A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE CONCEPTUAL LAYOUT OF PERPENDICULAR
PARKING ON CHESTNUT AVENUE EAST OF MADISON STREET, CREATING A
NEW CAPITAL IMPROVEMENT PROGRAM PROJECT NAMED THE BARRIO
PARKING IMPROVEMENTS PROJECT AND AUTHORIZING A BUDGET
TRANSFER FROM THE BARRIO STREET LIGHTING PROJECT
WHEREAS, the City Council of the City of Carlsbad, California has determined it necessary,
desirable and in the public interest to construct parking spaces on Chestnut Avenue east of Madison
Street; and
WHEREAS, on March 4, 2025, the City Council approved a minute motion directing the City
Manager to assess additional parking opportunities along Madison Street and east from Madison Street
on Chestnut Avenue; and
WHEREAS, staff assessed the possibility to add two parking spaces by converting a portion of
parallel on-street parking on Madison Street north of Chestnut Avenue to diagonal parking and to add
four parking spaces by converting a portion of Chestnut Avenue parallel on-street parking to
perpendicular parking east of Madison Street; and
WHEREAS, the estimated cost of improvements on Chestnut Avenue is $124,700, not including
design, permitting, public outreach, construction management, inspection and contingency; and
WHEREAS, staff recommend the implementation of perpendicular parking on a portion of
Chestnut Avenue east of Madison Street to add four parking spaces in the area; and
WHEREAS, the assessment of parking opportunities on Madison Street and Chestnut Avenue
was presented to the Traffic Safety & Mobility Commission, or TS&MC, for their feedback on Nov. 3,
2025; and
WHEREAS, the TS&MC supported staff’s recommendation; and
WHEREAS, staff plan to evaluate additional parking opportunities on wider streets within the
Barrio, which would include collecting traffic data, conducting a traffic operations analysis and
reviewing opportunities to increase parking and improve traffic operations; and
WHEREAS, funding has not been appropriated for the additional parking opportunities study or
for the proposed parking improvements on Chestnut Avenue; and

WHEREAS, the Barrio Street Lighting Project, Capital Improvement Program, or CIP, Project No.
4013 is expected to have General Capital Construction, or GCC, funds available for transfer after
accounting for construction, contingency and construction support services for the project; and
WHEREAS, staff request a budget transfer of $285,700 from CIP Project No. 4013 to the new
CIP, Barrio Parking Improvements Project, for additional studies of parking opportunities in the Barrio
and the proposed parking project on Chestnut Avenue east of Madison Street.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1.That the above recitations are true and correct.
2.That the City Council has determined that the proposed action to approve the
conceptual layout of perpendicular parking on a portion of Chestnut Avenue east of
Madison Street is statutorily exempt from environmental review under California
Environmental Quality Act Guidelines Section 15262 as it involves only feasibility or
planning studies, including consideration of environmental factors, for possible future
actions that have not been approved, adopted or funded. The proposed action does not
have a legally binding effect on any possible future discretionary action.
3.That the City Council has determined that the proposed action to create a new CIP
project named the Barrio Parking Improvements Project and authorize a budget transfer
for additional Barrio parking studies and the proposed Chestnut Avenue parking
improvements is not a “project” as defined by CEQA Section 21065 and CEQA Guidelines
Section 15378(b)(4) and does not require environmental review under CEQA Guidelines
Section 15060(c)(3) as it is a government fiscal activity and does not involve any
commitment to any specific project which may result in a potentially significant physical
impact on the environment. The activity or projects for which this budget is intended to
fund may require preparation of an environmental document in accordance with CEQA
and CEQA Guidelines.
4.That the conceptual parking layout of perpendicular parking on Chestnut Avenue east
of Madison Street is approved.
5.That the City Manager or designee is authorized to create a new CIP project named the
Barrio Parking Improvements Project.

6.That the City Manager or designee is authorized to transfer $285,700 of General Capital
Construction funds from CIP Project No. 4013 to the new Barrio Parking Improvements
Project for additional studies of parking opportunities in the Barrio and the proposed
Chestnut Avenue improvements.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 9th day of December, 2025, by the following vote, to wit:
AYES: Blackburn, Bhat-Patel, Acosta, Burkholder, Shin.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
