exemption allowing for increased signage for the Barons Market grocery store to include an
increase in the number of wall signs, the wall sign area, the wall sign letter height, the
number of monument signs, the monument sign area and the monument sign height
located at 2800 Roosevelt St., in Local Facilities Management Zone 1.
Executive Summary
This item is a request to increase the size and number of commercial signs allowed under the
Village & Barrio Master Plan for a new grocery store currently under construction, Barons
Market.
The grocery store is being built in the Roosevelt Center, a multi-tenant commercial center
between Roosevelt Street and Madison Street, north of Grand Avenue. Among other sign
modifications, the owners of the market are requesting increases in the number of exterior wall
signs, the size of the wall signs, the number of monument signs and the size of the monument
signs, as detailed below.1
The request is being presented to the City Council because sign modifications exceeding
established standards by more than 10% require City Council review and approval under the
Village & Barrio Master Plan.
The Planning Commission considered the application on Oct. 15, 2025, and voted to
recommend the City Council approve the proposed modifications.

Explanation & Analysis
Project description
Barons Market grocery store is constructing tenant
improvements to an existing 14,000-square-foot suite
in the Roosevelt Center. During the processing of their
building permit, the owners expressed interest in
installing signs that deviated from the standards set
forth under the Village & Barrio Master Plan.
Because the tenant improvements did not require
discretionary approval – only a building permit was
necessary –the proposed signs were from the building
permit application so the owners could start work on
the improvements while the sign standards
modification requests was being processed.
The application before the City Council is a standards
modification request to allow additional and enlarged signage than what is permitted under the
Village & Barrio Master Plan, totaling four wall signs and two monument signs. The proposed
sign plans are provided as Exhibit 7. The request includes increases in the following:
•The number of wall signs on the exterior of the building, from one to four
•The letter height for two of the wall signs, from 18 inches to 31 inches
•The total wall sign area exceeding the allotted 122 square feet, to approximately 229
square feet (Wall signage is allowed at a rate of 1 square foot of sign area for each foot of
lease frontage)
•The number of monument signs allowed, from one to two. (There are currently two
existing monument signs on the site that will be replaced2
•The monument sign area, from 24 square feet per sign to approximately 53 square feet
per sign
•The monument sign height, from 6 feet to 6 feet 7 inches
Standards modification process
The standards modification procedures are set forth in Section 2.6.7 of the Village & Barrio
Master Plan. To modify an established design standard, a project applicant has to prove it is
necessary to achieve one or more of the limited purposes outlined in the Village & Barrio
Master Plan. The third listed purpose in the plan states that modifications may be allowed if the
result would “enable a significant public benefit as determined by the decision-making
authority.”

To grant a standards modification, the decision-making authority must make the following
findings:
1.The applicant has provided acceptable evidence to demonstrate the need for
the standards modification and there is no other way to reasonably achieve
one or more of the purposes outlined in Section 2.6.7.B without the
modification.
2.The standards modification is consistent with the goals and policies of the
Master Plan and the vision and intent of the applicable district.
3.The decision-making authority has determined the project provides a
significant public benefit that warrants the granting of the Standards
Modification.
In keeping with the findings included in the Planning Commission resolution (Exhibit 4), staff are
recommending these findings be made for the requested modifications. The existing signage
standards for the Village do not adequately accommodate larger tenants like Barons Market,
making the modification necessary to ensure effective identification and wayfinding consistent
with the comparable flexibility allowed under the Carlsbad Municipal Code.
The proposed modifications also support the goals of the Village & Barrio Maser Plan by
enhancing visibility for Barons Market, a key community-serving anchor tenant. As the only
grocery store anticipated within the plan area by 2026, Barons Market will provide essential
daily goods and contribute to the Village’s vibrancy. Overall, enhanced signage advances the
Village & Barrio Maser Plan’s policies promoting accessibility, active streets and a cohesive
Village Center.
Planning Commission
The Planning Commission considered the project on Oct. 15, 2025, and voted 6-1 to
recommend approval of the requested sign standard modifications to the City Council. No
speakers provided comments at the hearing. The Planning Commission’s minutes are available
as Exhibit 3, and its resolution is provided as Exhibit 4.
During discussion, commissioners raised comments over the height of the monument signs and
the total wall sign area proposed. As staff explained,
•The tenant space is oriented toward the parking lot away from Roosevelt and Madison
Street, and 230 feet north of Grand Avenue. The increased height and sign area will
provide better wayfinding for a vital community use for pedestrians, cyclists and
motorists.
•The stopping sight distance at both driveways has been plotted on the plans,
demonstrating compliance with City of Carlsbad Engineering Standards to ensure the
monument signs do not pose a sight distance concern.3
•The additional wall sign area is spread across four wall signs for the business. The
signage includes two approximately 55-square-foot wall signs on adjacent elevations of

