Counci l Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Vice-Chair George led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the regular meeting held Oct. 2, 2025 Motion by Commissioner Breyer, seconded by Commissioner Ferone, to approve the minutes as presented. Motion carried, 4/1/2 (Clark -Abstain, Chung, Nassiri -Absent). PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. COMMUNITY ARTS UPDATE: Receive a report regarding arts education programs. (Staff contact: Vietca Do, Library & Cultural Arts Department) Recommended Action: Receive the report. The Commission received the presentation. Community Arts Coordinator Vietca Do shared a PowerPoint presentation (on file in the Office of the City Clerk.) Commissioner Clark asked if the 37 campers for Club Pelican is a good number of attendees or small in comparison to pre COVID. Cultural Arts Manager Stropes answered that they are expecting much higher numbers for next year but that they were pleased with the numbers for this return of the camp after six years. Commissioner Breyer asked what number of campers they are aiming for and Community Arts Coordinator Do answered that they are aiming for 30 per week. Nov. 6, 2025 Arts Commission Regular Meeting Page 2 Commissioner Ferone is very happy that there seems to be a lot of involvement with the Senior community. Vice Chair George asked about the previous issues with transportation. Community Arts Coordinator Do answered that there have not been any issues. Vice Chair George gave out kudos for all the programs that the department is implementing. 2. APPROVAL OF THE 2026 REGULAR ARTS COMMISSION MEETING CALENDAR: Adopt a resolution approving the 2026 Regular Arts Commission Meeting calendar. (Staff contact: Craddock Stropes, Library & Cultural Arts Department) Recommended Action: Adopt the resolution. The commission adopted the resolution for the 2026 Regular Arts Commission Meeting Calendar. Motion by Commissioner Breyer, seconded by Commissioner Carrillo, to adopt the resolution approving the 2026 Regular Arts Commission Meeting Calendar. Motion carried, 5/0/2 (Chung, Nassiri -Absent). COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The Commissioners make brief announcements, brief reports of their activities and requests for future agenda items. CULTURAL ARTS MANAGERS COMMENTS: Cultural Arts Manager Stropes commented on the following: • On October 7, City Council presented a proclamation for Arts & Humanities month • Also on October 7, the City Council approved the final design of the Veterans Memorial Park public art piece. Now the next step in the process is finalizing the fabrication and delivery contract. Meanwhile, the Parks & Recreation department has put the construction of the park out to bid and are hoping to award that in December • Cultural Arts Manager Stropes and Public Art Coordinator Krystal Roa attended the California Public Art Administrators statewide meeting in Palo Alto, CA. on Oct. 17 and 18. While there, they were able to tour Stanford's public art collection as well as experience a light exhibition done by the City of Palo Alto. The last day was spent touring San Franciso metro public art collection • Community Art Coordinator Do will be attending the California Art Educators conference in Los Angeles • The Cultural Arts Coordinators will be visiting the City of Chula Vista's new public run gallery, Casa Casillas. They will spend time with the City of Chula Vista's staff learning about their operations and exploring how to learn from each other. In January, they will visit the City of Riverside's Cheech Museum as well as the Riverside Museum of Art and historic theatres and buildings Nov. 6, 2025 Arts Commission Regular Meeting Page 3 • The contract for the design fabrication and delivery of the artwork in the Barrio Traffic Circle project. That project is planned to go before City Council for construction approval Nov. 18 • The Historic Preservation Commission is planning to hear an item to propose a plaque be installed to recognize the historic mural in the Barrio on Nov. 10. This is part of a new historic plaque program the city has started to recognize buildings and items of historic interest in the city • The current exhibition in the William D. Cannon Art Gallery closes Dec. 14. In the interim between then and the end of January, the gallery will be closed so the floors and baseboards will be refinished in order to improve the visitor experience and be in line with professional galleries • City Council approved in the last budget cycle, the addition of staff to assist with production in the Schulman Auditorium. The department is pleased to bring on three part time production technicians as well as two new part time administrative assistants to support Community Arts Coordinator Do and Programs & Venues Coordinator Johnston. This will allow the department to provide more to the community and be good stewards of our resources ANNOUNCEMENTS: None. STAFF COMMENTS: None.
