And Carlsbad Municipal Code Chapter 18.50 -Water Efficient Landscape Ordinance (WELO). The City's WELO implements the Slate of California Water Conservation in Landscaping Act to reduce water use associaled with irrigation of outdoor landscaping by setting a maximum arnount of water to be applied to landscaping and by designing, installing and maintaining water efficient landscapes not to exceed the maximum water allowance. All construction and installation of landscape items are subject to these guidelines and specifications and the most current City of Carlsbad approved street tree list. All landscape and irrigation shown on the approved landscape exhibit shall be installed and verified by the Public Works Inspector, Landscape Architect or Architect prior lo approval. Landscape exhibit and installation are required to implement approved fire department regulations, codes and standards at the time of project approval. Final landscape exhibit shall accurately shaw place of trees, shrubs and groundcovers. Landscape Architect or Architect shall be aware of utility, sewer, water, gas, storm drain easement and place planting locations accordingly to meet City of Carlsbad requirements. All required landscape areas (including public right of way paralfe! lo Carlsbad Blvd.) shall be maintained by owner. The landscape areas shall be maintained per City of Carlsbad requirements. The landscape contractor is responsible for obtaining al permits necessary for installation prior to beginning work. This includes all building and plumbing permits prior to commencing wall construction and irrigation installation respectively. PRO,JEC.T SITE The contractor is responsible for knowing all site conditions and all underground utilities, pipes, structures, and shall take sole responsibility for replacement costs incurred due to damage during construction. Contractor shall call fur all underground utilities to be marked out in field prior to excavation. Before excavation, verify location of underground utilities. call Dig Alert at 1-800-422-4133. The landscape or irrigation contractor is to verify existing PSI at the job site prior lo installing tho landscape irrigation system. Verltlcation shall be made with the City of Carlsbad Water Utilrties Department (760)-602-2420. The contractor shall no! willfully proceed with construction when it is obvious that discrepancies exist between this plan and actual site conditions and assumes responsibility that any discrepancies are brought to the attention of the owners representative. The contractor shall bear the cost of necessary revisions due to failure to give such notification and no change in contract price will be allowed for actual or claimed discrepancy between existing conditions and those shown on the plan. Developer/ContractorlOwner shall maintain all private landscape improvements for 90 calendar days after installation. Contractor shall obtain an agronomic soils report from a certified lab such as Sunland Analytical. Contractor to submit report to city inspector prior to amending soil. Landscape contractor shall arrange a pre-construction meeting with the Landscape Architect of record and City Public Works Inspector 48 hours in advance of commencing landscape and irrigation installation. The project contractor shall be aware of the City of Carlsbad policy which prohibits trees and structures in utility easements and shall Install the project in accordance with this requirement The contractor shall verify the locations of all easements. Properly mark or stake all easements and verify the scope of work within the easement prior to Installing improvements within any easement. AH graffiti shall be removed with 24 hours of occurrence. Irrigation Notes: An automatic irrigation system shall be installed to provide coverage for all planting areas shown on the plan. Low volume equipment shall provide sufficient water for plant growth with a minimum water loss due to water run off. Irrigation systems shall use high quality automatic control valves, timers, rain sensing devices and other necessary irrigation equipment All components shall be of non-corresive materials. All drip systems shall be adequately filtered and regulated per the manufacturer's recommended design parameters. Rain sensing devices will be installed as required to monitor rain. PVC lateral lines shall be buried 12" minimum below finished grade. All landscape and irrigation improvements shall be installed as per the City of Carlsbad iandscape design guidelines. Contractor to install a new irrigation clock capable of utilizing solar sync or mini click devices. Planting Notes: Generally, planting within the project will be drought tolerant combination of southern California natives and ornamental species. The selection of plant material is based on cultural, aesthetic and maintenance considerations. All planting areas shall be prepared with soil conditioner, fertilizers and appropriate supplements based upon soil samples taken from the site. Groundcovers or bark mulch shall fill in between the shrubs to shield the soil from the sun, evapotranspiration and runoff. All planter areas to be mulched to a 3" depth to help conserve water, lower the soil temperature and help reduce weed growth. The shrubs shall be allowed to grow in their natural form. Plant counts are for the convenience of the Landscape Contractor only. Contractor shall inform owner immediately of any discrepancies