Recommended Action
Adopt a resolution approving the conceptual layout of perpendicular parking on Chestnut
Avenue east of Madison Street, creating a new Capital Improvement Program project named
the Barrio Parking Improvements Project and authorizing a budget transfer from the Barrio
Street Lighting Project.
Executive Summary
The City Council approved a minute motion on March 4, 2025, directing the City Manager to
assess additional parking opportunities along Madison Street and east from Madison Street on
Chestnut Avenue.
In response, as part of an ongoing effort to add on-street parking in the Barrio neighborhood,
staff assessed potential parking opportunities on Madison Street and Chestnut Avenue along
the Pine Avenue Community Park frontage. The parking analysis identified two possibilities:
•Adding two new spaces by converting a portion of Madison Street north of Chestnut
Avenue from parallel on-street parking to diagonal parking
•Adding four parking spaces by converting a portion of Chestnut Avenue east of Madison
Street from parallel on-street parking to perpendicular parking, minimizing impacts to
existing landscaping, infrastructure and amenities along the frontage of the park.
Based on conceptual designs, the estimated costs to create these parking areas would be
$124,700 for the Chestnut Avenue project alone and $243,200 for the work on both streets.
These costs are only construction estimates and do not include design, permitting, public
outreach, construction management, inspection or contingency.

Staff recommend the City Council approve the conceptual layout of perpendicular parking on
the portion of Chestnut Avenue east of Madison Street that would add four parking spaces on
Chestnut Avenue, without the diagonal parking on Madison Street. A more detailed parking
study is recommended to determine feasible parking options on Madison Street extending
beyond the frontage of Pine Avenue Community Park.
Staff also recommend that the City Council create a new Capital Improvement Program project
named the Barrio Parking Improvements Project and authorize a budget transfer to provide the
initial funding for parking studies that will identify opportunities for additional parking and
improved traffic operations in the Barrio area, as well as the estimated total project costs for
the design and construction of the Chestnut Avenue parking spaces.
Explanation & Analysis
Overview
Parking in the Barrio is a significant issue. During the July 29, 2025 City Council meeting, staff
presented a three phased approach to address increased parking opportunities:
1.Convert red to grey curb
2.Evaluate the car park adjacent to Pine Park.
3.Analyze converting wide streets such as Pine Avenue, Palm Avenue, and Madison Street
to diagonal parking.
The city’s efforts to convert red curb to grey curb have resulted in 44 additional parking spaces
in the Village and Barrio with 22 located within the Barrio. This report addresses both the
second and third phase of identifying additional parking spaces in the Barrio.
Pine Avenue Community Park is an 8.2-acre city
park in northwest Carlsbad and bound by the
intersections of Pine Avenue and Harding Street,
Pine Avenue and Chestnut Avenue, and Madison
Street and Chestnut Avenue. It features a
community center and the city’s Senior Center,
multi-use sports field, outdoor basketball courts,
picnic and children’s play areas and a community
garden.
Parallel on-street parking is available on streets
surrounding the park. Ten regular and one
accessible perpendicular parking spaces are
provided along the park frontage on the north
side of Chestnut Avenue, east of Madison Street.
Both Madison Street and Chestnut Avenue are classified as Identity Streets in the city’s General
Plan Mobility Element, which means they serve as key entry points to distinct areas and in
shaping the character of the community.
Madison Street is 48 feet wide with one travel lane, a bike lane and a parking lane in each
direction while Chestnut Avenue, east of Madison Street, is 40 feet wide and has one travel
lane with parallel on-street parking in each direction.