the parapet extension at the southeastern corner of the building and a 100-square-foot
non-illuminated logo sign that wraps around the corner of the building.
•The eastern elevation sign will help to locate the grocery store for people traveling
south on Madison Street, and the south facing sign and logo aids in identifying the
business to residents, employees, and visitors traveling north on Madison Street and
from Grand Avenue.
Public notification
A public notice of this meeting, as well as for the Planning Commission hearing, was mailed to
property owners within 600 feet of the project site and posted, consistent with the
requirements of Carlsbad Municipal Code section 21.54.060.
Information regarding public notification of this item such as mailings, public hearing notices
posted in a newspaper of general circulation, and on the city’s website are available in the
Office of the City Clerk.
One comment was received in opposition to this project, opposing the increased signage
request and recommending the applicant be required to redesign their signage proposal to
comply with current code. The comment notes that approval of the standards modification
request could signal a lack of commitment to maintaining the Village’s architectural integrity.
The correspondence is provided as Exhibit 6.
Fiscal Analysis
There is no direct fiscal impact associated with this request.
Next Steps
If the City Council approves the standards modification request, the next steps for development
will be for the applicant to obtain approval of a sign permit and building permit for the
proposed signage. If approved, the site development plan will expire in three years unless
building permits are issued for the signs.
Environmental Evaluation
The California Environmental Quality Act (CEQA) requires agencies to be aware of the
environmental effects of their proposed actions, to give the public an opportunity to comment
on environmental issues, and to avoid or reduce significant environmental impacts when it’s
feasible to do so. Prior to final action on the project, an environmental determination shall be
made by the City Council as part of the approval action to ensure agency compliance with
CEQA. The CEQA Guidelines (California Code of Regulations Title 14, Division 6, Chapter
3)establish certain project types as being exempt from CEQA. One of those exemptions, set
forth in CEQA Guidelines Section 15311 – “Accessory Structures.” Section 15311 exempts the
construction of minor structures accessory to existing commercial facilities including on-
premise signs.
The project consists of a site development plan for a standards modification request to allow
additional and enlarged signage, totaling four wall signs and two monument signs, for a grocery
store located within an existing multi-tenant commercial development.
Staff have reviewed the scope of the project and finds that the project is categorically exempt
from the requirement for the preparation of environmental documents as a sign project. The

draft notice of exemption (Exhibit 5) demonstrates that the project qualifies for the exemption
and that none of the exceptions to categorical exemptions listed in the CEQA Guidelines Section
15300.2 or Chapter 19.04 of the Carlsbad Municipal Code have been triggered.

WHEREAS, the City Council of the City of Carlsbad, California has determined that pursuant to
the provisions of the Municipal Code, the Planning Commission did, on Oct. 15, 2025, hold a duly
noticed public hearing as prescribed by law to consider Site Development Plan, SDP 2025-0006, as
referenced in Planning Commission adopted Resolution No. 7556 recommending to the City Council
that it be approved; and
WHEREAS the City Council of the City of Carlsbad held a duly noticed public hearing to consider
said site development plan; and
WHEREAS, at said public hearing, upon hearing and considering all testimony and arguments, if
any, of all persons desiring to be heard, the City Council considered all factors relating to the site
development plan and determined that there is significant public benefit as required under the
Standards Modification section of the Village & Barrio Master Plan to allow additional signage to
encourage this vital use.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.Compliance with California Environmental Quality Act. The proposed action to install
additional and enlarged signage, totaling three wall signs and two monument signs, for
a grocery store located within an existing multi-tenant commercial development is
categorically exempt from environmental review under CEQA Guidelines section 15311
(Class 11 – Accessory Structures) because the project is the installation of signs for
existing commercial facilities. No exceptions to the categorical exemption as set forth in