between quantities and symbols shown on plan. Tree Notes: Street Trees and Other Trees Shall Be Spaced: A minimum of seven (7) feet from any underground utility. In areas that do not conflict with public utilities. Outside sight distance areas. Inside the public right of way, unless approved otherwise by the City. Trees planted within (5) feet of public sidewalks or other hardscape shall be installed with a root barriers approved by the City. Outside utility easements unless otherwise approved by the City Land Development Engineering Division. Clearing and Grubbing: Landscape Contractor shall remove existing vegetation, trash, clippings, rock and other debris in planting areas. Rake and fine grade all planting areas prior to the commencement of planting operations. Existing landscaping on and adjacent to the site shall be protected in place and supplemented or replaced to meet the satisfaction of the City Engineer. Herbacides/Pesticides: Contractor shall obtain approval by the owner prior to application of any herbicide, insecticide, fungicide or other chemicals to be used on site. Contractor shall abide by all applicable governmental standards regulating the application of any chemicals and shall follow all manufacturer's recommendations. All workers applying such chemicals shall be licensed if required by law. Soil Preparation: Soil Test shall be performed by a soil testing laboratory (Pre-approved by the city). The test shall indicate but not be limited to the following: 1. Organic Matter Content 2. N.P.K 3. PH 4.ED 5. Soil Texture (Silt, Sand, Clay) 6. Recommendations for amendments, leaching and maintenance The results are recommendation of the soil testing laboratory shall be submitted to and approved by the City. Products specified by product name by the soil lab in the recommendations may be substituted with 'or equal' products approved by the city. Imported topsoil (or amended soil as per specification for planted area) must be clean, free or weeds, rocks and debris, and must have a PH range of 5.6 to 7.6. Soil Amendments: All planting areas except slopes shall be prepared by applying the following amendments to the soil and tilling into the top 6" of soil: 3 CU. YD./1000 S.F. Nitrified wood shavings 100 LBS./1000 S.F. Agricultural Gypsum 25 LBS./ 1000 S.F. 12-12-12 Fertilizer Note: Subject to change per soil test recommendations. Organic Mulch: Particle size of the chips shall be between ¾ inch and 2½ inches in size. Provide a 3" layer of bark mulch for all non-turf areas with less than 3: 1 slope. Submit sample to the city inspector for approval prior to "bulk delivery'' to the site. Plant Material: Substitution of plant material will not be permitted without the written approval of the owner. Plants shall be sound, healthy, vigorous plants with normally developed branch and root systems, free from plant disease and insect pests. Plant materials shall conform to nurseryman's standards for size and health. All plants are subject to rejection by the Landscape Architect in substandard in size, quality or health. All trees shall be of adequate caliper to stand without support even though they may be staked. Groundcover plants shall be well-rooted cuttings grown in soil, in flats, and shall remain in those flats until planted. Plant species and variety shall be identified with legible, weatherproof labels (and weather-resistant ink), at least one label per species. Labels shall be used during construction observation. Vines shall be secured to adjacent support structure using vine ties. Contractor shall be responsible for damage to plant material due to negligence or irrigation system failure during construction or during specified maintenance period. Fertilizer: Trees and shrubs shall be fertilized at the time of planting with 21 -Gram Agriform tablets at the following rates: 1 Gal. -1 tab. 5 Gal. -3 tabs. 15 Gal. -5 tabs. 1 Tablet per each 6" of boxed tree size Groundcovers (5 gram 20-10-5 tablet) Post planting fertilization shall be performed by contractor at 30, 60 and 90 days after planting. Plant Installation: Irrigation system shall be fully operational and all planting areas thoroughly soaked prior to planting. Planting pits shall be twice the container width and equal depth. Planting pits and planters shall be backfilled with existing site soil and¼ (by volume) nitrified top soil mix. Acidic plants shall receive and additional ½ (by volume) peat in backfill mix. Verify tree pit drainage with 24 hour water fill test prior to planting. All boxed trees not draining are to have a 4" diameter auger hole drilled through any hardpan or compacted earth as required to provide drainage in a 24 hour period. Plants shall not be placed within 12" of sprinkler heads. Groundcovers shall be planted using a triangular spacing as noted in legend. All plant material shall be planted so as not to impair proper application of water from the irrigation system. If the plant crown is planted below or settles below, surrounding finish grades, the owner may reject the plant material as being defective. Staking, Guying and Pruning: Contractor shall remove all training stakes and ties from all container stock. Maintain side growth on all trees. Single stake all 5 gallon trees and smaller Double stake all 15 gallon and 24" box trees Guy all trees larger than 24" box. See planting plans and legend for additional pruning instructions. Root Barriers: Root barriers shall be