Parking opportunities
Chestnut Avenue
Additional parking can be provided on Chestnut Avenue, east of Madison Street, by
constructing new perpendicular parking spaces along the existing landscaped area between the
walkway in the Pine Avenue Community Park and the roadway. These perpendicular parking
spaces can be considered an extension of the existing perpendicular parking on Chestnut
Avenue just west of Jefferson Street and east of the proposed parking spaces.
A preliminary engineering assessment has determined that a total of nine perpendicular
parking spaces – eight regular and one accessible to people with disabilities – can be
constructed without impacting existing trees and storm drain systems. There is currently space
for approximately five parallel parked vehicles on this portion of Chestnut Avenue, so this
would provide four new parking spaces.
The estimated construction cost to install perpendicular parking on Chestnut Avenue is
$124,700.
Madison Street
Staff explored possibilities for additional parking on Madison Street north of Chestnut Avenue
in the landscaped area between the roadway and the existing wall along the frontage of the
Pine Avenue Community Park. A preliminary engineering assessment has determined that
seven diagonal parking spaces can be added to this area without impacting the existing utilities.
There are about five parallel parking spaces currently available along this stretch of Madison
Street, so this would increase the available parking by two spaces. A new sidewalk adjacent to
the spaces would be added for pedestrian access.
The estimated construction cost to install diagonal parking on Madison Street along this portion
of the front of Pine Avenue Community Park is $118,500.
The potential conflict between these diagonal parking spaces and the existing bike lane should
be noted, especially when drivers are backing out of parking spaces with limited visibility of
oncoming bicyclists. In addition, all existing on-street parking spaces on Madison Street south
of Oak Avenue are parallel parking, so introducing diagonal parking on a portion of the street
may cause confusion for drivers as well as bicyclists. Overall, the existing condition with the
bike lane adjacent to parallel parking is considered to be safer for bicyclists than converting to
diagonal parking. Given these considerations, staff do not recommend pursuing the diagonal

parking on the portion of Madison Street along the frontage of Pine Avenue Community Park,
north of Chestnut Avenue. Instead, staff recommends that Madison Street be included in an
additional parking study that looks at the bigger picture of parking options in the Barrio and on
Madison Street beyond the frontage of the park.
Parking restrictions associated with city parks
All parking lots in city-owned parks have an overnight parking restriction between 11 p.m. and
5 a.m. This restriction also applies to some perpendicular parking spaces adjacent to existing
parks; e.g., Oak Avenue and Eureka Avenue by Holiday Park.
However, the City Council has the option to allow overnight parking at parking spaces adjacent
to city parks. This is the case with the existing perpendicular parking spaces on Chestnut
Avenue by Pine Avenue Community Park that do not have overnight parking restrictions, so the
proposed new perpendicular parking spaces on Chestnut Avenue wouldn’t have overnight
parking restrictions similar to the existing spaces.
If such overnight restrictions are imposed on the perpendicular parking on Chestnut Avenue or
diagonal parking on Madison Street, it would result in a loss of the existing parallel parking
spaces where residential overnight parking is allowed.
Preliminary cost estimates
The estimated construction costs for the perpendicular parking on Chestnut Avenue and for
diagonal parking on Madison Street are summarized in the table below. These costs do not
include design, environmental and permitting, public outreach, construction management,
inspection or contingency.
•The Chestnut Avenue spaces have an estimated cost of approximately $124,700 to
construct nine perpendicular parking spaces, which would result in a net gain of four
parking spaces for approximately $31,175 per additional space.
•The Madison Street spaces have an estimated cost of approximately $118,500 to
construct seven diagonal parking spaces, which would result in a net gain of two parking
spaces for approximately $59,250 per additional space, or almost double the cost per
parking space on Chestnut Avenue.
•The Chestnut Avenue and Madison Street spaces combined would have an estimated
cost of approximately $243,200 to construct a total of 16 perpendicular and diagonal

parking spaces, which would be a net gain of a total of six parking spaces for
approximately $40,533 per additional space, or 30% higher than the cost per parking
space gain on Chestnut Avenue.