CEQA Guidelines Section 15300.2 or Carlsbad Municipal Code Section 19.04.070(C)
apply. The notice of exemption will be filed with the Recorder/County Clerk within five
days after project approval by the decision-making body.
3. That the recommendation of the Planning Commission for the approval of Site
Development Plan, SDP 2025-0006, is adopted and approved, and that the findings and
conditions of the Planning Commission contained in the Planning Commission adopted
Resolution No. 7556 on file with the City Clerk and incorporated herein by reference,
are the findings and conditions of the City Council, with modifications and clarification
as follows:
a. The maximum wall sign number is 3, with the sign facing Madison Street being
removed; and,
b. The maximum letter height for wall signs is 18 inches.
4. This action is final the date this resolution is adopted by the City Council. The Provisions
of Chapter 1.16 of the Carlsbad Municipal Code, “Time Limits for Judicial Review” shall
apply:
“NOTICE”
The time within which judicial review of this decision must be sought is governed by Code of Civil
Procedure, Section 1094.6, which has been made applicable in the City of Carlsbad by Carlsbad
Municipal Code Chapter 1.16. Any petition or other paper seeking review must be filed in the
appropriate court not later than the ninetieth day following the date on which this decision becomes
final; however, if within ten days after the decision becomes final a request for the record is filed with
a deposit in an amount sufficient to cover the estimated cost or preparation of such record, the time
within which such petition may be filed in court is extended to not later than the thirtieth day following
the date on which the record is either personally delivered or mailed to the party, or his attorney of
record, if he has one. A written request for the preparation of the record of the proceedings shall be
filed with the City Clerk, City of Carlsbad, 1200 Carlsbad Village Drive, Carlsbad, CA 92008.

inches. Development of the grocery store is a permitted use under the Master Plan and therefore not a
project under the California Environmental Quality Act. None of the exceptions to use of exemptions
under CEQA Guidelines 15300.3 or Title 19 of the Carlsbad Municipal Code apply to this action.

Reasons why project is exempt: The project is a request for a standards modification to allow four wall
signs and two monument signs in an existing multi-tenant commercial development. Class 11 of the CEQA
Categorical Exemptions, Section 15311 Accessory Structures, exempts the construction of minor
structures accessory to existing commercial facilities including on-premise signs.
Exceptions to Exemptions
CEQA Section 15300.2 – Exceptions
Planning staff evaluated all the potential exceptions to the use of Categorical Exemptions for the proposed
project (in accordance with CEQA Guidelines Section 15300.2) and determined that none of these
exceptions apply as explained below:
a.Location. “Classes 3, 4, 5, 6, and 11 are qualified by consideration of where the project is to be located
- a project that is ordinarily insignificant in its impact on the environment may in a particularly sensitive
environment be significant. Therefore, these classes are considered to apply in all instances, except
where the project may impact on an environmental resource of hazardous or critical concern where
designated, precisely mapped, and officially adopted pursuant to law by federal, state, or local
agencies.”
Response – The project location is not considered to be a particularly sensitive environment due to
the site not being located within an existing or proposed Hardline Conservation Area or Standards
Area of the Habitat Management Plan. Additionally, the project site has been previously developed.
Therefore, the project will not have an impact on an environmental resource of hazardous or critical
concern.
b.Cumulative Impact - “All exemptions for these classes are inapplicable when the cumulative impact of
successive projects of the same type in the same place, over time is significant.”
Response – The proposed project consists of installation of four wall signs and two monument signs.
There is no evidence of past, present, or reasonably foreseeable projects of the same type in the
same location that, when considered together, would result in a significant cumulative impact. The
limited scope and nature of the proposed signage improvements are not anticipated to contribute to
cumulative impacts over time. Therefore, the cumulative impact exception does not apply.
c.Significant Effect - “A categorical exemption shall not be used for any activity where there is a
reasonable possibility that the activity will have a significant effect on the environment due to unusual
circumstances.”
Response – There are no unusual circumstances that would have a significant impact on the
environment due to the Project. The Project does not involve any unusual circumstances. In regard to
biological resources, the Project is not located within an existing or proposed Hardline Conservation
Areas or Standards Areas of the Habitat Management Plan.
d.Scenic Highway - “A categorical exemption shall not be used for a project which may result in damage
to scenic resources, including but not limited to, trees, historic buildings, rock outcroppings, or similar
resources, within a highway officially designated as a state scenic highway. This does not apply to
improvements which are required as mitigation by an adopted negative declaration or certified EIR.”

