This study included a literature review and record search from the South Coastal
. Information Center, San Diego State University and the San Diego Museum of Man and a
field survey of all the public lands adjacent to the existing Carlsbad Boulevard, for a
realignment approximately three miles in length. The project area is located in the City of
Carlsbad. The proposed project is to realign Carlsbad Boulevard from Manzano Drive.
south to the bridge over the mouth of Batiquitos Lagoon. The realignment would include
relocating the southbound lanes eastward and to reconfigure Carlsbad Boulevard and
Palomar Airport Road into a 'T' intersection to maximize the amount of public land
available for other uses.
Only two previously recorded cultural resources (CA-SDI-760 and SDM-W-111) were
identified within the study area by the literature review and record search. Site CA-SDI-
760 was not relocated and is believed to have been destroyed by previous development or
is situated outside and cast of the study area. Site SDM-W-111 was relocated during the
field sLJn·ey. This site is located on a bluff on the cast side of Carlsbad Boulc\'arcl ancl
south end of the Solamar Mobile Home Park. The west portion of the site has been
disturbed by construction of existing Carlsbad Boulevard which has impacted the site by
grading and construction of an earlier road alignment in the existing road separation. The
site may extend cast under the mobile home park. Cultural material noted includes shell.
debitage. and a mano west or the frontage road and in the landscaping. Testing lo
determine the size. integrity. and significance of SDM-W-111 ,,·ithin public lands is
recommemled. In addition to the prehistoric site. portions or old Highway IO I will l)L·

INTRODUCTION
This report for the Carlsbad Boulevard Realignment project was c?mpleted in compliance
with California Environmental Quality Act (CEQA) and City of Carlsbad requirements.
The study area is an alignment approximately three miles in length located in the City of
Carlsbad (Figures I-I and 1-2). The project area is located on the Encinitas (Photorevised
1975) 7.5' USGS topographic map. The cultural resource study included a literature
review, record search and field survey. Literature information and site records on recorded
cultural resources within a one-mile radius of the study area were obtained from data
provided by the South Coastal Information Center at San Diego State University and the
San Diego Museum of Man. In addition, early maps were checked for historic resources.
Appendices for this report are: Appendix A -Key Personnel; Appendix B -Record Search
Request; and Appendix C -Site Record Form.
1. 2 PROJECT DESCRIPTION
The following project description was provided by Woodward-Clyde.
The study area includes all the public lands adjacent to an approximately 3-
mile-long segment of Carlsbad Boulevard from Manzano Drive south to the
bridge over the mouth of Batiquitos Lagoon. The north and southbound
lanes of Carlsbad Boulevard are currently located in an approximately 200-
to 350-foot wide City-owned right-of-way. The north and southbound
lanes are separated from each other by a distance ranging from
approximately 40 feet to ovei· 250 feet in some locations. This wide public
right-of-way and road separation results in areas of vacant land located
between and adjacent to the travel lanes. Therefore. the proposed project
consists of relocating the southbound lam~s eastward to maximize the
amount of public land available for other uses. Another aspect of the
proposed project is the reconfiguration of Carlsbad boulc\·ard and Palomar
Airpon Road into a "T" intersection. This would create large parcels of land
locat12d adjacent to the existing South Carlsbad Stale Beach campground and
the coastline. This land cou_ld then he used for other purptlSl'S.

The proJCCl area is bounded generally by Manzano Dri\e lo the north. the
bridge over Batiquitos Lagoon to the south. the Pacific Ocean to the west.
and the Atchison Topeka and Santa Fe railroad to the cast. The project area
is located on the coastal bluffs that form the western boundary of the City.
Elevations in .the project area range from sea level to approximately 80 feet
above sea level. Topography in the project area is relatively level. except in
the vicinity of Encinas Creek where the roadway traverses the 0oodplain of
this intermittent creek. Here, the roadway gently slopes from the coastal
terrace to the floodplain and ,is located approximately 30 feel above sea
level. •
The project area is dominated by non-native vegetation consisting primarily
of ice plant in the median and some bluff top areas. other weedy invasive
species. scattered Cypress trees, and ornamental landscaping. Native
vegetation is present in the vicinity of the Encinas Creek floodplain channel
located between the north and southbound lanes. Riparian scrub,
freshwater marsh, and mudflats are present in this location.
Residential neighborhoods in the project area include Terra Mar north of
Manzano Drive, Solamar mobile home park immediately south of the
Palomar Airport Road-Carlsbad Boulevard intersection, and the Lanakai
Lane mobile home park adjacent to Ponto Drive north of Poinsettia Lane.
Other scattered residences are located south of Poinsettia Lane on Ponto
Drive. South Carlsbad State Beach is located north and south of Poinsettia
Lane, west of the southbound lanes of Carlsbad Boulevard.
1. 4 BACKGROUND -PREHISTORY
San Diego County was occupied prehistorically by at least two major cultural groups. The
San Dicguito arc generally accepted as the first inhabitants of the region. occupying San
Diego County as early as 9.000 years ago. Controversy surrounds the subsequent
occupation post 9.000 years ago to 1,300 years ago (Early Period) .. The initial occupation
( San Dicp1ito Complex) is hclicvecl to represent a people \\·lrn enterL'd San Diego County
from tile Jesi.?rt. These people hunted. fished. milli.?d plant foods. and rnllectL·d and