Traffic Safety & Mobility Commission Recommendation
Staff presented the assessment of parking opportunities on Madison Street and Chestnut
Avenue to the Traffic Safety & Mobility Commission for its feedback on Nov. 3, 2025. The
commissioners were in support of staff’s recommendation and also recommended expanding
the parking assessment area on Madison Street beyond the frontage of the park. The
commissioners and community members who commented also recommended considering
diagonal parking in the center of Madison Street instead of along the curb. The draft minutes
from this meeting are provided as Exhibit 3.
Additional Barrio parking opportunities
Staff have been evaluating additional parking opportunities throughout the Barrio. Some
recommendations staff have received include looking into the feasibility of converting parallel
on-street parking to diagonal parking along the curbs of wider streets, or possibly shifting the
diagonal parking to the center of the roadway.
Staff plan to initiate work with a consultant to conduct a parking analysis in the Barrio that
would include:
•Collecting traffic data
•Conducting a traffic operational analysis
•Reviewing opportunities to increase parking and improve traffic operations on wider
streets within the Barrio such as Palm Avenue, Pine Avenue and Madison Street
•Providing a conceptual design of proposed options
The estimated cost of the parking study is $50,000.
Staff would then present the parking analysis in the Barrio to the community and the Traffic
Safety & Mobility Commission for public input, and subsequently to the City Council for its
consideration in summer 2026.

Fiscal Analysis
Funding has not been appropriated for the Chestnut Avenue proposed parking spaces or for the
parking study to identify additional opportunities to gain parking and improve traffic operations
in the Barrio area.
Staff request that the City Council create a new Capital Improvement Program project named
the Barrio Parking Improvements Project and authorize a budget transfer of $285,700 from
Project No. 4013, the Barrio Street Lighting Project. The Barrio Street Lighting Project
construction contract was awarded on Sept. 23, 2025, and is estimated to have available
remaining General Capital Construction, or GCC, funds to transfer $285,700 to this new project,
as a result of the federal grant received for the Barrio Street Lighting Project.

Recommendation
Based on the parking assessment and preliminary cost estimates presented, staff recommend
the implementation of perpendicular parking on a portion of Chestnut Avenue east of Madison
Street. In addition, staff recommend pursuing new parking opportunities throughout the Barrio
through the establishment of a new CIP project for a Barrio parking study and subsequent
design through construction phases of parking improvements on Chestnut Avenue by
transferring available funds from the Barrio Street Lighting Project.

Next Steps
Once the City Council authorizes the new Capital Improvement Program project for Barrio
parking improvements and the budget transfer from Project No. 4013, staff will initiate a task
order with a consultant to begin work on the Barrio parking analysis and conceptual design.
If the City Council approves the conceptual parking layout, staff will begin final design,
permitting and public outreach for the perpendicular parking on Chestnut Avenue east of
Madison Street.
Environmental Evaluation
The proposed action to approve the conceptual layout of perpendicular parking on a portion of
Chestnut Avenue east of Madison Street is statutorily exempt from environmental review
under California Environmental Quality Act Guidelines Section 15262 as it involves only
feasibility or planning studies, including consideration of environmental factors, for possible
future actions that have not been approved, adopted or funded. The proposed action does not
have a legally binding effect on any possible future discretionary action.
The proposed action to create a new CIP project named the Barrio Parking Improvements
Project and authorize a budget transfer for additional Barrio parking studies and the proposed
Chestnut Avenue improvements is not a “project” as defined by CEQA Section 21065 and CEQA
Guidelines Section 15378(b)(4) and does not require environmental review under CEQA
Guidelines Section 15060(c)(3) as it is a government fiscal activity and does not involve any
commitment to any specific project which may result in a potentially significant physical impact
on the environment. The activity or projects for which this budget is intended to fund may
require preparation of an environmental document in accordance with CEQA and CEQA
Guidelines.

