PLEDGE OF ALLEGIANCE: Chair Moran led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the regular meeting held Sept. 24, 2025 Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 Motion by Trustee McBride, seconded by Trustee Laufer, to approve the minutes as presented. Motion carried, 5/0 PRESENTATIONS: None. PUBLIC COMMENT: None. CONSENT CALENDAR: None. PUBLIC HEARING: None. DEPARTMENTAL REPORTS: 1. LIBRARY REPORTS FOR SEPTEMBER 2025: Receive the Narrative Report and Statistical Report for September 2025. (Staff contact: Andrea Hilliard and Laura Stanger, Library & Cultural Arts Department) Recommended Action: Receive the report. The Board received the reports. 2. FISCAL YEAR 2024-25 CALIFORNIA PUBLIC LIBRARIES SURVERY: Receive a report and vote on the FY 2024-25 California Public Libraries Survey for submittal to the California State Library. (Staff contact: Andrea Hilliard, Library & Cultural Arts Department) Recommended Action: Receive the report. The Board received the report and voted to approve the survey. Principal Librarian Andrea Hilliard shared a Power Point presentation (on file in the Office of the City Clerk). Oct. 22, 2025 Library Board of Trustees Regular Meeting Page 2 Trustee Sheffler inquired about the reduction in adult and children's materials. Principal Librarian Hilliard responded that the decrease is due to a significant weeding project that removes outdated and worn materials, increasing the quality of the collection. Chair Moran inquired about the decline in children's borrowers. Principal Librarian Hilliard responded that some of the reductions are due to converting juvenile library cards to adult cards, and that the Student Success cards program is expected to increase children's borrowing. Chair Moran inquired about the decline in the category of other operating income. Principal Librarian Hilliard responded that special revenue funding is what makes up other operating income and is down sixteen percent from the previous fiscal year, but the revenue sources remain strong. The decrease represents less need to allocate special needs funds to the library side of the department. Chair Moran inquired about the decline in print subscriptions and the increase in electronic subscriptions. Principal Librarian Hilliard responded staff are using analytic tools to inform purchasing decisions for the library, and there are fewer print items available to purchase. Chair Moran inquired about the reduction in reference transactions and the downward trend in libraries. Principal Librarian Hilliard responded that this reduction was recognized with the availability of the internet, prior to Al, and they are monitoring the trend. Trustee Waidelich inquired about the statistical tracking of children's materials and if it's connected to the cardholder or item. Principal Librarian Hilliard responded that the system tracks materials based on the item type, not by cardholder. Motion by Trustee Sheffler, seconded by Trustee Laufer to approve the FY 2024-25 California Public Library Survey for submittal to the California State Library. Motion passed, 5/0. 3. FISCAL YEAR 2025-26 WORK PLAN: Discuss and vote on the Library Board of Trustees work plan for fiscal year 2025-26. (Sheila Crosby and Katie Nye, Library & Cultural Arts Department) Recommended Action: Receive the report and vote on the FY 2025-26 work plan. The board discussed and approved the Library Board of Trustees work plan for fiscal year 2025-26. Motion by Trustee Laufer, seconded by Trustee McBride to approve the Library Board of Trustees work plan for fiscal year 2025-26. Motion passed, 5/0. APPROVAL OF THE 2026 REGULAR LIBRARY BOARD OF TRUSTEES MEETING CALENDAR: Adopt a resolution approving the 2026 Regular Library Board of Trustees Meeting Calendar. Recommended Action: Adopt the resolution. Motion by Trustee Waidelich, seconded by Trustee Sheffler to adopt a resolution approving the 2026 Regular Library Board of Trustees Meeting Calendar. Motion passed, 5/0. BOARD COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: Board Members reported on activities they attended. Chair Moran commented on California's Ralph M. Brown Act and requested the board be provided with updates on any changes affecting the Library Board of Trustees. DIRECTORS COMMENTS: Deputy Library Director Katie Nye shared comments. • Cannon Art Gallery exhibit "Printed and Stitched" is available through Dec. 14 • Saturdays in the Courtyard concert with Manda Basso • Ballot mail drop off is available at all library locations with extended hours on election day -Nov. 4 • Citizens Academy • Banned Books Week • Small business program ANNOUNCEMENTS: This section of the Agenda is designated for announcements to advise the community regarding events that Members of the Board have been invited to, and may participate in.
