SUMMARY OF FINDINGS • The project site is affected by traffic noise from Rancho Santa Fe Road and La Costa Boulevard. Future traffic increase in the area will result in significant noise level increase. The results of the field noise level measurements and the acoustical calculations have shown that the project topography effectively shields the majority of the proposed residential lots from t9e existing and forecasted traffic noise impacts. The only area where noise could exceed L (or CNEL, which is almost the same) limit of 65 decibel estaS?ished by the City of Carlsbad is located at the south-western property boundary <Lots•• •• and 15>. 1 ~ l7 \ G In order to reduce traffic noise impact to CNEL=65 dB or less in "noise sensitive" outside living areas of the proposed project we recommend~o construct a 7 ft high solid acoustical barrier between Lot ylF and Rancho Santa Fe Road, and to construct a solid wall 6 ft high above Lots '¥1/' and -elevation between these lots and Mision Estancia. /@; H] Since some of the proposed residen ial units could be affected by noise exceeding CNEL=60 dB, the interior noise analysis should be performed at the later stage of the project design to ensure thet interior noise would not exceed 45 dB limit. 2 . INTRODUCTION This Acoustical Analysis is submitted in accord with the City of Carlsbad requirements regarding the acoustical evaluation of the existing and forecasted noise impacts within the proposed 129 lots residential subdivision and development of necessary noise mitigation programs. The project is located on the east side of Rancho Santa Fe Road south of its intersection with La Costa Boulevard in the City of Carlsbad. Since the project site is in close proximity to Rancho Santa Fe Road with forecasted ADT (Average Daily Traffic) of 44200, and La Costa Boulevard with forecasted ADT of 25800, a high potential exists that future residents of the project might be affected by high levels of traffic noise. 2 Report 011-85 Park View West • • The City of Carlsbad noise control regulations limit noise impact to outside "noise sensitive" residential areas to Ld or CNEL of 65 dB. According to the California Administrativ~ Code (Title 25), residential units, located within an annual CNEL noise contour of 60 dB or more, must be designed to limit intruding exterior noise to an annual CNEL of 45 dB or less in any habitable room. 3. METHOD OF EXTERIOR NOISE EVALUATION The acoustical conditions in the area of the proposed development were evaluated using the direct noise level measurements and the theoretical methods of traffic noise prediction (FHWA RD 77-108 Traffic Noise Prediction Model). The National Reference Energy Mean Noise Levels used in standard FHWA RD 77-108 Model were replaced by the California Vehicle Noise Emission Levels recently developed and suggested by Caltrans (Letter from the Office of Transportation Laboratory, February 28, 1985). The calculations were performed on the IBM PC computer. The field noise measurements were performed by a Metrosonics dB-306C Metrologger Digital Sound Level Analyzer, which is a Type II instrument in accord with the ANSI S 1.4-1971 requirements. Typically Metrosonics dB-306C was mounted on a tripod five feet above the ground with a windscreen fitted to the microphone. Before and after the noise measurements the meter was calibrated with a C-302 Acoustical Calibrator. During the field noise measurements the traffic count was taken where possible to aid in comparison analysis between the theoretical and the field results. 4. EXISTING NOISE ENVIRONMENT The field noise measurements were made on May 14, 1985 between the hours of 4:20 p.m. and 5:20 p.m. The noise readings were taken at two locations along Rancho Santa Fe Road. Duration of each test was approximately 10 minutes. The traffic flow data (number of vehicles, traffic mix & speed) recorded during each test were used to calculate theoretical Equivalent Noise Level CLEQT) for the measurement locations. In order to verify the validity of the theoretical noise prediction calculation techniques used, the results of the field noise level measurements (Field Equivalent Noise Level or LEQF) were compared with that theoretically determined for the same locations. The results of the field noise level measurements and 3 r- Report 011-85 Park View West • • the results of the theoretical calculations are summarized below: Site 1 (50 ft from Rancho Santa Fe Road centerline, approximately 200 ft from intersection with La Costa Boulevard). Test 2 LEQF=67 dB; LEQT=67.6 dB <Attachment, Table 2) Test 3 LE~=67 dB; LEQT=67.8 dB <Attachment, Table 3) Test 4 LEQF=67 dB; LEQT=67.5 dB <Attachment, Table 4) As can be seen from the data above, the results of the field noise level measurements are in a good agreement with the results of the theoretical calculations. Since the field noise measurements were performed at the "peak hour" traffic conditions, the data obtained represent an average current CNEL for the area. Therefore we can copclude that current CNEL=65 dB noise contour is located somewhere at 70 to 90 ft from Rancho Santa Fe Road centerline (for "level" topography). For elevated or depressed (in relation to the road elevation) areas distance to CNEL=65 dB noise contour could be different. More precise determination of current practical since future grading project's topography, especially, the road elevation. noise contours location is not will significantly modify the lot elevation in relation to The average traffic flow and speed data obtained during the field tests were further used to determine future noise impacts within the proposed residential subdivision. 5. FUTURE NOISE ENVIRONMENT Future traffic increase due to the proposed project and other projects in the area will result in corresponding traffic noise level increase. The City of Carlsbad estimates that future traffic on Rancho Santa Fe Road will increase to ADT of 44200 from current ADT of 11000. This could result in the future noise level increase on approximately 6 dB. Future traffic on La Costa Boulevard near the project might reach ADT of 25800. Therefore significant noise impact to the residential lots at the northern property boundary could be also anticipated. 4 Report 011-85 Park View West • • The forecasted traffic flow data were used in the theoretical noise prediction analysis for determination of future acoustical conditions at tho property. The acoustical calculations were performed for several critical locations on the prnperty <Lots 17,18,22,73,81, and 83 along Rancho Santa Fe Road, and Lot 129 next to La Costa Boulevard). The results of the acoustical calculations are presented on the Attachment Tables 6, 9, 10, 11, 12, 13, 14, and 15. The results of the acoustical calculations show that the project topography effectively shields the majority of the proposed residential lots from traffic noise impact CCNEL below 65 dB limit). Only future residents of Lot 17 (and potentially Lots 15 and 16) could be affected by traffic noise exceeding CNEL=65 dB limit established by the City of Carlsbad. The additional acoustical calculations have shown that traffic noise impact to Lot 17 could be reduced to CNEL of 64 to 66 dB by placing a 6.5 to 7.0 ft high solid acoustical barrier between this lot and Rancho Santa Fe Road (Attachment, Tables 7 and 8). In order to increase the noise attenuation effect of the barrier and also to provide acoustical protection for Lots 15 and 16, we recommend to construct an additional solid acoustical barrier between Lots 17, 16, and 15 and Mission Estancia. The barrier should be 5.5 to 6.0 ft high above the lots elevation. ,. Since future noise impact to future residences could exceed CNEL=60 dB limit we recommend to perform an interior acoustical analysis at the later stage of the project design to ensure that interior noise levels in habitable rooms would not exceed 45 dB.