TJ Barnes Paulus recommended street signage to remind drivers that individuals that are hard-of-
hearing may be nearby.
Kurt Rosi expressed concerns with the entry and exit point of the trail connecting Marron Road
and Simsbury Court. He noted that the current access has only a curb with no ramp, which
makes it difficult for pedestrians and bicyclists to enter and exit the trail safely. He explained
that this condition has contributed to a number of accidents and hoped that improvements,
including a proper ramp, could be addressed before the start of the school year.
Tom Gibbs expressed similar concerns with the entry and exit point of the trail connecting Marron
Road and Simsbury Court. He also expressed concerns with visibility due to the trees along
Tamarack Avenue when turning left onto Simsbury Court.

2.POLICE REPORT REGARDING TRAFFIC AND MOBILITY-RELATED MATTERS IN THE THIRD
QUARTER OF 2025: Receive a quarterly report from a representative of the City of Carlsbad’s
Police Department that will provide an overview of traffic and mobility-related police matters
and notable news during the months of July, August and September 2025. (Staff Contact:

Sergeant Travis Anderson reviewed a PowerPoint presentation (on file in the Office of
the City Clerk).
The Commission received the PowerPoint presentation by Sergeant Anderson.
David Pierce expressed concerns with license plate covers.
In response to Commissioner Schuck’s inquiry regarding how the Police Department
handles officer-initiated contacts with children on e-bikes, Sergeant Anderson responded
that they treat the first few contacts as educational opportunities. He further explained
that additional contacts may include looking into additional enforcements with the
parents.
In response to Commissioner Schuck’s inquiry regarding street signs that are reported via
the Carlsbad Connects app, Sergeant Anderson responded that the incident would be
categorized as a hit and run if there was significant damage to the sign and the driver did
not stay at the scene.
In response to Commissioner Kohl’s inquiry regarding daily radar checkpoints, Sergeant
Anderson responded that motor officers are deployed daily responding to complaints
and reports of high speeds.
In response to Chair Coelho’s inquiry regarding whether the increase of motor officers is
temporary, Sergeant Anderson responded that the Police Department is allotted to eight
motor officers and has fluctuated in staff over the past year.

Gary Nessim proposed his recommendation for adding a center median down Madison
Street with diagonal parking and removing all the current parking spaces.
In response to Commissioner Schuck’s inquiry regarding perpendicular parking spaces on
Madison Street, Senior Engineer Jim responded that staff had considered perpendicular
parking but decided against due to concerns with the bike lane and vehicle length which
would make it harder to maneuver in and out of perpendicular parking.
In response to Commissioner Nicholes’ inquiry as to why staff did not extend past seven
parking spaces on Madison Street, Senior Engineer Jim explained that the City Council
minute motion requested staff look into parking opportunities along the area adjacent
to the existing wall.
In response to Commissioner Kohl’s inquiry regarding the feasibility of looking into
diagonal parking along a center median down Madison Street before the item is
presented to the City Council, Transportation Director/City Engineer Tom Frank clarified
that staff can review the suggested diagonal parking on Madison Street, and that doing
so does not conflict with staff’s current recommendation for Chestnut Avenue.
In response to Vice-Chair Penseyres’ inquiry regarding back-in diagonal parking, Senior
Engineer Jim responded that staff had considered back-in diagonal parking but decided
against it because it is not as supported as head-in diagonal parking.
Chair Coelho recommended staff expand their search for additional parking
opportunities along Madison Street.
4.OPTIONS FOR THE KELLY DRIVE AND PARK DRIVE COMPLETE STREETS IMPROVEMENTS
PROJECT: Recommend to City Council to adopt a resolution directing City Manager to develop
a Safe Routes to School Plan for Kelly Elementary School, which will outline near-term and

Transportation Director/City Engineer Tom Frank reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).
The Commission received the PowerPoint presentation by Transportation Director/City
Engineer Frank.
In response to Commissioner Kohl’s inquiry regarding the feasibility of installing bollards
in the proposed striped median, Transportation Director/City Engineer Frank explained
that the school already places cones and signage during school hours to dissuade drivers
from crossing the median. He further explained that staff could investigate the feasibility
of installing bollards if necessary.

