APPROVAL OF MINUTES:
Minutes of the Special Meeting held May 1, 2025.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Mayor Blackburn, approved the minutes as
presented. Motion carried unanimously, 2/0
PUBLIC COMMENT: None.
SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS: None.
NEW BUSINESS:
1. CARLSBAD BUSINESS ORGANIZATION AND BUSINESS UPDATES -Receive informational
reports from Carlsbad business organizations, discuss and provide recommendations. (Staff
contact: Matt Sanford, Economic Development Department)
Recommendation: Receive the informational reports and provide feedback.
The subcommittee received informational reports from Carlsbad Village Association
Executive Director Christine Davis, Carlsbad Chamber of Commerce President and CEO Brett
Schanzenbach.
The subcommittee received the reports.
2. VISIT CARLSBAD STRATEGIC PLAN UPDATE -Receive an informational report from Visit
Carlsbad regarding its updated 3-year strategic plan.
Recommendation: Receive the informational report.
Kim Sidorak, President and CEO of Visit Carlsbad reviewed a PowerPoint presentation (on file
in the Office of the City Clerk) identifying the organization's 3-year strategic plan aimed at
positioning Carlsbad as a premier travel destination. The plan emphasizes Carlsbad's unique
brand pillars: wellness, golf, sustainability, and coastal culture and is structured around five
interconnected strategic pillars. These pillars are driven by data, industry trends,
collaboration, and measurable goals.
The subcommittee received the report.

3. ECONOMIC DEVELOPMENT STRATEGIC ACTIONS UPDATE -Receive an informational report
on the implementation of current economic development strategic actions; discuss and
provide recommendations. (Staff contact: Matt Sanford, Economic Development
Department)
Recommendation: Receive the informational report and provide feedback.
Economic Development Manager Matt Sanford and Senior Program Manager Rachel Maltz
reviewed a PowerPoint presentation (on file in the Office of the City Clerk) outlining current
initiatives and updates related to economic development and highlighted key programs,
strategic priorities, and efforts to support business growth and community vitality.
The subcommittee received the report.
SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS:
Subcommittee Member Bhat-Patel requested information related to event venue space.
Subcommittee Member Bhat-Patel requested information on the Blue Zone Certification
process.
Subcommittee Member Bhat-Patel requested information on working with the city's partners in
higher education and secondary schools related to the talent pipeline.
ADJOURNMENT: Mayor Blackburn adjourned the duly noticed meeting at 11:11 a.m.