installed adjacent to all paving surfaces where a paving surface is located within 5 feet of a tree's trunk. Root barriers shall extend 5 feet in each direction from the centerline of the trunk, for a total distance of 10 feet. Root barriers shall be 24" in depth. Maintenance: Landscape Contractor shall maintain all plantings for a period of 90 days after city acceptance. All areas shall be kept clean, watered and weed-free. All dead or dying plants shall be replaced during the maintenance period according to the special provisions. The landscape areas shall be maintained per the City of Carlsbad requirements. Contractor shall guarantee plant longevity as follow: All plants less than 15 Gal. in size including groundcover for the duration of maintenance period. All plants greater than 15 Gal. in size for one year beyond the maintenance period. WEED ABATEMENT PROctRAM: 1. All materials and equipment used in sprinkler irrigation work shall be new and without flaws or defects and of quality and performance as specified. Plans: The plans are diagrammatic. All irrigation equipment shall be located in the planting areas and not in paved areas, unless specifically indicated otherwise on the plans. Refer to notes, details, and legends to verify location of equipment. PVC Pipe: Pressure line pipe shall be schedule 40 PVC. Lateral non-pressure pipe shall be PVC schedule 40. Threaded PVC nipples shall be schedule 80 PVC. Pipe shall be marked at intervals with the following information: Manufacturer's name, pipe size, PVC type and grade, and pressure rating in PSI. Socket fittings shall be schedule 40, Threaded fittings shall be schedule 80. Threaded PVC nipples shall be gray in color. Copper Pipe: Copper pipe shall be seamless, type K, Hard drawn tubing. Automatic Controller: Automatic controller shall be of the type and size as indicated on the plans. Controller (if located outside) shall be enclosed in weatherproof corrosion resistant lockable housing. Control Wire: All direct burial control wire shall be #12 AWG, Solid copper, 600 volt, type UF and conform to the standard specifications and drawings and the following wire colors and installation requirements. Water Meter: Water Meter shall be a device that has been approved by the City Water Utilities Department. Backflow Prevention Device: If required the backflow prevention device shall be of the type and size as indicated on the plans. Backflow prevention device shall meet standards set by state of California. Backflow prevention device shall be fitted with resilient seated shut off valves capable of isolating the device from the rest of the sprinkler system. Pressure regulator, remote control valve, gate valve, pvc ball valve, anti-drain valve, quick-coupling valve, shall be of the type and size indicated on the plans. Valve Boxes: For remote control valves: Valve boxes shall be plastic "NDS" or approved equal. Sprinkler Heads: Sprinkler heads shall be of the type and size as indicated on the plans. Sprinkler heads shall be marked with the manufacturer's name, model number, and nozzle number in a position where they may be identified. Installation: Contractor shall not install the sprinkler system until site grading has been completed, and large specimen plants (24" box size) have been planted. Contractor shall prevent damage lo system components during loading, unloading or any activities at the project site. Contractor shall hand trench around roots to pipe grade when roots two inches in diameter or greater are encountered. Keep trenches free of obstructions and debris that would damage pipe. Pipe: PVC Pipe shall be installed in a serpentine manner to allow for expansion and contraction in the trench before backfilling. Solvent-cemented joints shall be made utilizing pvc pipe cleaner, primer, and glue of one manufacturer's and per the pipe and glue manufacturer's recommendations. Contractor shall insure that all PVC pipe is lightly sanded and chemically cleaned down to virgin plastic prior lo priming and gluing. Threaded joints shall be made with two wraps of teflon tape and without recourse to wicks or fillers. Nol more than three threads shall remain exposed on the pipe and nipples. Contractor shall not reuse any solvent -weld or threaded PVC fittings which are disconnected during the course of the work. Red brass pipe and fittings shall be installed with pipe joint compound applied to male end only. Copper pipe and fittings shall be assembled by soldering. All irrigation pressure lines shall have a minimum six inch clearance when crossing other pressure lines, any lateral lines, and lines of other trades. Parallel lines shall not be installed directly over one another. After all piping, risers, and valves are in place and connected, but prior lo installation of sprinkler heads, quick coupler assemblies thoroughly flush piping system under a full head of water. Maintain flushing until all pipes are clear of all foreign matter. After flushing immediately cap all risers. Sleeves: Install Sch. 40 PVC sleeves 2 times the diameter of pipe it is receiving where irrigation lines (main and laterals) are located under paving or cross through any hardscape materials (min. 2" for wire sleeves). Irrigation pipes or sleeves shall not change direction beneath paving. Sleeves shall extend 12" beyond each side of pavement. Backfill: Do not backfill the pressure pipe until the system has been pressure tested and accepted by the