Subject: 2026 State and Federal Budget Priorities

Recommended Action Discuss and determine proposed state and federal budget priorities to recommend to the City
Council.
Discussion
This item will provide an opportunity to discuss Subcommittee recommendations and to provide
feedback to staff to prepare for future City Council consideration of this topic.
Budget Priorities
Staff is requesting Subcommittee input and feedback to help staff further develop potential 2026
state and federal budget requests.
Based upon preliminary discussions with city staff, and consistent with the priorities laid out in the
city’s Strategic Plan, the projects listed in Exhibit 1 have been identified as potentially competitive
opportunities to receive state and/or federal funding in the coming year.
Project types that may be well-suited to receiving state and/or federal support in the coming year
include those that address public safety, sustainability and climate adaptation, parks and trails, and
transportation and mobility. Projects have been grouped into these categories and prioritized into
Tier I and Tier II groupings within each category based upon staff’s assessment of project readiness
and anticipated degree of competitiveness.
Exhibit 1 incorporates feedback provided by the Legislative Subcommittee at its meeting on
Nov. 18, 2025, specifically to: 1. remove the Business Park Recreational Facility (Zone 5 Park), and
2. identify additional projects located in City Council Districts 3 and 4. Two projects (Carlsbad Water
Recycling Facility Improvements and Leo Carrillo Ranch Park Phase 3B), both of which are in City
Council District 3, were added to the exhibit in response to the subcommittee’s feedback.
