HOUSING COMMISSION
CALL TO ORDER: 4:00 p.m.
ROLL CALL: Chang, Horton, Berger, Ydigoras.
Absent: Collins. ANNOUNCEMENT OF CONCURRENT MEETINGS: None.
PLEDGE OF ALLEGIANCE: Chair Chang led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held on July 10, 2025
Motion by Commissioner Ydigoras, seconded by Vice-Chair Horton, to approve the minutes as
presented. Minutes carried, 4/0/1 (Collins – Absent).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. ADDITIONAL FUNDING REQUEST OF $500,000 FROM THE HOUSING TRUST FUND FOR WEST
OAKS APARTMENTS – Adopt a resolution recommending that the City Council approve an
additional loan request of $500,000 from the Housing Trust Fund to Chelsae Investment
Corporation for construction of the West Oaks affordable apartment. (Staff contact: Nicole
Piano-Jones, Senior Program Manager)
Recommended Action: Adopt the resolution.
Senior Program Manager Nicole Piano-Jones reviewed a PowerPoint Presentation (on file with
the office of the City Clerk).
Commissioners received the presentation and discussion ensued.
Motion by Commissioner Berger, seconded by Vice-Chair Horton, to adopt Resolution No. 2025-
009. Motion carried, 4/0/1 (Collins – Absent).
2. TIME CHANGE FOR REMAINDER OF 2025 REGULAR MEETINGS AND SETTING 2026 REGULAR
MEETING SCHEDULE – Discuss meeting time and adopt a resolution revising the remainder of
Oct. 9, 2025, 4 p.m.

the 2025 Regular Meetings and adopt a resolution setting the 2026 Regular Meeting
schedule. (Staff contact: Christian Gutierrez, Housing Services Manager)
Recommended Action: Adopt the resolutions.
Minute Motion by Vice-Chair Horton, seconded by Chair Chang, to table Item #2 until the
December meeting. Motion failed, 2/1/1/1 (Ydigoras – No; Horton – Abstain; Collins – Absent).
Housing Services Manager Christian Gutierrez and Director Mandy Mills clarified the resolutions
presented. Commissioners ensued discussion.
Housing Services Manager presented the item. Commissioners received the presentation and
ensued discussion.
Motion by Commissioner Berger, seconded by Vice-Chair Horton, to adopt Resolution 2025-010.
Motion carried, 4/0/1 (Collins – Absent).
Motion by Commissioner Berger, seconded by Commissioner Ydigoras, to adopt Resolution 2025-
011. Motion carried, 3/0/1/1 (Horton – Abstain; Collins – Absent).
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Commissioner Ydigoras shared that information about some new developments in San Diego can
be found online.
ANNOUNCEMENTS: None.
STAFF COMMENTS: Housing Services Manager Christian Gutierrez announced that staff will
provide information on federal funding at a future meeting.
COMMISSION COMMENTARY (continuation of comments):
Commissioner Ydigoras asked for information regarding animal regulations. Director Mills
explained that the City Council is reviewing the related Municipal Codes and that she will
inform the Commission once the meeting date is scheduled.
Chair Chang asked for clarification of SB 79. Director Mills said that there was a Legislative
Affairs presentation at the July Housing Commission meeting and that staff will provide the
Commission with any relevant updates as they become available.
Commissioner Ydigoras congratulated Chair Chang and Vice-Chair Horton on their appointments.
