Receive and file the Boards, Commissions and Committees Local Appointments List for 2026.
Executive Summary
The City of Carlsbad has a number of boards and commissions that provide valuable input to
the City Council. The Maddy Act (California Government Code Sections 54970-54974) requires
the city to list all of its local appointments to make sure the public is aware of the opportunities
to participate on local advisory boards, committees and commissions, and to tap into the vast
reservoir of talent in the community for these appointments.
The City Council is being asked to receive and file the Boards, Commissions and Committees
Local Appointments List for 2026.
Explanation & Analysis
The Maddy Act requires each legislative body to prepare a local appointments list on or before
Dec. 31 of each year that contains:
•The boards, commissions and committees whose members serve at the City Council’s
pleasure
•The appointive terms that will be expiring during the next calendar year
•The name of the incumbent appointee
•The date of appointment and the term expiration date
•The necessary qualifications for each position
The law only requires that the list be made available to the public by posting on the city’s
website or at local libraries. The City Clerk’s Office will post copies in these locations as well as
at City Hall and will also publish the list twice in The Coast News newspaper before the
Dec. 31, 2025, deadline.

Fiscal Analysis
The costs associated with publishing the notice in The Coast News were included in the City
Clerk’s Office fiscal year 2025-26 operating budget.
Next Steps
The City Clerk’s Office has prepared the annual list, which includes all board, commission and
committee terms scheduled to expire during 2026.
The list will be published twice in a local newspaper and posted at City Hall, city libraries and on
the city’s website before Dec. 31, 2025, in accordance with California Government Code Section
54973.
The City Clerk’s Office will accept applications for the listed appointments during 2026.
Applications can be completed online through the Board & Commission Application Portal on
the city’s website or prospective applicants may contact the City Clerk’s Office for more
information. In accordance with Council Policy No. 88, the City Council will review the
applications and make appointments as vacancies occur.
Members of boards, commissions and committees are subject to the provisions of California’s
Political Reform Act of 1974 and must file statements of economic interest each year, complete
two hours of ethics and workplace harassment prevention training every two years and adhere
to the City of Carlsbad Boards, Commissions and Committees Code of Ethics & Public Service
Values.
Environmental Evaluation
The proposed action is not a “project” as defined by California Environmental Quality Act
Section 21065 and CEQA Guidelines Section 15378(b)(5) and does not require environment
review under CEQA Guidelines Section 15060(c)(3) and 15061(b)(3), because the proposed
action to receive and file the Boards, Commissions and Committees Local Appointments List for
2026 is an organizational or administrative government activity that does not involve any
commitment to any specific project which may result in a potentially significant physical impact
on the environment. Any subsequent action or direction stemming from the propose

In compliance with the requirements of the Maddy Act, California Government Code Sections
54970-54974, the following list is posted on an annual basis on or before December 31.
The City of Carlsbad is inviting applications from Carlsbad residents who are interested in serving
on one of the following Boards, Commissions or Committees. To apply, please visit the city’s
website, carlsbadca.gov, Boards and Commissions page and click apply to serve. Prospective
applicants may also contact the City Clerk’s Office at 1200 Carlsbad Village Drive, call 442-339-
2808 or email clerk@carlsbadca.gov for more information.
Minimum requirements to serve are applicants must be 18 years of age or older, a registered
voter and a resident of Carlsbad (Carlsbad Municipal Code Section 2.15.030). Some positions
may have additional requirements. Contact the City Clerk’s Office for more information.
