CALL TO ORDER: 5 p.m.

ROLL CALL: Meenes, Fitzgerald, Burrows, Merz, Foster, Lafferty, Hubinger
PLEDGE OF ALLEGIANCE: Planning Commissioner Foster led the Pledge of Allegiance.
APPROVAL OF MINUTES: Minutes of the Regular Meeting held on Nov. 5, 2025.
Motion by Commissioner Burrows, seconded by Commissioner Merz, to approve the meeting
minutes as presented. Motion carried, 7 /0.
PUBLIC COMMENT: None.
PUBLIC HEARINGS: None.
DEPARTMENTAL REPORTS:
1. RECEIVE A REPORT AND PRESENTATION OF AN OVERVIEW VEHICLE MILES TRAVELED (VMT).
(Staff contact: Jason Geldert, Engineering Manager and Principal from Consulting firm Fehr
and Peers, Katie Cole).
City Planner, Eric Lardy introduced Engineering Manager, Jason Geldert and consultant and
Principal at Fehr and Peers Firm, Katy Cole, who reviewed a PowerPoint presentation. (On file in
the office of the City Clerk)
The Commission received the report.
In response to Commissioner Hubinger's inquiry, Principal and consultant from Fehr and Peers,
Katy Cole, explained that VMT does not measure the size on the street and Ms. Cole added that
VMT does not measure traffic congestion.
In response to Commissioner Fitzgeralds inquiry, Engineering Manager, Jason Geldert, explained
that developers work with city staff to determine mitigation measures for a project and the
measures become part of the project's Transportation Demand (TDM) plan so the mitigation
measures will be required and monitored as a part of a projects TDM.
In response to Commissioner Foster's inquiry, consultant and Principal at Fehr and Peers Firm,
Katy Cole, clarified that Electric Vehicles (EV) are not a part of VMT calculations because they are
not part of the metric for transportation environmental impact recommendation.
In response to Commissioner Lafferty's inquiry, City Planner Eric Lardy explained that
Environmental Impact Reports (EIR} and environmental documents do not expire.

In response to Commissioner Hubinger's concern that the public are very concerned about traffic
levels and traffic congestion and VMT does not address those items, consultant and Principal at
Fehr and Peers Firm, Katy Cole explained that the City uses other metrics for that information.
In response to Commissioner Foster's inquiry, consultant and Principal at Fehr and Peers Firm,
Katy Cole, explained that from a VMT perspective, rideshare company's information is not useful.
Chair Meenes opened the public testimony at 5:52 p.m.

2. ADOPTION OF 2026 PLANNING COMMISSION REGULAR MEETING CALENDAR-Adoption of a
resolution of the Planning Commission of the City of Carlsbad, California, establishing the
Commission's Regular Meeting calendar for calendar year 2026. (Staff contact: Eric Lardy, City
Planner).
Recommended Action: Take public input, close the public hearing,
and adopt the Resolution.

Motion by Commissioner Burrows, seconded by Commissioner Lafferty, to adopt Resolution
7559. Motion carried 7 /0.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
None.
ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the
community regarding events that Members of the Planning Commission have been invited to,
and may participate in.
Commissioner Lafferty indicated that the next Historic Preservation Commission Meeting is
Monday, Nov. 10, 2025
STAFF COMMENTS: City Planner, Eric Lardy, indicated that the next Planning Commission
meeting will be held on Nov. 19, 2025 and reviewed the Planning Commission upcoming projects
going to City Council.