In response to Vice-Chair Penseyres’ inquiry regarding whether the bike lane will include
a buffer, Transportation Director/City Engineer Frank responded that exact
measurements are still needed to determine the bike lane configuration.
In response to Vice-Chair Penseyres’ inquiry regarding drop-offs along the queue lane,
Transportation Director/City Engineer Frank explained that school staff would dissuade
parents from doing so and provide notice on the drop-off access plan.
In response to Vice-Chair Penseyres’ inquiry regarding parking on Kelly Drive between
Hillside Drive and Park Drive, Transportation Director/City Engineer Frank confirmed that
parking is allowed in designated areas and staff plan to evaluate the feasibility of reducing
some of the red curbs.
In response to Vice-Chair Penseyres concerns regarding bicyclists being hit by car doors,
Transportation Director/City Engineer Frank confirmed that staff look into including door
zones when possible.
Motion by Commissioner Schuck, seconded by Commissioner Proulx, to support staff’s
recommendation to recommend to City Council to adopt a resolution directing City
Manager to develop a Safe Routes to School Plan for Kelly Elementary School, which will
outline near-term and long-term improvements. Motion carried, 7/0.
5.TAMARACK AVENUE RESTRIPING PLANS: Support staff’s recommendation to implement the
proposed conceptual restriping plan for Tamarack Avenue between Carlsbad Village Drive
and Cheshire Avenue as part of the 2026 Roadway Resurfacing Program. (Staff Contact:
Nathan Schmidt, Public Works Department)
Transportation Planning & Mobility Manager Nathan Schmidt reviewed a PowerPoint

David Pierce spoke against the proposed conceptual restriping plan, expressing concern
that the design assumes very few students will use the bike facilities to access the campus
and that the inclusion of sharrows is unsafe given the presence of impatient or inattentive
drivers that travel at high speeds which will result in very little mode shift.
In response to Commissioner Schuck’s inquiry regarding whether staff considered an all-
way stop at the intersection of Tamarack Avenue and Chatham Road, Transportation
Planning & Mobility Manager Schmidt responded that staff did not evaluate an all-way
stop but could look into it.

In response to Chair Coelho’s inquiry regarding next steps, Transportation Planning &
Mobility Manager Schmidt explained that the construction plans will be brought back to
the Commission when presented as part of the 2026 Roadway Resurfacing Program.
In response to Commissioner Proulx’s inquiry regarding timeline, Transportation
Planning & Mobility Manager Schmidt responded that construction should take place in
summer 2026.
In response to Chair Coelho’s inquiry regarding whether Hope Elementary School’s plan
within the parking lot, Transportation Planning & Mobility Manager Schmidt explained
that staff are working with school staff to explore potential options to improve drop-off
operations.
Motion by Commissioner Kohl, seconded by Commissioner Newlands, to support staff’s
recommendation to implement the proposed conceptual restriping plan for Tamarack
Avenue between Carlsbad Village Drive and Cheshire Avenue as part of the 2026
Roadway Resurfacing Program. Motion carried, 6/0/1 (Penseyres – Abstain).
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS:
Vice-Chair Penseyres commented on the trail connecting Marron Road and Simsbury Court and
requested staff look into possible improvements to the unpaved portion of the trail.

STAFF COMMENTS: City Traffic Engineer John Kim spoke about upcoming items for the Nov. 18,

I read about possible changes in front of Pine community center - to pull in/back in parking.
Could you please consider more space on either side of the parking lot entrance/exit at the community center. I can't see
when exiting and I have to creep out and stop to see beyond the parked cars on either side of the parking lot entrance. It
will be harder to see around pull in cars. And I'm tall! Always feels like a gamble pulling out. I Love our parks and staff!!
