Background In March 2022, the City Council formed a resident-led advisory committee to initiate work on the City Council's goal to develop an updated approach to manage growth in a way that maintains an excellent quality of life and ensures compliance with state law. The committee held 15 meetings between March 2022 and April 2023. The committee's recommendations were presented to the City Council on July 18, 2023 (Attachment A). Based on City Council direction at its July 18, 2023, meeting, a program to implement the committee recommendations was approved by City Council on November 19, 2024 (Attachment B). Discussion This memorandum provides a status on the implementation of the tasks approved by City Council. Task Task Description Status 1 Obtain consulting services for Task 3 (update public facility development impact fee) and Task 4 (update local facility management plans) Community Services Branch Community Development Department • Requests for proposals (RFPs) were issued on March 28, 2025, for Task 3 & 4 • Deadline for proposals was June 20, 2025 • RFP and contract for Task 3 o One qualifying bid was received o Contract amount is less than $100,000; therefore, the City Manager is authorized to award the contract (Carlsbad Municipal Code Section 3.28.040) o Contract is anticipated to be awarded by the City Manager in early November • RFP for Task 4 o No bids were received o See status of Task 4 1635 Faraday Avenue I Carlsbad, CA 92008 I 442-339-5088 t Council Memo -Implementation of the Growth Mgmt. Citizens Committee Recommendations November 6, 2025 Page 2 Task Task Description Status Update Citywide Facilities and Improvements Program, General Plan, • Staff are preparing the updates 2 Carlsbad Municipal Code, and City Council • Anticipate presenting to City Council for Policy 43 to implement the committee's recommendations for changes to the public adoption by summer 2026 facility performance standards • Consultant contract to be awarded in November 2025 (see status of Task 1) Evaluate public facility development impact • Evaluation anticipated to be complete by end of 3 fees and update as necessary calendar year 2026 • Any recommended fee updates would be presented to City Council in 2027 • No bids received in response to the RFP • This task is on hold pending the completion of Update the Local Facility Management Task 3 and the updates to Public Facility Master Plans, which will better inform the scope of 4 Plans (LFMPs) for the 2024 Housing updates to the LFMPs Element rezone sites, which are within LFMZs 1, 3, 5, 15, 17, 18, 22 and 23 • Review of LFMPs will be added to the Advance Planning Work Program starting in fiscal year 2026-2027 by existing staff resources; one to two LFMPs a year 2029 Housing Element Update -any necessary changes to the Growth • The city will be required to adopt the 7th cycle Management Program based on: the city's update to the Housing Element within 18 regional housing needs allocation and 5 resulting changes needed to the General months of the San Diego Association of Plan, changed conditions in the city's Governments adoption of its update to the growth, and required updates to facility Regional Transportation Plan by the end of 2029 plans or nexus studies to update fees Next Steps Staff will continue to work on completing the tasks of the implementation program and anticipate returning to City Council as follows: • Spring/Summer 2026: staff recommendation of approval of updates to the Citywide Facilities and Improvements Program, General Plan, Carlsbad Municipal Code, and City Council Policy 43 to implement the committee's recommendations for changes to the public facility performance standards (Task 2}. • Spring/Summer 2027: staff recommendation on updates to public facility development impact fees, if determined appropriate because of consultant evaluation (Task 3}. • Late 2027 or early 2028: update on schedule and scope of work for seventh cycle Housing Element update.
