COMMUNITY-POLICE ENGAGEMENT COMMISSION
Regular Meeting
CALL TO ORDER: 5 p.m.
ROLL CALL: Gish, Novak, Frazee, Zepeda.
Absent: Connolly.
PLEDGE OF ALLEGIANCE: Commissioner Novak led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held April 28, 2025
Motion by Vice Chair Frazee, seconded by Commissioner Novak, to approve the minutes as
presented. Motion carried, 4/0/1 (Connolly – Absent).
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. CITY COUNCIL LEGISLATIVE SUBCOMMITTEE UPDATE: Receive a presentation regarding the
work of the City Council Legislative Subcommittee, the City of Carlsbad Intergovernmental
Affairs Program and the city’s recent and ongoing advocacy efforts related to public safety.
(Staff contact: Jason Haber, City Manager)
Recommended Action: Receive the presentation.
Intergovernmental Affairs Director Jason Haber and Councilmember Teresa Acosta presented
the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
The Commission received the presentation.
2. DRONE PROGRAM: Receive a presentation from Police Lieutenant Shaun Lawton and a Police
Ranger regarding the City of Carlsbad’s Drone Program. (Staff contact: Shaun Lawton, Police)
Recommended Action: Receive the presentation.

3. REVIEW OF SANDAG CJ BULLETIN: PUBLIC SAFETY ALLOCATIONS IN THE SAN DIEGO REGION:
EXPENDITURES AND STAFFING FOR FY 2023-24: Receive an overview from the Assistant Chief
of Police regarding SANDAG CJ Bulletin “Public Safety Allocations in the San Diego Region:
Expenditures and Staffing for FY 2023-24”. (Staff contact: Reid Shipley, Police)
Recommended Action: Receive the overview.
Assistant Chief of Police Reid Shipley presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The Commission received the overview.
4. POLICE CHIEF’S REPORT ON RECENT COMMUNITY EVENTS: Receive a report from the
Assistant Chief of Police regarding recent events in the City of Carlsbad. (Staff contact: Christie
Calderwood, Police)
Recommended Action: Receive the presentation.
Assistant Chief of Police Reid Shipley presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
The Commission received the presentation.
COMMISSION MEMBER COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
This portion of the agenda is for the Commission to make brief announcements, brief reports of
their activities and requests for future agenda items.
Vice Chair Frazee requested that the signature block on the police claim form be made PDF
fillable.
Vice Chair Frazee requested an update at a future commission meeting on the Homeless
Ordinance, specifically regarding office services, shelter and citing consequences, as well as
providing updates as needed.