1. 5 RECORD SEARCH RESULTS
Information pro'v'.ided by the literature review and record search shows that three studies
have been completed within or adjacent to the study area and 32 studies within a one-mile
radius. Studies within a one-mile radius of the study area include: Rogers (ca. 1920), Fink
( I 973a,b; 1976), Recon ( 1976, I 985), Norwood ( 1977), Westec Services, Inc. ( 1980,
1987), Chace (1981), Seeman (1982), Scientific Resource Services (1982a,b; • 1983),
Decosta (1983), Gallegos and Carrico (1983), Mooney-Letteiri (1983), Hector ( 1985,
1988, 1989), Woodward (1985), Wade :rnd Hector (1986), Gallegos (1987), Gallegos et
al. (1987), Pierson et al. (1987), Gallegos and Kyle (1988), Gallegos and Pigniolo (I 988,
• I 989), Cheever (I 989a,b; 1991; 1992), Davis and Cheever (1990), Smith (I 990, 1995),
Eighmey (1992), Kyle and Gallegos (1992), Strudwick and Gallegos (I 992, 1994 ), Crafts
( 1995), Dolan et al. ( 1996). These studies have identified 35 cultural resources, or
portions of cultural resources, within a one-mile radius of the APE. The majority of
recorded sites are prehistoric shell middens with associated lithic debitage, tools, and
ground stone reflecting exploitation of available marine resources.
Four studies have been completed within or adjacent to the sllldy area by Fink ( 1973 ).
Smith and Moriarty ( 1985). Recon ( I 985), and Strudwick and Gallegos ( 1994 ). The three
cultural resources previously recorded within or adjacent to the study area arc ~hown on
Figure 1-3 and discussed below.

CA-SDI-I 1026/SD/'v1-W-84 was originally recorded by Rogers rc:1. 10201 and updated by
May and May ( 1972). Smith and Moria11y ( 1985 ). and Van Buren ( I ½J88). Tile site i:-.
located approximately I 00 feet north of l3atiquitos Lagoon and extends from the cast side
of Carlsbad Boulevard, cast across the railroad track. Rogers described the site as a coastal
camp site appro.,imately four acres in size. · Rogers noted a small cobble hearth. debitagc.
cobble tools, and one sandstone metate. May and May described the site as a shell miuden
with hearths, lithic debitage, lithic tools, choppers, shell scrapers, and a point fragment.
May and May noted that the site had been ruined by highway construction, although there
could be some of the site remaining in the State Park. Smith and Moria11y ( 1985) noted
over two dozen split cobble tools that included cores, scrapers, choppers, manos.
millingstones, charmstones, hammerstones, and debitage. Van Buren in 1988 described
the site as two cultural resources (SDM-W-84 and SDM-W-88) that had been previously
recorded as separate entities by Rogers (ca. 1920). Artifacts noted by Van Buren included
marine shellfish, split cobble· tools, ground stone, and debitage. Testing and site mitigation
for CA-SDl-11026 east of Carlsbad Boulevard was completed by Smith and Moriarty m
1985.
1.5 .3 Site SDM-W-111
Site W-111 was recorded by M. Rogers as a SOIi and III (Trace), Lit. II and Y-III situated
on the north edge, at the mouth of Encinas Canyon. He reported hearths with artifacts
resting on raised hard packed estuary sands of late Pleistocene age. A11ifacts and ecofacts
include metates, a mortar. sherds. an arrow point and shell.