Response – Roosevelt Street and Madison Street are not considered historical and scenic corridors
throughout Carlsbad and are not highways officially designated as State Scenic Highways, nor is the
project visible from a Carlsbad historical or scenic corridor or State Scenic Highway. Due to the limited
scope and nature of the proposed signage improvements implementation of the project will result in
a similar visual condition compared with a no project scenario.
e.Hazardous Waste Site - “A categorical exemption shall not be used for a project located on a site which
is included on any list compiled pursuant to Section 65962.5 of the Government Code.”
Response – The Project site is not identified on the Department of Toxic Substance Control geoportal
map as a Cleanup, Hazardous Waste, or Inspection site. Furthermore, there is no indication that the
site has had any previous uses associated with hazardous materials, such as dry-cleaning or gas station.
f.Historical Resources - “A categorical exemption shall not be used for a project which may cause a
substantial adverse change in the significance of a historical resource.”
Response – The project involves installation of four wall signs and two monument signs. The proposed
signage would not result in a substantial adverse change in the significance of a historical resource.
Therefore, the historical resources exception does not apply.
Carlsbad Municipal Code Section 19.04.070(C) - Exceptions
Exceptions. Even though a project may otherwise be eligible for an exemption, no exemption shall apply
in the following circumstances:
1.Grading and clearing activities affecting sensitive plant or animal habitats, which disturb, fragment or
remove such areas as defined by either the California Endangered Species Act (Fish and Game
Code Sections 2050 et seq.), or the Federal Endangered Species Act (16 U.S.C. Section 15131 et seq.);
sensitive, rare, candidate species of special concern; endangered or threatened biological species or
their habitat (specifically including sage scrub habitat for the California Gnatcatcher); or
archaeological or cultural resources from either historic or prehistoric periods;
Or
2.Parcel maps, plot plans and all discretionary development projects otherwise exempt but which affect
sensitive, threatened, or endangered biological species or their habitat (as defined above),
archaeological or cultural resources from either historic or prehistoric periods, wetlands, stream
courses designated on U.S. Geological Survey maps, hazardous materials, unstable soils, or other
factors requiring special review, on all or a portion of the site. (Ord. NS-593, 2001)
Response – The Project, consisting of four wall signs and two monument signs, is proposed on a site
developed with existing commercial buildings and landscaping. The site is fully urbanized, contains
only ornamental and non-native landscaping, and provides no habitat value for sensitive, rare,
threatened, or endangered species. The project would not disturb sage scrub, wetlands, or stream
courses. The site is not identified as containing unstable soils, hazardous materials, or other conditions
requiring special review. Therefore, the exceptions listed under CMC Section 19.04.070(B)(1) and (2)
do not apply.

While we support and look forward to the opening of Barons Market, we oppose its petition
for increased signage. We urge the Planning Commission to send the petition back to the
petitioner to reduce, redesign, and resubmit and follow the guidelines within the Village
Master Plan. The petitioner should reduce the number of monument and wall signs and
comply with the City's signage code requirements. As provided in the petition, if the
petition is approved, the Planning Commission will signal to other applicants that the
Commission is not committed to maintaining architectural integrity in the Village.

I disagree with City Manager's Recommendation to take public input, close the public hearing and
adopt the resolution.
First of all, why even bother with public input when you seem to have already decided to approve their
gigantic signage? That's kind of disingenuous, to say the least.
Secondly, Barons does not need a gigantic sign that will 1. call more attention to it than a similar
business in the same location and 2. this opens the door to every other business to enlarge their sign to
billboard size and thus cement the low class vibe that's growing in Carlsbad.

3. That the recommendation of the Planning Commission for the approval
of Site Development Plan, SDP 2025-0006, is adopted and approved, and
that the findings and conditions of the Planning Commission contained in
the Planning Commission adopted Resolution No. 7556 on file with the City
Clerk and incorporated herein by reference, are the findings and conditions
of the City Council, with modifications and clarification as follows:
a. The maximum monument sign area is 24 square feet per sign
b. The number of monument signs is 2;
c. The maximum monument sign height is 6 feet;
d. Allow the wall sign to face grand and remove the sign facing
Madison
e. Allow the logo wall sign with a maximum 100 square feet;
