The construction, addition, or alteration of buildings is governed by the California Contractors License Law
(commencing with Business Professions Code section 7000). The law has an exemption that allows a person
who is not a California Licensed Contractor to construct a single-family residential structure provided they
meet certain requirements. Permits for commercial or industrial projects are only to be issued to California
Licensed Contractors. The city does not accept letters of Property Owner authorization or any other form of
authorization other than the approved Contractor proxy statement below. The signatures on the application,
permit, and licenses will be expected to match. Refer to Form B-16 for other frequently asked questions.

☐I will be in responsible charge for the day-to-day oversight of the construction, which may include
scheduling inspections, receiving notices of failed inspections, permit expirations or revocation
hearings. I hereby authorize the city and its officials, officers, agents and employees to conduct a site
visit of this property as part of the city’s review of this application, making all portions of the interior
and exterior accessible through completion of construction, and in response to any conditions.
☐I understand that State law mandates the Applicant to provide an estimated value of all work
proposed (B-29 form). I hereby certify the construction valuation provided is accurate and includes all
proposed work such as all structural work, finish work, painting, roofing, electrical, plumbing, heating,
air conditioning, elevator, labor costs, and all permanent equipment and systems. If the valuation is
underestimated, the permit may be denied, unless the Applicant can show detailed estimates to meet
the approval of the Building Official.

is interest in proceeding with the same project, a new application will be required and the project will
be subject to new fees and regulations that are in effect at the time the new application is submitted.

application, or the processing thereof, except liability caused by the Indemnified Parties’ sole
negligence or willful misconduct, in which case the indemnity received by the city shall be reduced by

(b) such other amount as may be required by law. This obligation is effective without reference to the

PURPOSE
This checklist is intended to help building permit applicants identify which Climate Action Plan (CAP) ordinance requirements apply to their project. This completed checklist (B-50) and summary (B-55) must be included with the building permit application. The Carlsbad Municipal Code (CMC) can be referenced during completion of this document.

The B-50 checklist was originally developed several years ago to support implementation of the CAP. Recent updates to the California Building Standards Code have imposed newer performance standards on building permit applications. Therefore, the applicant is advised to review all applicable code sections and apply the maximum performance standard,
which may exceed the CAP consistency checklist requirements
Consultation with a certified Energy Consultant is encouraged to assist in filling out this document. Appropriate certification includes, but is not limited to: Licensed, practicing Architect, Engineer, or Contractor familiar with Energy compliance, IECC/HERS Compliance Specialist, ICC G8 Energy Code Specialist, RESNET HERS rater certified, certified
ICC Residential Energy Inspector/Plans Examiner, ICC Commercial Energy Inspector and/or Plans Examiner, ICC CALgreen Inspector/Plans Examiner, or Green Building Residential Plan Examiner.

5. Transportation Demand Management (TDM): Nonresidential ONLY
An approved Transportation Demand Management (TDM) Plan is required for all nonresidential projects that meet a threshold of employee-generated ADT.
City staff will use the table below based on your submitted plans to determine whether your permit requires a TDM plan. If TDM is applicable to your permit, staff will contact the applicant to develop a site-specific TDM plan based on the permit details.