SURVEY METHODS, RESULTS, AND RECOMMENDATIONS
2 .1 SURVEY METHODS
A field survey of the approximately three-mile alignment was completed on August 26,
1998 by Carolyn Kyle and Dennis Gallegos. The study area was surveyed on foot with a
maximum interval of IO m between survey transects. Ground visibility was excellent in
approximately IO percent of the study area. Much of the remaining area has been disturbed
by grading and paving of roads and landscaping. Ground visibility in these areas is very
poor, with approximately 10 percent visibility.
2. 2 SURVEY RESULTS
The following discussion provides the results of the record search and field survey. Two
cultural reso.urces (CA-SDI-760 and SDM-W-111) were previously recorded within the
study area. A third site (CA-SDI-11026) is situated adjacent and east of the study area.
CA-SDI-760 was not relocated during the field survey and is believed situated east of the
project area and/or destroyed by previous development. One prehistoric site was identified
in the northern portion of the alignment, and this site appears to be previously recorded
SDM-W-111. Historic resources located within or adjacent to the study area include
portions of an early alignment of ol~ Highway 101 and two bridges (57C0214L and
57C0214R) built in 1928 associated with this early road.
2.2.l Site CA-SDl-760
Site CA-SDI-760. was previously recorded at the south edge of Encinas Creek. east of
Carlsbad Boulevard, and north of Solamar Mobile HOI)le Park (see Figure 1-3 ). The area
within the study area has been graded for a road and disturbed by grading and vegetation
removal. No cultural material was noted in this area and this site may be destroyed or
situated to the east, outside the study area.
2.2.2 CA-SDI-11026/SDM-W-84/SDl\1-\\'-88
Site CA-SDI-I I 026 was recorded near the sou.them boundary of the study area adjacent to
the east side of Carlsbad Boulevard (see Figure 1-3). This site is outside the study area and

has been disturbed by agricultural use. No cultural material was noted within the study
area at the recorded location of CA-SDI-I I 026. This site is adjacent and east of the study
area on the adjacent bluff. Testing and site mitigation for CA-SDI-I I 026 was· completed
by Smith and Moriarty in 1985.
~.2.3 SDM-W-111
Site SDM-W-111 was recorded on the north shore of Encinas Canyon near the ocean front
and mouth of Encinas Canyon. This site was relocated, however the coastal highway and
trailer park may have destroyed a portion of the prehistoric site.
Site SDM-W-111 (CB-S-1) is located on the bluff above the northbound lane of Carlsbad
Boulevard, west of the Solamar Mobile Home Park (see Figure 2-1 ). Cultural material
noted in this area includes shell, debitage, and ·a mano that is included in a cobble
arrangement for landscaping in front of the mobile home park. A portion of the site has
been destroyed by tutting and construction of Carlsbad Boulevard. The site extends west
into a wide portion of the median between the north and southbound lanes. However, this
area appears to be heavily disturbed by construction of an earlier road. Asphalt, concrete
and-a heavy growth of iceplant is present in the median. The site form, submitted to the
South Coastal Information Center at San Diego State University and the San Diego
Museum of Man, is included as Appendix C.
2.2.4 Historic Resources
Portions of old Highway IO 1 are present in the existing median between the south bound
and north bound lanes currently in use. This old road consists of a cobble base covered
with asphalt. Several bridges are present within or immediately adjacent to the study area.
These bridges are discussed below.
Bridge number 57C0 176 is located at Palomar Airport Road and spans the railroad. This
bridge was evaluated by Caltrans in 1987 and is identified as a Class 5. not eligible to the
National Register of Historic Places (Caltrans 1987). This bridge is adjacent but outside
the study area.
Bridge number 57C02 I 5. Las Encinas overcrossing located at Palomar Airport Road and
Carlsbad Boulevard is also identified as a Class 5. not eligible to the National Register of

Historic Places (Caltrans 1987). Portions of the interchange at Carlsbad Boulevard were
constructed by Caltrans in 1966. This bridge is within the study area.
Bridges numbers 57C02!4L and 57C0214R are located at southbound Carlsbad Boulevard
and Encinas Creek. These bridges are dated as 1928, and are associated with old Highway
IO I. and if impacted/affected should be assessed for significance. As presently defined.
these bridges are adjacent and west of the study area.
Bridge 57C0307, Encina Discharge Channel, on the northbound Carlsbad Boulevard and
Encinas Creek, is identified as a Class 5, not eligible to the National Register of Historic
Places. This channel is within the study area.
Bridge 57C02 l 2, Ponto Downs undercrossing is situated at the south end of the study area
just south of Ponto Storage and is part of the northbound Carlsbad Boulevard. This bridge
is identified as a Class 5, not eligible to the National Register of Historic Places. This
bridge is within the study area.
2. 3 RECOMMENDATIONS
Site CA-SDI-760 was not relocated during the current study and is believed to have been
destroyed by previous development or is situated east, outside the study area. No
additional work is recommended for this resource. Previously recorded cultural resource,
SDM-W-111, was identified in the northern portion of the alignment. Testing to determine
significance of SDM-W-111 under CEQA and City of Carlsbad guidelines is
recommended. The testing program should be designed to determine site size, depth,
integrity, and chronology. Historic research is recommended for the old road and
associated bridge(s) to-determine age and significance. The old road should be documented
prior to impacts/affects. All of the bridges have been assessed by Cal trans for significance
and only two bridges (57C02 I 4L and 57C02 l 4R built in 1928) situated at Encinas Creek
may need additional work to determine site significance. Bridges determined to be
significant will need to mitigated of impacts/effects through avoidance ·or documentation
prior to dc\'clopment.

