This memorandum provides background on a recent request from the La Costa Valley Master
Association to remove two existing emergency access gates from their community.
Background
The Arroyo La Costa Master Plan community, generally located near El Camino Real and Calle
Barcellona, has an existing emergency access gate located at the intersection of Grado El Tupelo and
El Bosque Avenue, and another existing emergency access gate located at the intersection of Corte
Carolina and Avenida Pimentera. Refer to the two purple arrows in the images below.
Discussion
When the subdivision that created the community was approved (circa 1990), the emergency access
gates were installed only as a temporary measure to limit traffic flows in the area until Calle
Barcellona was fully constructed. Once Calle Barcellona was constructed, the subdivision conditions
required that both emergency access gates be removed (Attachments 1 and 2).
Before the gates could be removed, however, the same subdivision conditions required the City
Council to hold a public meeting and take public comments on the gates' removal. Following public
comments, the City Council would then provide final direction on the future of the gates. While Calle

RE : Removal of the Gates (El Bosque and Corte Carolina)

I am writing on behalf of the La Costa Valley Master Association's Board of Directors to formally
request the removal of the gates located at both El Bosque and Corte Carolina. According to
City Council Resolution 90-258, it appears the developer provided funds to the City specifically
for the removal of these gates upon completion of the La Costa Valley project.
The Board's primary concern is safety. The Corte Carolina gate has deteriorated significantly
and now poses an immediate safety hazard to residents and visitors. In addition, because
neither gate is motorized, they present a substantial risk in the event emergency personnel
need to access the communities quickly. Any delay in response time, however minor, could
jeopardize public safety.
At its November 19, 2025, meeting, the four board members present voted unanimously to
request that both gates be removed. In line with Resolution 90-258, the Board respectfully asks
that the City utilize the funds set aside by the developer to remove the El Bosque and Corte
Carolina gates and restore the surrounding areas as originally stipulated.
