Oct. 2, 2025, 5:30 p.m.
CALL TO ORDER: 5:30 p.m.
ROLL CALL: Chung, George, Carrillo, Nassiri, Breyer
Absent: Ferone, Clark
INVOCATION: None.
PLEDGE OF ALLEGIANCE: Chair Chung led the Pledge of Allegiance.
APPROVAL OF MINUTES:

Motion by Commissioner Breyer, seconded by Commissioner Carrillo, to approve the minutes as
presented. Motion carried, 4/1/2 (Breyer -Abstain, Ferone, Clark -Absent).
PRESENTATIONS: None.
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING: None.
DEPARTMENTAL REPORTS:
1. DOWDLE STUDIOS PUBLIC ART PROPOSAL: Receive a presentation to introduce a proposed
public art project and receive direction on how to proceed. (Staff contact: Craddock Stropes,
Library & Cultural Arts Department)
Recommended Action: Receive the presentation and recommend next steps.
The Commission received the presentation.
Dowdle Studios shared a PowerPoint presentation (on file in the Office of the City Clerk.)
Commissioner Breyer asked if there is a location in the city where the art piece would go.
Dowdle Studios answered that the city has the ability to choose how the artwork is
displayed.
Commissioner Carrillo asked what Dowdle Studios is projecting for the size of the art
work. Dowdle Studios responded that they start with the original painting and then the
city can decide what they would like -such as a mural, puzzles, coffee mugs, etc.

Commissioner George asked for clarification on what the mural is. Dowdle Studios
clarified that the mural is a print of the original painting and can be laser cut to be an
actual puzzle. Commissioner George asked how the merchandise can be sold. Dowdle
Studios advised that the city has the ability to determine how the merchandise is sold
based on the package the city decides to purchase.
Commissioner Breyer inquired about the licensing of the artwork and does the city
purchase the rights to the image. Dowdle Studios answered that depending on the
package chosen by the city, Dowdle Studios can sell puzzles and other merchandise
though their website or if the city purchases the rights, then only the city has the right to
sell merchandise.
Motion by Commissioner Carrillo, seconded by Commissioner Nassiri, to request a formal
proposal from Dowdle Studios. Motion carried, 5/0/2 (Ferone, Clark -Absent).
2. COMMUNITY ARTS GRANT RECIPIENT REPORT FROM CARLSBAD OCEANSIDE ART LEAGUE:
Receive a report from Community Arts Grant recipient, Carlsbad Oceanside Art League. (Staff
contact: Krystal Roa, Library & Cultural Arts Department)
Recommended Action: Receive the report.
The Commission received the report.
Cheryl Ehlers from Carlsbad Oceanside Art Leage shared a PowerPoint presentation (on
file in the Office of the City Clerk.)
Commissioner Nassiri asked how many people are on staff at COAL. COAL representative
Ehlers advised there are 150 volunteer members on staff who get divided into different
committees that are then assigned to different projects.
3. ARTS & CULTURE MASTER PLAN SUBCOMMITTEE UPDATE: Receive a report and
recommendations from the subcommittee regarding implementation of the Arts & Culture
Master Plan. (Staff contact: Krystal Roa, Library & Cultural Arts Department)
Recommended Action: Receive the report.
The Commission received the report.
Program Manager Krystal Roa shared a PowerPoint presentation (on file in the Office of
the City Clerk.)
Commissioner George asked for clarification on the trail art item and which trails that is
referring to. Commissioner Breyer clarified that has not been established.
Commissioner Breyer explained that they would like to change the Master Plan from 10
years to five years in order to add new items of focus as they arise.

4. FISCAL YEAR 2025-26 WORK PLAN: Discuss and approve the Arts Commission work plan for
fiscal year 2025-26. (Staff contact: Craddock Stropes, Library & Cultural Arts Department)
Recommended Action: Discuss and approve the work plan for fiscal year 2025-26.
The Commission discussed the Fiscal year 2025-26 Work Plan.
Motion by Commissioner Nassiri, seconded by Vice Chair George, to approve the Fiscal
Year 2025-26 Work Plan. Motion carried, 5/0/2 (Ferone, Clark -Absent).
5. APPOINTMENT OF ARTS COMMISSIONER TO BUSINESS OUTREACH SUBCOMITTEE: Discuss
and vote to appoint an additional Arts Commissioner to the Business Outreach
Subcommittee. (Staff contact: Craddock Stropes, Library & Cultural Arts Department)
Recommended Action: Vote to approve addition of an Arts Commissioner to the Business
Outreach Subcommittee.
The Commission discussed the Business Outreach Subcommittee.
Motion by Commissioner Breyer, seconded by Commissioner George to have
Commissioner Breyer step down from the Business Outreach Subcommittee and appoint
Commissioners Chung and Carrillo to the Business Outreach Subcommittee. Motion
carried 5/0/2 (Ferone, Clark -Absent).
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Commissioners make brief announcements, brief reports of their activities and requests for
future agenda items.
CULTURAL ARTS MANAGERS COMMENTS:
Cultural Arts Manager Stropes commented on the following:
• Cultural Arts Manager Stropes thanked the Arts Commission for their work that went into
each agenda item and for their dedication to advancing the arts in many different ways
• October is National Arts and Humanities Month, and the city will celebrate with a
Proclamation presented at the City Council meeting on Oct. 7. Melba Tirado, who is a
Community Arts Grant recipient in the Emerging Artist category, will receive the
Proclamation
• Also at the City Council meeting on Oct. 7, City Council will be considering the final design
for the Veterans Memorial Park final art design, The Ring
• Courtyard Concert series continues on Oct. 11 with Mark Hummel
• On Oct. 18, there will be an Open Studios event
• Oct. 28 will be Front Row Saturday in the Schulman Auditorium with The Corvelles, a
Motown revue

• Jarabe Mexicano will be next in the Guest Artist Residency programming from Oct. 30 to
Nov. 1 with various performances around town and at some local schools in order to reach
all facets of the community
• Explore More for second graders has started in William D. Cannon Art Gallery and the
Batiquitos ArtVentures for first graders has begun at the Batiquitos Lagoon Nature Center
• Community Arts had a presence at Art Walk and welcomed over 400 community members
to do an art project led by the Arts Instructors on Sept. 20 and 21
• The stage will be at the Carlsbad Village Fair on Nov. 2, supporting the live performances
taking place at the event