In summary, site CA-SDI-760 was not relocated and is believed to have been destroyed by
previous construction or is located east, outside the study area. One previously recorded
prehistoric site, SDM-W-111, was identified within or immediately adjacent to the study
area. Testing to determine site size, depth, integrity, and significance is recommendeJ for
SDM-W-111. In addition to the prehistoric site, portions of old Highway l0I and
associated bridges may be impacted by the proposed realignment project. Historic
research, mapping, and documentation of the old road is recommend..!d. A number of the
bridges have been assessed for significance by Caltrans and identified as not eligible to the
National Register of Historic Places. For those bridges (57C02 l 4L and 57C02 l 4R)
associated with the old Highway IO 1, historic research and assessment of significance is
recommended.

As owner of Kyle Consulting, Ms. Kyle has completed a cultural resource survey and preparation of a
report of find;ng for the Otay Water District, data recovery programs for a portion of CA-SDI-48,
located within the Ballast Point Submarine Base, and for site CA-SDI-11424, located on Otay Mesa;
and constraint level studies for large areas in Valley Center and Otay Mesa. These studies were
completed in compliance with state, federal. County of San Diego, and City of San Diego guidelines.
Gallegos & Associates October 1991 to June 1998
Ms. Kyle, as senior archaeologist at Gallegos & Associates, completed a full range of cultural
resource studies. Duties included preparation of research designs and supervision of projects with the
authority to direct fieldwork and subcontract to appropriate research consultants, as well as
preparation of a report of finding for each project.
Projects completed in compliance with federal Section 106 guidelines include surveys and testing
programs for Camp Pendleton Housing. Naval Weapons Station Seal Beach, North Torrey Pines
Bridge. and State Route 905. The State Route 905 project included preparation of a testing program
research design for a large habitation site and a management plan that set criteria for determination
of Otay Mesa site types and provided recommendations for future work on Otay Mesa.
Projects completed in compliance with City of San Diego and CEQA guidelines include the East
Mission Gorge data recovery, a monitoring program for construction of the East Mission Gorge
Force Main. surveys for Pipelines 2A and 4, test of three sites for the Kumeyaay Lake Campground.
and a data recovery program of a large Otay Mesa habitaion site for the Remington Hills project.
Projects complett!d for the County of San Diego include surveys for the proposed Valley Center
Sewera!!e and Water Reclamation Facilities, the Pomerado Reclamation Plant. and the Julian Water
Controt Facilities; a testing program of two prehistoric and two historic resources for the proposed

HISTORY: Thie was first a typ1c~l ·SD II sporadic coastal camping area of
which there are so few. Widely dift'used·hearthe with artifacts resting
on raised hard packed estuary sands of late rleistocine age form the
basal occupation. Over this a formation of part washeands and part aeolian
sands (upper section) has formed to a depth of 2 1 to 5 1 6~ On the end of
the north point a Lit. II midden was later built mostly of bay species. A
granite mano was found here on the talu5 on sites 5 1 beneath the apex of
the midden. However, this 1~ too great a vertical depth and. the vertical
original depth could not have been over 2' or 3 1 or possibly the mano had
been cached or worked down a rodent hole. The last midden (Y-III) ie but
a thin veneer north of the Lit. II midden but overl~pe it slightly. It runs
mostly to donax and is in and on wind blown sand.
REMARKS: The SD culture d·oes underly the north point ·with the midden
CQpp1ng except as a thin wedge on the extreme north margin. No shell was
round in the SD level •. ~etatea, one large mortar fragment, sherds, and
one arrowpo1nt round on aurrace or which a large portion has been plowed.
