturated and yielded under the weight of construction equipment were excavated, and Hanes® TerraGrid® RX1200 geogrid was placed on the excavation bottom to stabilize the yielding soils prior to placement of compacted fill. The area of geogrid stabilization is delineated on Plate 1. Figure 1 presents a photograph of the remedial grading operations for the parking structure. Geogrid Placement, April 26, 2024 Ground Improvement Aggregate piers were installed within the limits of the existing fill of the parking structure as shown on the approved plan (see Attachment 3). Aggregate piers were drilled using a track-mounted drill rig equipped with a minimum 24-inch diameter auger. The drilled holes were backfilled with aggregate base material in about 2- to 3-foot-thick lifts. Each lift was compacted by means of a pile driving rig (Cat 316E with hammer). NOVA observed that the aggregate piers were installed with the minimum diameters and to minimum depths as noted on the referenced plan (WGI, 2023). Crowd stabilization testing was performed for 10% of the rammed aggregate piers. Attachment 4 presents a summary of the aggregate pier installation by NOVA. NOVA observed a modulus load test conducted on a non- production element. The test met the minimum requirements in conformance with the approved plans (WGI, 2023) and geotechnical report (NOVA, 2021). Figure 3 presents a photograph of the installation operations for the rammed aggregate piers. Drilling for Rammed Aggregate Piers, April 30, 2024 Foundations NOVA observed soils exposed during excavation for the isolated and continuous foundations for the support of the parking structure. The foundation excavations were observed by NOVA to be properly dimensioned and bearing on either old paralic deposits (Qop) or installed aggregate piers. Retaining Walls Earthwork operations included backfilling portions of the retaining walls for the parking structure first- level ramps. Retaining wall backfill operations consisted of placing soils that were moisture conditioned to near optimum moisture content in relatively thin, uniform lifts. Backfill was compacted to at least 90% relative compaction in accordance with ASTM D1557 (the Modified Proctor). NOVA verified the presence of wall subdrains located near the base of the constructed retaining walls. NOVA was not requested to observe the installation of the subdrain connections, or outlet locations. Figure 4 presents a photograph of the backfilling operations for the first-level ramp retaining walls. Retaining Wall Backfill Operations, Ramp Retaining Wall, December 11, 2023 Utilities NOVA observed backfilling operations for several utility line trenches. Utility backfill was moisture conditioned to near optimum moisture and compacted to at least 90% relative compaction after ASTM D1557 using manually operated reciprocating hammers and a sheepsfoot wheel attached to tracked excavators. Figure 5 presents a photograph of the backfill operations for a storm drain line trench. Utility Trench Backfill Operations, November 4, 2024 Flexible Pavements Asphalt concrete (AC) pavements were placed for the parking structure driveway entrance and over newly installed utilities within The Crossings Drive. The subgrade materials, which consisted of engineered fill previously placed during grading, was scarified, moisture conditioned to optimum moisture content and compacted to at least 95% relative compaction in accordance with ASTM D1557. An approximately 11-inch-thick layer of recycled class II aggregate base was placed, moisture conditioned to near optimum moisture content and compacted to at least 95% relative compaction. An approximately 5-inch-thick asphaltic wearing surface was spread in loose lifts and densified by static rolling. Figure 6 presents a photograph of the paving operations for the driveway leading to the parking structure entrance. Paving Operations, Driveway, March 5, 2025 Flatwork Sidewalks providing access along the parking structure were included within the scope of construction. Flatwork subgrade preparation generally consisted of removing the upper 2 feet of soils from planned subgrade elevation or existing grade, whichever was deeper. The exposed soils were scarified to a depth of 12 inches, moisture conditioned to near optimum moisture content and compacted to at least 90% relative compaction after ASTM D1557. Engineered fill soils were placed to optimum moisture content, then compacted to at least 90% relative compaction after ASTM D1557. CONCLUSIONS AND LIMITATIONS Conclusions Based on our geotechnical observations and testing reported herein, NOVA certifies that the soil engineering and engineering geologic aspects of the grading are in compliance with the approved geotechnical report and the grading plans (Nasland, undated). As defined by Section 6735.5 of the State of California Professional Engineers Act, effective January 1, 2005, the use of the word “certify” or “certification” by a registered professional engineer in the practice of professional engineering or land surveying constitutes an expression of professional opinion regarding those facts or findings which are the subject of the certification, and does not constitute a warranty or guarantee, either expressed or implied. As-Graded Geotechnical Report LEGOLAND Parking Structure No. 2 NOVA Project No. 1024051 May 13, 2025 10 Limitations This report presents opinions, information, and data related to the earthwork at the subject site. Representatives of NOVA conducted testing and made observations at times requested by the contractor during the progress of the construction to evaluate conformance with the project requirements. The testing and observations by NOVA indicate that the earthwork generally conforms with the project’s geotechnical requirements. Results presented herein are only representative of the samples and areas tested. As with any manufactured product, there are statistical variations in the uniformity of an earth fill and in the accuracy of the test used to measure its qualities. As compared with other manufactured products, earthwork usually has wider fluctuations in both the product and the test results. Variations in material properties are inherent in any earthwork operation and should be expected at this site. References to elevations and locations herein were based on surveyors or grade checker stakes in the field and from the project grading plans prepared by Nasland in the grading plan set (Nasland, undated). NOVA did not provide construction surveying services. NOVA has no opinion regarding the accuracy of the elevations or surface geometry with respect to the approved plans. The presence of NOVA personnel during the work progress did not involve any direct supervision of the contractor or his work forces. Professional and technical advice and recommendations were provided to the owner during the conduct of the work, based upon NOVA’s observations and evaluations. Attn: Spencer Yoder syoder@mccarthy.com Re: Rammed Aggregate Pier® Certification Letter Legoland Guest Parking Structure Carlsbad, Ca Geopier Job No. GDC-740 Mr. Yoder, This letter provides verification that the Rammed Aggregate Pier® (RAP) ground improvement system was installed as designed to meet the project performance criteria for the Legoland Guest Parking Structure project in Carlsbad, Ca. A modulus test pier was installed on a non-production element. The modulus test element was installed to a depth of 11 feet below grade with a 2-foot diameter concrete cap placed to a depth of 2 feet over the top of the pier, resulting in a tested pier length of 9 feet. The modulus test results are attached to this letter and indicate a RAP stiffness modulus of 475 pci at 100% design stress of 24,430 psf. The test results exceed the design value of 350 pci, thereby indicating acceptable results. Production elements were installed in a similar manner as the modulus test pier. The locations of production elements were provided by the project surveyor as shown on the Geopier plan sheets. The installation records indicate the construction is in adherence with the specifications and design intent provided in the Design Submittal and on Geopier plan sheet GP0.1 from Western Ground Improvement, Inc. Based on our review of the pier installation records and the modulus test results, the ground improvement system is verified to be constructed as designed.
