CALL TO ORDER: 5 p.m.
ROLL CALL: Merz, Burrows, Lafferty, Stine, Hubinger, Meenes.
Absent: Foster.

PLEDGE OF ALLEGIANCE: Commissioner Burrows led the Pledge of Allegiance.
APPROVAL OF MINUTES: Minutes of the Regular Meeting held May 21, 2025
Motion by Commissioner Lafferty, seconded by Commissioner Burrows, to approve the minutes
as amended to include the following change: Item No. 2, paragraphs three and nine references
to Title 19, be changed from Roman Numerals to Common Numerals. Motion carried, 6/0/1
(Foster -Absent).
PUBLIC COMMENT: None.
CONSENT CALENDAR: None.
PUBLIC HEARING:
1. LOPEZ RESIDENCE ADU V2024-0005/CDP 2024-0025 (DEV2023-0153) -A Resolution of the
Planning Commission of the City of Carlsbad, California, to approve a CEQA exemption
determination, a Variance and a Minor Coastal Development Permit to allow for the
conversion and expansion of a 495-square-foot, 10-foot-tall, one-story, detached garage into
a 1,025-square-foot, two-story, 21-foot-tall, detached accessory dwelling unit within the
Mello II Segment of the city's Local Coastal Program located at 224 & 226 Normandy Ln.
Within Local Facilities Management Zone 1.
ACTION TYPE: Quasi-Judicial
STAFF RECOMMENDATION: Take public input, close the public hearing,
and adopt the Resolution.

Chair Meenes opened the duly noticed public hearing at 5:06 p.m.
Assistant Director of Community Development Mike Strong introduced Senior Planner Lauren
Yzaguirre who reviewed a PowerPoint presentation (on file in the Office of the City Clerk).

In response to Chair Meenes' request for any ex parte disclosures regarding this item, all
Commission Members disclosed that they had driven by or were familiar with the site.
Chair Meenes opened the public testimony at 5:21 p.m.
Hearing no one wishing to speak, Chair Meenes closed the public testimony at 5:21 p.m.
Commissioner discussion ensued .
Motion by Commissioner Stine, seconded by Commissioner Merz, to adopt Resolution No . 7545.
Motion carried, 6/0/1 (Foster -Absent).
Hearing no one wishing to speak, Chair Meenes closed the duly noticed public hearing at 5:31
p.m.
DEPARTMENTAL REPORTS: None.
COMMISSION COMMENTARY AND REQUESTS FOR CONSIDERATION OF MATTERS: The
Commissioners report on activities and meetings of some committees and subcommittees of
which they are members.
Commissioner Stine announced that he would be resigning from the Planning Commission soon.
Chair Meenes noted that the Planning Commission Work Plan was presented at the last City
Council meeting, and it was well received .
STAFF COMMENTS:
Assistant Director of Community Development Mike Strong reviewed the upcoming City Council
schedule and the Planning Commission's tentative schedule of projects.