City inspector. Backfill shall be free from debris or organic material that may damage pipes or equipment. Compact backfill to a dry density equal to adjacent undisturbed soil in planting areas. Finish grade of backfilled trench shall conform to adjacent areas. Automatic Controller: Contractor shall mount controller as per manufacturer's recommendations. Contractor shall connect remote control valves to controller to correspond with the station numbers as shown on the plans. Controller Wires: Contractor shall place direct burial wires in supply line trenches from the controller to the valves wherever possible. Contractor shall install two spare wires bundled together with the pilot wires. All spare wires shall pass through all the valve box locations serviced by the controller and shall terminate within the controller enclosure. Backflow Prevention Device: Reduced pressure principle backflow preventer shall be installed upstream of remote control valves, and a minimum of 12" above finished grade. All associated reduced pressure backflow prevention devices shall be installed a min. of 4 feet from the edge of any street or driveway. Contractor shall not install any backflow device such that the device is capable of being submerged in water. Pressure Regulator: Contractor shall install pressure regulator with a union. Remote Control Valve: Valves shall be adjusted by the contractor so that a uniform distribution of water is applied by the sprinkler heads to the planting areas for each individual valve system. Valve Boxes: Valve boxes shall be located in planter areas only. Valve boxes shall have proper brick base support and extensions to prevent any settling of boxes. Valve boxes shall be set paralleled with each other and with structures or paving. Globe valve, gate valve & pvc ball valve shall be line sized and as indicated on the plans, shall be installed at each valve Sprinkler Heads: Sprinkler heads shall be installed as shown on the plans. Testing: Pressure Test: Contractor shall test all pressure lines in open trenches under hydrostatic pressure for one hundred twenty-five pounds per square inch prior to backfiling trenches. Contractor shall sustain pressure in lines for not less than four hours and lateral lines at 100 psi for two hours. If leaks develop, contractor shall repair leaking portions and repeat test until entire system is proven water tight. Test may be observed and approved by city inspector and owner if available. Coverage Test: When system is complete the contractor shall perform a coverage lest in presence of the city inspector and owner if available. Contractor shall adjust all irrigation heads to minimize overthrow onto walks, windows, buildings, and parking areas. Guarantee: The entire irrigation system including trench backfill, shall be guaranteed against defects in material and workmanship for a period of one year from the dale of acceptance of the work. Should the contractor fail during the guarantee period to expeditiously correct a defect upon written notification, the owner shall cause the work to be corrected and bill the actual costs incurred to the contractor. Defect corrections shall include the complete restoration of existing improvements that were damaged as a result of the defect. Contractor shall not be responsible for the repair of the sprinkler system due to damage caused by others or vandalism. A reduced copy of the as-built irrigation plan, color coded by stations and laminated in plastic, shall be mounted on the inside of the controller enclosure for maintenance personnel. Potable water will be used for irrigation system. 2. All planted areas are ta be owner maintained. 3. The plants have been selected for their aesthetic value as well for their ability to flourish with the existing soil, wind, water and solar conditions of the site. These plantar well adapted to the Carlsbad climate and do not require an excessive amount of water to retain their lush foliage throughout the year, 4. A soil sample shall be taken from the site ta amend the soil and further improve the plants cultural environment. Ground covers shall fill in between the shrubs to protect the soil form erosion and to reduce evaportranspiration rates. All flowers and shrub beds shall be organically mulched ta help conserve water by lowering the soil temperature, reducing weed growth, and by eliminating direct sunlight . on the soil surface. Replace mulch periodically as it decomposes, The shrubs shall be allowed to take on their natural form and shape to encourage less waler consumption. 5. Proper landscape maintenance can provide bath energy and water conservation through the recycling and reuse of landscape trimmings. Use organic fertilizers and composting to improve soil texture. Occasional pruning of trees and shrubs to remove dead stems promotes blooming and controls height/spread. 6. Irrigation system shall be designed so that all valves shall be connected to an E.T. based automatic controller with multiple start times. Controllers can be overridden by rain sensor devices strategically placed per the manufacturer specifications. Low -flow drip and bubblers shall be used far planter beds. Water in the evening or early morning and avoid irrigating property during the heat of the mid-day sun to reduce the effects of evapotronspiralion. Install check valves as require to prevent low head drainage. Regularly inspect. maintain and adjust irrigation system.
