RP 86-2 VILLAGE CORNER (GRANT) - Request for
for a minor redevelopment permit to rehabilitate
an existing 1 story retail structure on the north
east corner of Elm Avenue and State Street.
I. RECOMMENDATION
It is recommended that the Design Review Board ADOPT Resolution
No. 0 66 APPROVING RP 8 6-2.
II. PROJECT DESCRIPTION
The applicant is requesting a permit to renovate the existing
8,700 square foot retail building on the north east corner of Elm Ave
and State Street. This building currently has seven retail shops
with frontage on both streets and parking in the rear. The
applicant proposes to extensively renotate and upgrade the
exterior of the structure. Interior revisions will result in a
total of 12 retail spaces. There will be no significant increase
in building area.
The proposed project is located in subarea 1 of the Village
Redevelopment Area. This area has traditionally functioned as
the central business district of Carlsbad. The goal for subarea
1 is to function as a major financial, specialty, commercial
center for the downtown area. Among the encouraged uses are:
Bonifide restaurants, boutiques, retail shops, crafts shops
and specialty shops. As such, the proposed renovation would be
consistent with the goals and compatible with the uses designated
this area.
Staff believes this structure to be a key visual element in the
beautification efforts of the Village Square Area.
Parking for the proposed retail facility will be provided in
the existing lot to the rear of the building. Access is from
Elm Avenue alley entrance or public parking lot to the north.
14 spaces are provided. The 8,700 square feet would require
21 spaces to meet existing ordinance for retail. As all conditions
at the site are existing and this proposal is not an intensification
of the use, staff recommends approving the project with the
existing parking.
Overall, staff believes that the proposed project is consistent
with the goals and objectives of the Village Design Manual and
General Plan and recommends approval of RP 86-2.
III. ARCHITECTURE/DESIGN
The building will be extensively renovated. The exterior facades
will feature canvas awnings, wood build-up columns, small pane
window treatments, stucco wall and new wooden entryways and doors.
The rear elevations will be similarly improved with entryways
to shops off the rear. Colors will be shades of cream and peach
for exterior with wine colored awnings. The architecture would
be a unique old village style and compatible with recent
development in the area.
