Recommended Action
Receive a report regarding arts education programs.
Executive Summary
The Library & Cultural Arts Department has several well-established arts education programs
for schools and the community-at-large. This presentation will provide an overview and update
on experiences offered since the June 2025 meeting.
Explanation & Analysis
This fall Cultural Arts presented arts education programs to school-aged children including
Explore More for 2nd grade and Batiquitos ArtVenture for 1st grade students in partnership with
the Batiquitos Lagoon Foundation.
For the first time since before the pandemic, the popular summer camp Club Pelican returned
for three one-week, half-day STEAM camps.
In addition to children’s programs Cultural Arts provides arts enrichment experiences for
people of all ages. The musical group Jarabe Mexicano is the next guest artist residency,
celebrating Dia de los Muertos with the community.
Community Engagement
Staff communicates with all schools within City of Carlsbad boundaries to promote educational
programs, information, and resources. Staff also promotes arts enrichment experiences to the
broader community using city communications channels such as social media listings, posters,
and e-newsletters.

Next Steps
Explore More continues in spring when 3rd grade students will receive a library tour, use of the
gallery space, as well as the opportunity to sign up for a library card. The California History and
Art Program (CH&AP) is for 4th grade students to study California history through artistic
methods in partnership with Parks and Recreation with support from the Friends of Leo Carrillo
Ranch.
Cultural Arts anticipates hosting two Open Studios for every gallery exhibit, contingent on
theme.
Registration for Club Pelican summer camp will be released in spring 2026.
Environmental Evaluation
The proposed action is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(5) and does not require environment review under CEQA Guidelines Section
15060(c)(3) and 15061(b)(3), because the proposed action to receive a report on Community Arts
update is an organizational or administrative government activity that does not involve any
commitment to any specific project which may result in a potentially significant physical impact
on the environment. Any subsequent action or direction stemming from the proposed action
may require preparation of an environmental document in accordance with CEQA or CEQA
Guidelines.
